As per the Tamil Nadu prison manual, (Open Air Prison) the concept of open- air prison is to relieve congestion in walled prisons, train inmates in proper methods of agriculture for future rehabilitation and make prisons self- sufficient in agri production. It also aims to give prisoners with good conduct a certain amount of freedom. Free Movement of People, Goods, Services, and Capital in the Context of the Balkan Stability Pact Mladen Stanicic1 The Balkan Stability Pact is a strategic concept whose aim is to foster long-term peace and stability in South Eastern Europe. It is becoming an indispensable ele- ment of the global security structure that is currently being constructed in relations between the large powers—the U.S., Russia, and China—with the active partici- pation of the United Nations, the European Union, international financial institu- tions, and individual countries. As one of the sponsors of the Pact, the European Union is keenly interested in stability and peace among its next-door neighbors, some of whom are covered by the pending Eastern enlargement of the EU. This enlargement is intended to transcend centuries of civilizational and religious divi- sion in Europe, which have been the causes of many political and armed conflicts in the past. The vision of Europe in the twenty-first century, reaching all the way to the borders of the former Soviet Union, is that of a multicultural community encompassing states with diverse religious, ethnic, and cultural characteristics. The EU as an instrument of international integration is one of the most impor- tant elements in the process of globalization, which is in turn based on structural changes in the world economy. The theory of liberal internationalism views in- ternational integration as an inseparable aspect of globalization and a basic foun- dation for the realization of the concept of “peace by integration” in an interna- tional system characterized by increasing interdependence, economic and other- wise.2 Under the conditions of globalization, international integration is organized with the purpose of contributing to better control and coordination of international economic and political relations, and of improving nations' internal political and economic organization. -

Before the adoption of the Directive 2010/40/EU Estonia had been developing a number of ITS solutions in the road sector for several years but they have not been a part of a specific ITS strategy. In the end of 2010 it was decided that a specific action plan for the development of ITS was needed and the Estonian Road Administration carried out a preliminary study to create a concept paper for ITS in road sector. In this study the current ITS solutions where surveyed, different management structures where presented and further activities were proposed. Based on this study Estonian Road Administration was appointed as the agency responsible for development and coordination of ITS in road sector in Estonia. Estonian Road Administration adopted the first action plan for ITS development in 2012 for the next five years. -

Međunarodne studije, god. 15, br. 4, 2015, str. 29-41 29 Pregledni rad UDK: 327(497.5) 502.1 Ecological issues – green and blue – as a niche for Croatia Sanja Bach * Summary Croatia, as a relatively new member state of the European Union, has an in- terest to find a niche in foreign policy. The importance of specialization of Croatian foreign policy is emphasized by current trends in the world, and by the need to distinguish itself in the international community. Ecological issues and the protection of the sea and rivers, the preservation of the marine – so-called blue economy – and terrestrial environment, as well as organic far- ming, are the areas in which Croatia needs to find its niche in foreign policy. Consequently, it is extremely important that Croatia’s foreign policy plays an active role in promoting ecological issues in both the European Union and in the whole Mediterranean region. The foreign policy of specialization in the field of ecology is supported by Croatian recognition in the world for its na- tural beauty and for it being one of the most ecologically preserved countries in Europe. Key words: Croatian foreign policy, niche, European Union, Mediterranean, ecological issues, environmental and water governance. Introduction This paper discusses the importance of finding a niche in Croatia’s foreign policy due to Croatia’s membership in the European Union.
