THE GRAIN ECONOMY OF MAMLUK EGYPT BY IRA M. LAPIDUS (University of California, Berkeley) Scholarly studies of the economy of Egypt in the Middle Ages, from the Fatimid through the Mamluk periods, have stressed two seemingly contradictory themes. On the one hand, the extraordinary involvement of the state in economic affairs is manifest. At different times, and in various ways, the ruling regimes of Egypt monopolized or strictly controlled certain primary or strategic products. Wood and metals, both domestic and imported, were strictly controlled to assure the availability of military supplies. Certain export products like natron were sometimes made state monopolies. So too products of unusual commercial importance were exploited, especially by the Mamluk Sultans, to gain monetary advantages. Sugar production, often in the hands of rulers and oflicials, was also, on occasion, a state monopoly. At another level, the state participated in economic activity it did not monopolize. Either the governing bureaus themselves, or elite members of the regime, were responsible for irrigation and other investments essential to agricultural productivity. In the trading sphere, though state-sponsored trading expeditions are unknown, state support for trade by treaty arrangements, by military and diplomatic protection, and direct participation in the form of investments placed with mer- chants were characteristic activities. How much of the capital of trade was "booty" or political capital we shall never know. In other spheres, state participation gave way to state controls for the purposes of taxation. Regulation of the movements of merchants, or the distribution of goods, facilitated taxation. For religious or moral reasons state controls also extended to the supervision, regulation, or prohibition of certain illicit trades. -

The independence of South Sudan has been revealed in this study to have a mixture of unanswered questions. The study is grounded on Collier- Hoeffer theory analysed the trans-boundary conflict based on the framework of many variable including: identities, economics, religion and social status in the Nile basin. -

But the cross- class, cross-ideology coalition that united behind the uprising has predictably fragmented, and different groups now have divergent views on the applicability of liberal economic policies to Egypt. zz The Islamist parties which between them won a majority in the 2011–12 parliamentary election appear to favour the continuation of a broadly pro-market policy, although, like all parties, they have emphasized the need for greater ‘social justice’ and less corruption. Leftist groups and trade unions remain largely unrepresented in parliament and tensions may be brewing between labour and Islamist forces over economic policy. zz Uncertainty over future economic policy is currently deterring investment. INSIGHTi The Nile Dam Dispute: Issues for Congress July 27, 2020 Overview A long-running dispute between Ethiopia, Egypt, and Sudan over the waters of the Nile flared in 2020, as Ethiopia moves toward completion of Africa’s largest hydroelectric power project, the Grand Ethiopian Renaissance Dam (GERD). The domestic stakes are high for both Ethiopian Prime Minister Abiy Ahmed, who seeks to guide Ethiopia through a fragile political transition, and Egypt’s President Abdel Fattah al Sisi, who seeks to preserve Egypt’s share of the Nile amidst population growth, pollution, and rising sea levels. Efforts to resolve the conflict, including by the United States, have yet to result in a final agreement. Alongside the potential for the dispute to escalate, failure to reach an accord could set a negative precedent for transboundary water cooperation at a time of growing global concern over climate change, demographic growth, and resource scarcity. Background For Ethiopia, where almost 70% the rural population lacks access to electricity, the GERD would significantly expand domestic power capacity and allow the country to sell excess electricity to its neighbors. When construction began on the $4 billion project in 2011, then-Prime Minister Meles Zenawi pledged that Ethiopia would finance the project itself, funding it through government bonds, donations, taxes, and a portion of civil servants’ salaries. He envisioned the 6,000-megawatt GERD as powering Ethiopia’s development and helping to lift its population out of poverty. The project has been a source of national pride for Ethiopians, and a rallying point amidst recent domestic troubles. -
