Benefits of an Alternative Restoration Plan • Provides a faster path to restoration • Allows stakeholders to control their destiny – Developing a plan prior to state or federal action provides the be way for stakeholders to plan for efficient and effective management – Avoid TMDL-related regulatory requirements • Acknowledges proactive efforts – Stakeholders receive credit for pollutant reductions – Benefits to downstream impaired waters – Provides time for good targets to be developed – Enhances public relations Reasonable Assurance Plans • Basic Requirements: – Description of Impaired Waterbody – Description of Water Quality or Aquatic Ecological Goals • The water quality–based targets or aquatic ecological goals (both interim and final) that have been established for the pollutant(s) of concern. – Description of Proposed Management Actions To Be Undertaken • Schedule for restoration projects, including funding sources – Description of Procedures for Monitoring and Reporting Results – Description of and Commitment to Proposed Corrective Actions Reasonable Assurance Plans Reasonable Assurance plans (4b) provide an implementation schedule and resource commitments that there are, or will be, pollutant loading reductions that will result in the waterbody achieving water quality targets to attain and maintain the designated use. Main inclusions in a Reasonable Assurance Plan: • a restoration target (e.g. water quality, pollutant load) • a list of projects and/or activities that will achieve the restoration target • an implementation schedule that can span multiple years • funding commitments • requires EPA approval Tampa Bay RAP Tony Janicki Janicki Environmental Florida Stormwater Association Winter 2017 Meeting 6 December 2017 Tampa Bay - Fast Facts • Florida’s largest open- water estuary • Open water: 400 sq miles • Watershed: 2,600 sq miles • Average water depth: 12 feet • Population: > 3 million Troubled Waters • Half of Tampa Bay seagrasses lost by 1982 • Half of Tampa Bay’s natural shoreline altered • 40% of tidal marshes destroyed • White ibis populations plummeted by 70% • Visibility reduced to 2 feet • Fish kills common A "poster child” for polluted waters • “60 Minutes” segment brought national attention – Poorly treated sewage – Unrestricted dredging and filling – Untreated stormwater runoff and industrial discharges Citizens demanded action • In 1978, State legislation required upgrades to all wastewater treatment plants • By 1981, 90% reduction in nitrogen loading from treatment plants discharging to bay The beginning of Tampa Bay’s Collaborative Approach • Public sector realized that nitrogen management goals were unattainable without private sector help. • Private sector invited to participate with the public sector in the voluntary Nitrogen Management Consortium. • Each partner contributed to nitrogen management goal as they were able - no requirements or allocations Key Decision: Collaborative Management Strategy • Consortium participants willing to work together to develop voluntary allocations (caps) for nitrogen loads, for agencies’ consideration. • Decided they wanted to ‘drive the bus’ What’s this about a TMDL • DEP proposed a TMDL for Tampa Bay that was eventually adopted by EPA • The voluntary TN load reductions morphed into this TMDL • DEP recognized the work of the TBNMC and together created a mechanism that built on voluntary efforts • DEP required TBNMC to provide “reasonable assurance” that the load reductions and water quality targets would be met • That mechanism lead to the first Reasonable Assurance Plan Tampa Bay RAP This RAP was developed by the Tampa Bay Estuary Program and members of the Tampa Bay Nitrogen Management Consortium in cooperation with EPA, DEP -   • Stormwater Management Master Plan Updates There Are 16 Defined
    Stormwater Management Master Plan Updates There are 16 defined watersheds in Volusia County. Stormwater Management Master Plans (SWMP) have been prepared for the 11 of the watersheds, with the concentration on the urbanized basins. Many of these SWMPs were prepared in the 90’s and are currently over 20 years old. These plans need to be updated to address current corporate boundaries and responsibilities and to address current priorities. The SWMP updates proposed are for the Indian River Lagoon, the Halifax River, the Tomoka River and Spruce Creek. The studies will update the stormwater system improvements in these watersheds and analyze for water quantity and water quality impacts to the receiving water bodies, each of which is an impaired water body. Current Situation The Indian River Lagoon, Halifax River, Tomoka River and Spruce Creek SWMPs were completed in the 90s prior to the cities in these areas completing SWMPs. Each of these basins is an impaired water body with Total Maximum Daily Loads (TMDL) established. A Basin Management Action Plan (BMAP) has been completed for the Indian River Lagoon and the BMAP process has begun for the Halifax River (Northern Coastal Basin). Future BMAPs are scheduled for the Tomoka River and Spruce Creek basins. The goal of the SWMP Updates is to review and update Volusia County’s previous SWMPs with a focus on water quality and projects that serve areas within unincorporated Volusia County. Project The preparation of a Stormwater Management Master Plan Update for these watersheds will include: A review of previous SWMPs to determine if capital projects recommended at that time may still be recommended for grant applications An evaluation of potential water quality benefits resulting from altering or increasing stormwater maintenance practices An evaluation of water quality conditions to propose additional improvement alternatives and quantify resultant pollutant load reductions The majority of the land uses in these basins is urban and fall within city limits.

Red tide produces toxic chemicals that harm marine wildlife and humans. The ongoing, widespread red tide and fish kills have unreasonably interfered with the health, safety, and welfare of the State of Florida, causing harm to its environment and fragile ecosystems in Hillsborough, Manatee, Pinellas, and Sarasota counties. Community information Volusia County is located in the central portion of the Florida east coast. The land area of Volusia County is approximately 1,210 square miles, with 50 miles of Atlantic Ocean shoreline. Along the eastern side of the county, the Halifax River and Indian River/Mosquito Lagoon form long, narrow estuaries which separate the county’s mainland from its barrier island. Ponce DeLeon Inlet, located near the middle of the coastline, serves as the county’s only inlet through the barrier island and the major passage through which Atlantic Tides and storm surge propagate into the estuaries. The Tomoka River and St. Johns River are other major estuaries located in the county. Volusia County has a subtropical climate, with long, warm, and humid summers and short, mild winters. The average annual participation is approximately 48 inches. Over half of this rainfall occurs from June 1 through November 30, the Atlantic hurricane season. 2. Types, causes, and sources of flooding Flooding in Volusia County results from tidal surges associated with hurricanes, northeasters, and tropical storm activity and from overflow from streams and swamps associated with rainfall runoff. Major rainfall events occur from hurricanes, tropical storms, and thundershowers associated with frontal systems. During periods of intensive rainfall, smaller streams tend to reach peak flood flow concurrently due to a relatively short time of concentration, with elevated tailwater conditions associated with coastal storm surge. This greatly increases the likelihood of inundation of low-lying areas along the coast.

Significant resources have been expended for restoration projects, yet much less attention has focused on evaluating broad regional outcomes beyond site-specific assessments. This study presents an empirical framework to evaluate multiple datasets in the Tampa Bay area (Florida, USA) to identify (1) the types of restoration projects that have produced the greatest improvements in water quality and (2) time frames over which different projects may produce water quality benefits. Information on the location and date of completion of 887 restoration projects from 1971 to 2017 were spatially and temporally matched with water quality records at each of the 45 long-term monitoring stations in Tampa Bay. The underlying assumption was that the developed framework could identify differences in water quality changes between types of restoration projects based on aggregate estimates of chlorophyll-a concentrations before and after the completion of one to many projects.
