    California SEIU Developmental Disabilities Council 2015 First Quarter Update First Quarter Meeting Lanterman Coalition ‐ Budgetary Advocacy ‐ Catherine McCoy and David Mulvey have been representing the council on the Lanterman Coalition monthly meetings. We were successful this year in encouraging the Lanterman Coalition to adopt and promote a joint budget plan. Across the state we have been supporting the Lanterman Coalition 10% plan. On January 23rd our ARC SF members worked in concert with Golden Gate Regional Center and other local service providers to put on a successful rally in San Francisco is support of the campaign. The rally was covered by local media including KTVU Fox, and KCBS Radio. On March 4th we also participated in a large Lanterman Coalition Rally on the Capitol steps. Dave Mulvey was one of the speakers chosen to address the group. Later that day our members attended and gave testimony at the Assembly budget sub-committee hearings. On March 12th our members attended and gave testimony at the Senate Budget Sub Committee. California State Council on Developmental Disabilites – Employment First Committee. Dave Mulvey continues to represent us on this committee that has a legislative mandated to look at ways to increase employment for persons with Developmental Disabilities. Department of Developmental Disabilities Self-Determination Program Workgroup Dave Mulvey also represents us on this group, and continues to consult with SEIU Local and International staff on organizing opportunities this program may present and how to best structure the program. Health and Human Service Department’s Delivery Service Task Force: Catherine McCoy represents us on the task force.

    Week of January 14, 2019 State Issues Legislative Analyst This week, the Legislative Analyst’s Office (LAO) released its overview of Governor Newsom’s budget proposal for FY Report on State 2019-20 that was presented last week, and saw a new leader selected to lead this non-partisan organization. The Budget Legislature appointed a new state Legislative Analyst to fill the role Mac Taylor has held for 10 years. They named Gabriel Petek to the post, who most recently worked for Standard and Poor’s Global Ratings San Francisco Office where he is currently the state’s primary credit analyst. He takes the reins on February 4. In addition to getting a new chief, the LAO released its overview of the Governor’s January budget highlighting that that state’s budget position continues to be strong. They also focus on the fact that the Governor’s proposed budget prioritizes the repayments of state debts and a great deal of one-time funding. Nearly half of the discretionary spending is earmarked to pay down state liabilities, including unfunded retirement liabilities and budget debts. Twenty-five (25) percent of the discretionary spending is for one time or temporary funding proposals, and 15 percent for discretionary reserves. The LAO applauds the Governor’s decision to focus on the repayment of state debts. The LAO points out one thing that many took note of – the Governor has outlined many priorities for budgetary spending. And at least some of the proposals are not fully fleshed out or reflected in the budget document. The LAO was not critical of this but pointed out that these un-finalized proposals give the Legislature the opportunity to weigh in with the Administration and have their say in its development.

Summary Each year, Alameda CTC adopts a Legislative Program to provide direction for its legislative and policy activities for the year. The purpose of the Legislative Program is to establish funding, regulatory and administrative principles to guide Alameda CTC’s legislative advocacy. It is designed to be broad and flexible, allowing Alameda CTC to pursue legislative and administrative opportunities that may arise during the year, and to respond to political processes in the region as well as in Sacramento and Washington, D.C. Legislative, policy and funding partnerships throughout the Bay Area and California will be key to the success of the 2021 Legislative Program. The 2021 Alameda CTC Legislative Program retains many of the 2020 priorities and is divided into 5 sections: 1. Transportation Funding 2. Multimodal Transportation, Land Use, Safety and Equity 3.     May 6, 2020 The Honorable Gavin Newsom Governor, State of California State Capitol, First Floor Sacramento, CA 95814 RE: Including Houses of Worship in Stage 2 of Reopening Dear Governor Newsom, As the vast majority of Californians continue to demonstrate personal responsibility in abiding by recommended health guidelines to slow the spread of the pandemic, we would encourage you to consider adjusting your “Resilience Roadmap Stages” to include in-person religious services at houses of worship in Stage 2 of this plan rather than in Stage 3. By and large, pastors and congregations across the state have suspended in-person religious services, pursuant to state and local orders, since the middle of March. They recognize the need to not only protect the health and safety of their congregants, but also that of the communities they serve. According to your administration’s roadmap, these institutions are currently slated to reopen during Stage 3, which we understand could still be many weeks, if not months, into the future. At the same time, schools, which are gathering places for large numbers of individuals, are included under Stage 2. If schools can open while still exercising appropriate physical distancing and other precautions, it seems houses of worship, many of which have fewer people on-site for a typical service than local public schools have on normal weekdays, should be able to assemble while taking steps necessary to keep their congregations safe. Californians, church-attending and otherwise, have expressed that they want to see the state reopen altogether. It is a sentiment sure to grow as stay home orders remain in effect.

    April 7, 2021 Governor Gavin Newsom State Capitol Sacramento, CA 95814 Re: Request for Statewide Emergency Declaration on California’s Drought Dear Governor Newsom: As Chairs of the Senate and Assembly Agriculture Committees, we submit to you the following request for a statewide declaration of emergency. In light of the recent water allocation announcement to California farmers and growers, we are writing to share our concerns and respectfully request that your administration take steps to address this pending statewide emergency. California produces half of the nation’s livestock and produce products, which are an essential part of our economy and a crucial aspect of our national security. In March of 2020 at the beginning of the COVID-19 pandemic, frontline workers in the agricultural industry stepped up to keep food on the table for our state and nation. The pandemic exposed the vulnerabilities of our food supply chain and highlighted the importance of food and water security to prevent California’s reliance on foreign imports. The California Department of Water Resources (DWR), in conjunction with your administration, announced a five-percent allocation to farmers and growers on March 23, 2021. It is not without coincidence that this was also National Agriculture Day. This will weaken California’s food supply chain, and endanger underserved communities that depend upon clean, reliable water. Droughts are obviously not new to this state. We had similar drought conditions in 2014, when allocations to the State Water Project (SWP) were reduced to 5%. At that time, the Governor declared a state of emergency in order to provide flexibility and commonsense streamlining to utilize our limited water in the most efficient way possible.

    State of California—Health and Human Services Agency Department of Health Care Services WILL LIGHTBOURNE GAVIN NEWSOM DIRECTOR GOVERNOR June 28, 2021 The Honorable Richard Pan, Chair Senate Health Committee State Capitol, Room 2191 Sacramento, CA 95814 Dear Senator Pan: ASSEMBLY BILL AB 1331 (AS AMENDED MAY 24, 2021) - OPPOSE The Department of Health Care Services (DHCS) must inform you of its opposition to Assembly Bill (AB) 1331. AB 1331 would require the Director of DHCS to appoint a full- time executive Statewide Director of Crisis Services to convene state and local leaders to develop and implement a cohesive statewide behavioral health crisis care delivery system. The bill would require the executive to coordinate various tasks statewide related to behavioral health crisis care, in order to ensure coordination and continuity among programs, and to enhance cross-agency information and resource sharing. DHCS is supportive of increased coordination of behavioral health crisis care statewide. However, legislation is not needed to establish the position required by AB 1331. In addition, given the fiscal implications of adding an executive position, and the additional staffing needed to support the required activities of the position, this proposal would be more appropriately addressed through the budgetary process. Furthermore, the work proposed for the Statewide Director of Crisis Services would be duplicative of existing efforts by the California Health and Human Services Agency (CHHS). CHHS currently has a Deputy Secretary of Behavioral Health who acts as a senior advisor to the Undersecretary and Secretary on behavioral health policy. The deputy secretary supports coordination and collaboration on behavioral health policy across departments within the agency, as well as with other state agencies and departments.
