    Marine Litter Regional Action Plan Marine Litter 1 Regional Action Plan for Prevention and Management of Marine Litter in the North-East Atlantic This Regional Action Plan (RAP) sets out the policy context for OSPAR’s work on marine litter, describes the various types of actions that OSPAR will work on over the coming years and provides a timetable to guide the achievement of these actions. The RAP is organised in four sections: SECTION I follows the brief introduction below and sets the objectives, the geographical scope, principles and approaches that should frame implementation. SECTION II presents the actions to be implemented.     Gadani Ship-breaking Yard According to statistics released by environmental advocate, non-governmental agency Shipbreaking Platform, South Asian yards now offer about $450 per light displacement tonnage, or LDT, while Chinese yards offer only $210 and Turkish yards slightly better at $280 per LDT. It is also showed that a large container ship weighs in at almost 25,000 LDTs. That translates into $11.25 million in India, but only $7 million in Turkey and $5.25 million in China. Furthermore, Shipbreaking Platform releases a yearly survey on the industry. During 2017, the organization recorded, the industry internationally scrapped 835 ships, which totalled 20.7 million gross tons. That’s a substantial fall from 2016, when 27.4 million tons were scrapped. The number of scrapped ships has declined by greater than 30 percent from the boom days of 2012 to 2013. According to Mulinaris’s research, during 2017, saw the demolition of 170 bulk carriers, 180 general cargo ships, 140 containers, 140 tankers, 20 vehicle carriers, 14 passenger ships and 30-40 oil and gas related units, which include platforms and drill ships. The research also mentioned that most decline into the category of small and medium-sized ships, ranging from less than 500 gross tons to 25,000 gross tons. Another study which was compiled by the Japan International Cooperation Agency, the agency has forecast the acceleration of global ship breaking, notably oil tankers and container ships, from now on, but particularly from 2020 until 2023. This reflects the scrapping of ships built during the later half of the 1990s, with a useful life of 26 or 27 years.

WASTE MANAGEMENT (1) Hazardous Waste Specific actions and the implementation process Special attention is required for disposing of waste with hazardous qualities, such as infectious, flammable, or poisonous waste, and thus these items are designated as “waste under special control” under Japan’s Waste Disposal and Public Cleansing Law, and regulations implemented for these items are stricter than those for normal waste. Specifically, regulations consist of complying with strict processing standards during such processes as storage, collection, transport, and disposal, a permit system for professional processors and processing facilities, and the establishment of a Manager in Charge of the Special Control of Industrial Waste. In a recent effort, as part of a response to the Stockholm Convention on Persistent Organic Pollutants (POPs) Japan established Technical Considerations regarding the Processing of POPs (established in 2004 and revised in 2009) that were previously buried in the ground, and is providing technical guidance to ensure their proper disposal. In addition, efforts are currently being promoted for the proper collection and disposal of infectious waste, etc. that accompanies the new influenza and home healthcare by such means as establishing guidelines and manuals. In order to process waste including polychlorinated biphenyl (PCB) with certainty and adequacy, the Law Concerning Special Measures Against PCB Waste was formulated in 2001, under which the Japan Environmental Safety Corporation (JESCO), a government funded corporation, is handling the processing of high-pressure transformers, capacitors, and other items that contain PCB. In terms of asbestos waste, there is the possibility that the concerns of residents could lead to disposal sites rejecting the waste or illegal dumping.
