Ethiopia: West Guji – Gedeo Conflict Displacement Flash Update 2 22 May 2018 Highlights • A rapid assessment conducted in Gedeo zone (SNNPR) found that at least 274,5481 people were displaced from West Guji (Oromia) to Gedeo zone following the violence that erupted along the regional boundary in mid-April. Some 84,000 people were also displaced in West Guji zone. More than 4,000 houses were reportedly burnt down or damaged in West Guji and livelihoods destroyed. • Official reports indicate that as of early May, 102,593 people of the 274,548 people displaced in Gedeo were returned to their villages in West Guji zone • The Government, the local community and civil society were the first and main responders to date, with sup- port from few partners. Significant gaps in food, shelter, NFI and WaSH are reported • Although there were no reported health outbreaks so far, AWD, scabies and measles are potential health risks due to the use of water from unsafe sources, open defecation, overcrowded shelter and sharing of clothes. ETHIOPIA HUMANITARIAN FUND 2020 First Round Ethiopia Humanitarian Fund Standard Allocation Allocation Strategy Paper Project Proposal Deadline: 29 April 2020 I. Allocation Overview A) Introduction This document outlines the strategic objectives for the 2020 First Round Ethiopia Humanitarian Fund (EHF) Standard Allocation1. The allocation strategy supports critical humanitarian response priorities and funding gaps that were agreed upon and presented in the Humanitarian Response Plan (HRP) for the first half of 2020. A subsequent prioritization exercise (led by the Inter-Cluster Coordination Forum) identified acute relief needs and major gaps that require urgent response in the context of the HRP. Immediate needs of vulnerable populations and the associated basic response activities to the ongoing COVID-19 pandemic will be considered in all cluster specific allocations in alignment with the national multi-sectoral COVID-19 response plan. The overall response is coordinated through the national Emergency Coordination Center (ECC) under the leadership of the National Disaster Risk Management Commission (NDRMC) and the Ministry of Health (MoH). The Humanitarian Coordinator (HC), in consultation with the Advisory Board determined an allocation of US$ 23.2 million to support the most critical funding gaps. This allocation is based on $8 million available contribution and nearly $18 million commitments in the pipeline. Disbursement to partners will be made as per actual transfer/deposit of donor contributions. Nearly $3 million will be kept in the pot to ensure a predictable funding capacity for unforeseen emergencies. The EHF allocated some $63 million in 2019, supporting 127 multi-sector projects across the country mostly responding to the needs of internally displaced persons (IDPs), returnees and other drought-like situations in the country. -

ETHIOPIA HUMANITARIAN FUND 2018 Second Round Ethiopia Humanitarian Fund Standard Allocation Allocation Strategy Paper Project Proposal Deadline: (11 July 2018) I. Allocation Overview A) Introduction This document outlines the strategic objectives for the 2018 Second Round Ethiopia Humanitarian Fund (EHF) Standard Allocation. In accordance with operational modalities outlined in the EHF Operational Manual issued by the Humanitarian Coordinator (HC), a Standard Allocation1 is triggered following the launch of the Government / Partner Humanitarian Requirements Document (newly named Humanitarian and Disaster Resilience Plan) and its subsequent prioritization exercise (led by the Inter- Cluster Coordination Forum) that identifies acute relief needs and major gaps that require urgent response in the context of the HDRP. The HC, in consultation with the Advisory Board determines the amount to be allocated through the allocation. This allocation strategy supports critical humanitarian response priorities and funding gaps that were agreed upon and presented in the Humanitarian Prioritization Document for 2018 published on 24 May 2018. The ‘Ethiopia Immediate Humanitarian Funding Priorities’ was released following preparatory work at regional level (consultation with regional Disaster Risk Management Technical Working Group partners) and within sector-specific clusters (co-chaired by Government Line Ministries), Cluster Coordinators and key UN and NGO partners were convened by OCHA to consider response priorities and the most-critical funding gaps for the next six months in the context of the HDRP. The priorities have been reviewed and endorsed by the Humanitarian Coordinator, Ethiopia Humanitarian Country Team and the Commissioner of the National Disaster Risk Management Commission (NDRMC). The document indicated that $280.4 million was urgently required to address critical gaps for coming six months of 2018. -

WFP provided in-kind food assistance to 1.6 million food-insecure people identified under the 2018 Humanitarian Disaster and Resilience Plan (HDRP), 165,000 flood-affected internally displaced persons (IDPs) in Somali Region and 729,000 conflict-induced IDPs in Somali and Oromia (East and West Hararghe zones). In support of the Government's Productive Safety Net Programme (PSNP) in Somali Region, WFP also provided food assistance to 311,000 PSNP public works beneficiaries who received transfers for six months of the year – known as the “core transfer” period. -

African Studies Quarterly | Volume 18, Issue 3| May 2019 Elderly Care and Social Support Systems among the Gedeo of Southern Ethiopia: Socio-cultural Contexts, Forms, Dynamics and Challenges FEKADU ISRAEL ALAMBO and HAWLTIE ABERA YIMAM Abstract: This qualitative study aims at disclosing the dynamics of care and social support systems for the older adults among rural Gedeo communities. The study revealed that the long-standing social values, norms, and belief systems of the ethnic group have always prescribed families, extended families, and neighbors to respect and take care of their older members. Nonetheless, poverty in rural households, the diffusion of urban values, and the incipient erosion of longstanding rural values, as well as the tendency of rural youth to abandon agriculture are challenging the capacity of community members to ensure sustained availability of adequate informal care for older adults. Though its coverage is limited to certain rural parts considered to be the most food insecure, the recently introduced Productive Safety Net Programme (PSNP) was reported to have bolstered and supplemented the challenged informal care. The article suggests that a holistic approach should be pursued to scale up the capabilities of rural households thereby to ensure the sustained availability of informal care for older adults. It specifically aims to investigate the socio- cultural roles of names. In personal names there are semantic patterns, cultural and ritual practices. Nonetheless, these dynamics is changing to some extent towards “modern” naming style by ignoring its cultural value. Qualitative research methodology followed in the study. Socio-cultural and linguistic data were collected using key informants. The collected names were analyzed thematically; they were classified based on its references, how it’s given and its semantic value/meaning. Trend analysis was used to show degree of maintenance or endangerment of personal name giving practices. The results of the study show that names, which are often given express the context or the situation or condition during birth. Guji Oromo personal names have meaning. The meanings could be descriptive, associative or referential meaning. The naming in Guji Oromo is slightly changing from cultural or ethnic personal names into religious names, ‘modern’ names and Amharic names. The causes for such changes found to be disparagement, religion, and ‘modernity’ and Amharic hegemony. It was further found that giving cultural personal names to newborn babies were revitalized in the recent years.
