No. 2280-5805; FAX- 2280-7373 No. 1818-SEC/1D-136/2012 Kolkata, the 3rd December, 2012 O R D E R In exercise of the power conferred by Sections 16 and 17 of the West Bengal Panchayat Elections Act, 2003 (West Bengal Act XXI of 2003), read with rules 26 and 27 of the West Bengal Panchayat Elections Rules, 2006, West Bengal State Election Commission, hereby publish the draft Order for delimitation of Howrah Zilla Parishad constituencies and reservation of seats thereto. The Block(s) have been specified in column (1) of the Schedule below (hereinafter referred to as the said Schedule), the number of members to be elected to the Zilla Parishad specified in the corresponding entries in column (2), to divide the area of the Block into constituencies specified in the corresponding entries in column (3),to determine the constituency or constituencies reserved for the Scheduled Tribes (ST), Scheduled Castes (SC) or the Backward Classes (BC) specified in the corresponding entries in column (4) and the constituency or constituencies reserved for women specified in the corresponding entries in column (5) of the said schedule. The draft will be taken up for consideration by the State Election Commissioner after fifteen days from this day and any objection or suggestion with respect thereto, which may be received by the Commission within the said period, shall be duly considered. (1) This Act may be called the Howrah-Amta Light Railway Short title Company (Acquisition of Land) Act, 1976. and extent. (2) It extends to the whole of West Bengal. 2. In this Act, unless there is anything repugnant in the subject or Definitions. context,— (a) "Collector" means the Collector of a district and includes any Land Acquisition Officer appointed by the State Government to carry out all or any of the functions of a Collector under this Act; (b) "company" means the Howrah-Amts Light Railway Company Limited; (c) "Court" means the Court of the District Judge at Howrah where the land is situated within the district of Howrah and the Court of the District Judge at Hooghly in the case where the land is situated within the district of Hooghly; (d) "encumbrance", in relation to any land, includes all rights or interests of whatever nature belonging to any tenant, licensee or trespasser or any other person; 187 The Howrah-Arnta Light Railway Company (Acquisition of Land) Act, 1976.

Gujarat Ahmedabad Ahmedabad South Rakhial Range II On the northern side of this range extends upto the road from Udyognagar Post Office to Viratnagar (excluding Viratnagar) Narol-Naroda Highway (Soni ni Chawl) upto Mehta Petrol Pump at Rakhial Odhav Road. From Malaksaban Stadium and railway crossing Lal Bahadur Shashtri Marg upto Mehta Petrol Pump on Rakhial-Odhav. On the eastern side it extends from Mehta Petrol Pump to opposite of Sukhramnagar at Khandubhai Desai Marg. On Southern side it excludes upto Narol-Naroda Highway from its crossing by Odhav Road to Rajdeep Society. On the southern side it extends upto kulcha road from Rajdeep Society to Nagarvel Hanuman upto Gomtipur Road(excluding Gomtipur Village) from opposite side of Khandubhai Marg. Madam Speaker, I rise to present before this august House the Revised Estimates for 2010-11 and the estimated receipts and expenditure for 2011-12. I deem it an honour to present the third Railway Budget under the kind guidance of the hon'ble Prime Minister. I profusely thank the Finance Minster for his continued support and encouragement to the railways. 2. As the hon’ble members are aware, the wheels of the railways continue to move 24 hours, all 365 days. Railway’s services are comparable to emergency services, required all the time. I am proud of the 14 lakh members of my railway family, who toil day and night with unparalleled dedication. I am also grateful to all passengers without whose cooperation and consideration, we could not have run this vast system. I have also received unstinted support from our two recognised federations and staff and officers’ associations. 3. Madam, rail transportation is vitally interlinked with the economic development of the country. With the economy slated to grow at a rate of 8-9%, it is imperative that the railways grow at an even faster pace. I see the railways as an artery of this pulsating nation. Our lines touch the lives of humble people in tiny villages, as they touch the lives of those in the bustling metropolises. 4. We are taking a two-pronged approach, scripted on the one hand, by a sustainable, efficient and rapidly growing Indian Railways, and on the other, by an acute sense of social responsibility towards the common people of this nation.

Volume 3, Issue 4 (Sep-Oct. 2012), PP 25-33 www.iosrjournals.org Spatio-Temporal Dynamics of Population Growth of Howrah District in India: An Experience in the 20th Century Sanat Kumar Guchhait1, Abhik Dasgupta2 1Associate Professor, Department of Geography, The University of Burdwan, 2Assistant Professor in Geography, Mankar College, Burdwan, Abstract: The growth of population, especially in the developing countries shows rapid increasing trend due to higher rate of fertility and declining trend of mortality rate. It reaches to an explosive situation if the province or the region experiences high influx of population from the outside. Such a trend of growth is common phenomenon in the countries like India, wherein rural to urban migration leads mushrooming of pocket based population growth. This nucleated effect of population growth later on associated with spill over effect intends to spread of suburbs around the main city. On the other hand, higher rate of fertility in rural areas exerts a pressure on the land and push the population towards urban centre. Hence, this causal relationship between population and land capacity boosting the growth trend and diffuse growth process over the space, however growth rate turns to fall gradually due to effect of space saturation. This growth rate along with its dynamic behaviour exhibits a strong relationship among the population density, land capacity and space characteristics. In India, after achieving Independence population increased rapidly, though growth rate shows a declining trend, especially for those region wherein city population proceeds towards saturation level.
