Janice Cavell1 (Received 31 January 2018; accepted in revised form 1 May 2018) ABSTRACT. In 1855 a parliamentary committee concluded that Robert McClure deserved to be rewarded as the discoverer of a Northwest Passage. Since then, various writers have put forward rival claims on behalf of Sir John Franklin, John Rae, and Roald Amundsen. This article examines the process of 19th-century European exploration in the Arctic Archipelago, the definition of discovering a passage that prevailed at the time, and the arguments for and against the various contenders. It concludes that while no one explorer was “the” discoverer, McClure’s achievement deserves reconsideration. En 1855, un comité parlementaire a conclu que Robert McClure méritait de recevoir le titre de découvreur d’un passage du Nord-Ouest. Depuis lors, diverses personnes ont avancé des prétentions rivales à l’endroit de Sir John Franklin, de John Rae et de Roald Amundsen. Cet article se penche sur l’exploration européenne de l’archipel Arctique au XIXe siècle, sur la définition de la découverte d’un passage en vigueur à l’époque, de même que sur les arguments pour et contre les divers prétendants au titre. Nous concluons en affirmant que même si aucun des explorateurs n’a été « le » découvreur, les réalisations de Robert McClure méritent d’être considérées de nouveau. The following section on early history was written by Professor William (Bill) Barr, Arctic Historian, The Arctic Institute of North America, University of Calgary. Prof. Barr has published numerous books and articles on the history of exploration of the Arctic. In 2006, William Barr received a Lifetime Achievement Award for his contributions to the recorded history of the Canadian North from the Canadian Historical Association. As well, Prof. Barr, a known admirer of Russian Arctic explorers, has been credited with making known to the wider public the exploits of Polar explorations by Russia and the Soviet Union. HISTORY OF ARCTIC SHIPPING UP UNTIL 1945 Northwest Passage The history of the search for a navigable Northwest Passage by ships of European nations is an extremely long one, starting as early as 1497. Initially the aim of the British and Dutch was to find a route to the Orient to grab their share of the lucrative trade with India, Southeast Asia and China, till then monopolized by Spain and Portugal which controlled the route via the Cape of Good Hope. In 1497 John Cabot (Giovanni Caboto), sponsored by King Henry VII of England, sailed from Bristol in Mathew; he made a landfall variously identified as on the coast of Newfoundland or of Cape Breton, but came no closer to finding the Passage (Williamson 1962). Over the following decade or so, he was followed (unsuccessfully) by the Portuguese seafarers Gaspar Corte Real and his brother Miguel, and also by John Cabot’s brother Sebastian, who some theorize, penetrated Hudson Strait (Hoffman 1961). The first expeditions in search of the Northwest Passage that are definitely known to have reached the Arctic were those of the English captain, Martin Frobisher in 1576, 1577 and 1578 (Collinson 1867; Stefansson 1938). -

Opening an Arctic Escape Route: The Bellot Strait Expedition Adam Lajeunesse and P. Whitney Lackenbauer During the second half of the 1950s, Canadian and American vessels surged into the North American Arctic to establish military installations and to chart northern waters. This article narrates the expeditions by the eastern and western units of the Bellot Strait hydrographic survey group in 1957, explaining how these “modern explorers” grappled with unpredictable ice conditions, weather, and extreme isolation to chart a usable Northwest Passage for deep- draft ships. The story also serves as a reminder of the enduring history of US Coast Guard and Navy operations in Canada’s Arctic waters in collaboration with their Canadian counterparts. Au cours de la deuxième moitié des années 1950, des navires canadiens et américains ont envahi l’Arctique nord-américain pour y établir des installations militaires et cartographier les eaux du Nord. I understand that my thesis may be made electronically available to the public. ii Abstract In 1922, two Inuit men—Alikomiak and Tatamigana—were arrested on the Coronation Gulf near Tree River in connection with the killing of six other Inuit. While in Royal Canadian Mounted Police (RCMP) custody, Alikomiak killed the arresting RCMP officer as well as a Hudson’s Bay Company trapper who lived at the post. These killings set off a judicial process that would see both Inuinnait men tried and hanged on Herschel Island, Yukon, in the first criminal trial and execution of Inuit held in the Canadian Arctic. Through a microhistorical analysis, this thesis addresses the following questions: What do the trials of Alikomiak and Tatamigana reveal about the larger social fabric of Inuinnait culture in the early part of the twentieth century? How does Inuinnait culture intersect with the broader social and political imperatives at play in 1920s Canada? After interrogating the wealth of archival evidence (i.e., statements, trial transcripts, correspondence, and ethnographic reports) many salient aspects of Inuinnait culture emerge, including attitudes towards marriage, infanticide, and the role of anger and sanctioned killing in Inuit society. -

Hydrographic Surveys in the Arctic

Reprinted by permission from the March-April 1958 issue of The Military Engineer. The charting of a virtually unmapped sea, a hydrographic surveying project unique in modern times, was assigned to the Navy Hydrographic Office in 1954. Not many such waters remain; most have been covered at least by reconnaissance surveys, but the southern part of the Canadian Archipelago was singularly unknown. Plans were being made to build a chain of radar stations, spaced 50 miles apart, from the Pacific to the Atlantic ocean to form the Distant Early Warning Line (DEW Line). The stations of the line would form a radar barrier, to give warning of any air attack from the north. Each station had to be built in a wilderness with its own living quarters, roads, garages, airstrip, hangar, fuels, storage tanks, radio, and radar. This would involve a major transportation project to get the materials and supplies to the sites. The Air Force asked the Navy Military Sea Transportation Service (MSTS) to move the cargo by sealift, starting in the summer of 1955. MSTS examined the charts of the area, and requested the Hydro- grapher to make more adequate charts. Eliminating the coast of Alaska, which had been partially surveyed, there remained over 1 000 miles of ship routes through Canadian waters to be investigated. Each summer there is a period of from one to three months during which survey ships may enter, carry out their work, and w ithdraw prior to the onset of winter. -

Seasonal Summary North American Arctic Waters Summer 2019 By the Canadian Ice Service Summary over North American Arctic Waters The early fracture of ice in southeastern Beaufort Sea, northern Baffin Bay and northwestern Hudson Bay led to below normal ice conditions during the first part of the 2019 season. In fact, rapid ice decrease in the southeastern Beaufort Sea area was due to persistent and strong southeasterly winds during the latter part of May. Hence, caused the pack ice to move towards the northwest. Temperatures over the area were also much above normal during the month. Meanwhile over Baffin Bay, Davis Strait and Foxe Basin, temperatures were also much above normal. These milder than normal temperatures conditioned the ice to melt at a faster than usual rate later in the summer. Conversely, certain parts of Hudson Bay as well as Frobisher Bay experienced slower than normal ice melt. In particular, the northwestern part of the Hudson Bay had greater that normal ice conditions due to abnormal southeasterly winds which pushed the ice towards the coast during the early part of the shipping season. Eventually, ice melt trended towards a more normal ice regime so that by the end of July virtually all the ice was gone in the area. A similar scenario developed in the southern part of Hudson Bay during the mid-period of the shipping season where anomalously strong northwesterly winds helped concentrate ice in that area. The impact was to delay the development of open water conditions in the area by about two to three weeks. Meanwhile, Frobisher Bay also saw an episode of southeasterly winds in early July, thus maintained higher than normal concentrations of ice until well into early August, which represented a delay of one to two weeks for bergy water conditions for the area. -

Caribou (Rangifer tarandus groenlandicus × pearyi) of the Dolphin and Union herd migrate across the sea ice between Victoria Island and the adjacent Canadian Arctic mainland twice each year, southward in fall–early winter and northward in late winter–spring. As a result of warmer temperatures, sea ice between Victoria Island and the mainland now forms 8–10 days later than it did in 1982, raising questions about the impact of delayed ice formation on the ecology of the herd. We examined movements of female Dolphin and Union caribou as they relate to sea-ice crossings using four satellite collar datasets (46 caribou) obtained between 1987 and 2006. Since the late 1980s, Dolphin and Union caribou have been moving by early October to the southern coast of Victoria Island, where they stage until sea-ice formation allows migration across the sea ice to winter range on the mainland. Caribou spending the summer farther north on Victoria Island arrive later at the coast, which shortens their time spent on the staging area. During the study period, the collared caribou began crossings as soon as sea-ice formation allowed. Most caribou departed from just a few areas and tended to use the same departure areas each year. Highest mortality occurred during the fall–early winter ice crossing and in mid to late winter.
