A background table is enclosed in Appendix 15 showing the current status of any live appeals and any decisions made since the last meeting. 2 Background 2.1 Since transfer of Planning to local government, Members have been advised on a monthly basis of the transitional provisions for dealing with planning appeals following transfer of powers on 1st April 2015 as set out in The Planning (2011 Act) (Commencement No.3) and (Transitional Provisions) Order (Northern Ireland) 2015. 2.2 With regard to applications refused by Council post 1st April 2015, officials have and will continue to notify the Planning Committee when appeals are received and dates for submission are published by the Planning Appeals Commission (PAC). 3 Key Issues 3.1 Members are advised that one new appeal has been submitted to the PAC since the last Committee meeting: 1) LA11/2017/0251/F (2019/A0156) Retrospective application to retention of part change of use from agricultural building to dog/cat kennels, 511, Glenshane Road, Killycor, Londonderry. 3.2 Members are advised no appeal decisions have been notified since last Committee meeting. Page 1 3.3 The appeals schedule has been updated accordingly with dates for PAC hearings and PAC site visits. 4 Financial, Equality, Legal, HR, Improvement, Rural Needs and other Implications Paragraph 3(5) of The Planning (2011 Act) (Commencement No.3) and (Transitional Provisions) Order 2015, states that an appeal made to PAC against relevant decisions or determinations of the Department under the 1991 Order before 1st April 2015, the award of costs shall not apply. Games played with a ball and stick can be traced back to pre-Christian times in Greece, Egypt and other countries. In Irish legend, there is a reference to a hurling game as early as the second century B.C., while the Brehon laws of the preChristian era contained a number of provisions relating to hurling. In the Tales of the Red Branch, which cover the period around the time of the birth of Christ, one of the best-known stories is that of the young Setanta, who on his way from his home in Cooley in County Louth to the palace of his uncle, King Conor Mac Nessa, at Eamhain Macha in Armagh, practised with a bronze hurley and a silver ball. On arrival at the palace, he joined the one hundred and fifty boys of noble blood who were being trained there and outhurled them all single-handed. He got his name, Cuchulainn, when he killed the great hound of Culann, which guarded the palace, by driving his hurling ball through the hound's open mouth. From the time of Cuchulainn right up to the end of the eighteenth century hurling flourished throughout the country in spite of attempts made through the Statutes of Kilkenny (1367), the Statute of Galway (1527) and the Sunday Observance Act (1695) to suppress it. Particularly in Munster and some counties of Leinster, it remained strong in the first half of the nineteenth century.

Although completed in June of 2017 the study highlighted a number of areas – e.g. clarification around access- which would benefit from additional scrutiny and analysis. The Two Loughs working group agreed to investigate with a view to populating the report with the additional information where it existed. This review exercise also identified other sources of information which were also integrated into the original report to add value. 2.0 Executive Summary Derry City and Strabane District Council (DCSDC), Loughs Agency and the Department of Agriculture, Environment and Rural Affairs’ Inland Fisheries Division have come together to investigate options for developing a number of still water (and other) sites located- within the DCSDC council catchment- as angling, recreational and heritage hubs.
