758 Hospitals Penalized for Patient Safety in 2016 758 Hospitals Penalized For Patient Safety In 2016 Medicare is lowering its 2016 payments by 1 percent for 758 hospitals with high rates of potentially avoidable infections and complications such as blood clots, bed sores and falls. This is the second year of the Hospital-Acquired Conditions Reduction Program, which was mandated by the federal health law to reduce patient injuries. Below are the hospitals being penalized. The Massachusetts Behavioral Health Partnership (MBHP) is the company that manages behavioral health (mental health and substance abuse) services for MassHealth’s Primary Care Clinician (PCC) Plan Members*. Additionally, MBHP is contracted with the Department of Mental Health to manage most of the Emergency Services Programs (ESPs) across the Commonwealth. In that role, MBHP is issuing this Alert to hospital Emergency Departments (EDs), MBHP network providers, and other interested stakeholders in order to provide clarification and guidance relative to the management of behavioral health emergencies in the ED setting. More specifically, this Alert delineates the roles and responsibilities of the Emergency Services Programs (ESPs) and describes an individual’s progression through this system, with a goal of expediting his or her movement through the hospital ED and into acute behavioral health services, as medically necessary. ESPs function as a “safety net” for all citizens of the Commonwealth regardless of age, payer, or ability to pay. It is important to note that the policies and procedures in this Alert applies to those populations for whom the ESPs are contracted with MBHP to serve, which includes MBHP members, MassHealth (non-MCO enrolled) Members, uninsured consumers, and DMH consumers. However, it is also important to note that MassHealth also requires the four Managed Care Organizations (MCOs) contracted with MassHealth to utilize the ESP system for emergency behavioral health services for MassHealth MCO enrolled Members.

    Administrative Bulletin 12-18 114.1 CMR 41.00: Rates of Payment for Services Provided to Industrial Accident Patients by Hospitals June 7, 2012 Publication of Payment on Account Factors (PAFs) for Hospital Services The Division of Health Care Finance and Policy, pursuant to 114.1 CMR 41.05(3), is issuing this bulletin to publish the Payment on Account Factors (PAFs) for acute and non-acute hospital services rendered to industrial accident patients effective July 1, 2012. The application of the PAF to all billed charges payable pursuant to 114.1 CMR 41.00 results in the payment of the average percentage of charges paid by the private sector to each hospital for its services and shall be deemed to meet the test of reasonable cost of medical services prescribed by M.G.L. c. 152, The Workers’ Compensation Act. No lesser amount shall be paid unless agreed to by the provider, insurer and employer. The geographic area assessed included the communities of Lowell, Billerica, Chelmsford, Dracut, Dunstable, Tewksbury, Tyngsborough and Westford. The study had two objectives. One objective was to meet state and federal requirements that the two hospitals conduct a Comprehensive Health Needs Assessment every three years. The second, ultimately more important objective was to conduct a study that would provide a foundation for the GLHA and its partners, including LGH and SMC, in working to build consensus on the area’s health needs and plan coordinated activities to improve the health of the area’s residents.
