On behalf of the EUCG Board of Directors, we welcome you to the 2013 Fall Conference & Workshop at The Adolphus Hotel.

We are pleased that you are here to continue celebrating the 40th anniversary of the founding of EUCG. We have truly come a long way! This workshop will give us all a chance to celebrate EUCG’s past and look forward with anticipation on the years to come. EUCG’s strength as an organization rests with all of you, our dedicated members. Without your passion and participation, EUCG would not exist and I thank you.

The Committee Chairs have worked very hard to assemble the finest presentations at this workshop. I want to again give a special thanks to the members of our Workshop Task Team for welcom e the integral role that they have played in putting together all aspects of this workshop. While we know you focus on your particular committee of interest, make sure to take a look at all of the committee schedules. You may find that there are things of interest for you or another member of your company.

We are thrilled to have an outstanding line up of keynote speakers for this Workshop. To “kick- off” our workshop in the opening session Welcome Address, we have John Crawford, President and Chief Executive Officer of Downtown Dallas Inc. and Jim Greer, Senior Vice President and Chief Operating Officer of Oncor Electric Delivery. Our Tuesday Keynote speaker is Mary Frances Burleson, President and Chief Executive Officer of Ebby Halliday Companies. Mary started as a part-time secretary and receptionist in 1958 at Ebby Halliday, REALTORS. Mary will share her formulas for success gained in her fifty year journey to the top of one of the largest and most successful real estate companies in the . This diverse group of outstanding executives will give us all their unique perspectives on how they achieve excellence in their organizations every day.

Our tradition of a fun and exciting Monday Evening Networking Event continues as we look forward to a great night of music, dancing, games, and fun at Eddie Deen’s Ranch. It is sure to be a great time!

Mike Williams is the chief fossil officer for Luminant, the largest competitive power generator in Texas. With a keen focus on operational success, Mike Williams has 40 years of experience in power generation, operations and maintenance, engineering and management. He is responsible for the safe, reliable, lean and consistent performance of Luminant’s fossil-fueled plants and lignite mines. Luminant has more than 13,000 MW of existing fossil generation in Texas, including 8,000 MW fueled by coal and 5,100 MW fueled by natural gas. The company’s lignite-mining operation supplies more than half of the coal fleet’s fuel, with annual production totaling 31 million tons in 2012. This summer, Luminant marked its one BILLIONTH ton of lignite mined. Mike is also responsible for Luminant’s support functions, including safety, environmental services and construction. Before joining Luminant, Mike spent his career with Fluor Power Services in Dallas, Progress Energy in Raleigh, N.C., and Central and South West Corporation. Mike earned a bachelor’s degree in nuclear engineering from Texas A&M University, completed the executive development program from Louisiana State University, and the program for management development at Harvard Business School. Database Subcommittee Chair Evelyn Grant will review the methodology used to identify these plants and present awards recognizing their achievements. What processes have FPC member companies used to do this? How do CI and HP programs fit in, and how are unions involved? How do companies use such tools as incentive programs, safety observations, walk-downs, and hazard analyses, and what types of performance indicators do they use? • Safety and discipline: In the past, industry has often tied discipline to safety incidents. That practice, while intended to emphasize the critical importance of employee safety, can often have the effect of driving minor injuries and “near miss” reporting underground. When a near miss or minor injury occurs, there is an opportunity to examine and learn from the event; to build employee trust; and to develop mitigation strategies to prevent recurrence. Panelists will explore the benefits of considering the use of a different strategy for safety related incidents and how using the wrong safety metrics can have unintended negative consequences. The session will be conducted as a moderated “conversation” between the panel and the audience, giving conference delegates the chance to ask questions and to talk about the safety programs and practices in place at their own companies. 2:45 pm – 3:15 pm BREAK Mezzanine Foyer 3:15 pm – 4:30 pm FP4 Anson Jones AB Calculating & Using a Commercial Availability Factor Ed Taylor, Ohio Valley Electric Corporation Andrew Valencia, Lower Colorado River Authority Additional speakers TBA While there is no universally-accepted Commercial Availability (CA) Factor used in the electric utility industry, many companies track CA internally and use it as a performance measure. CA is generally intended to measure the success achieved by a plant or by a generation fleet in maximizing generation resources against a variably priced electricity market. It is usually calculated to place a relative value on availability based on changing market conditions. Thus, it differs from the Equivalent Availability Factor (EAF) in that the algorithm for EAF considers every hour to be of equal value. The level of sophistication used in calculating CA varies across the industry: methods range from relatively simple models that weight equivalent availability seasonally to very complex models that look at availability hourly against open market electricity prices. During this session, Ed Taylor will review the results of a survey that collected information on the different methods used by FPC member utilities to calculate a CA Factor and on the ways that those utilities use this measure. A PdM program requires investing in equipment and training to routinely monitor operating equipment, but it can save time and money by reducing the frequency of unneeded maintenance tasks and by identifying and addressing problems before they cause an unplanned outage or a derating. During this session, panelists from FPC member utilities will describe the PdM programs in place at their companies. The task was to further delineate the BP process in order to create a common language, understand the fundamental steps and facilitate the future development of metrics that will help assess the health of a member utility’s process. Energy NW has been an active member of the ITC and has continually sought improvements and best practices in IT support and delivery. Software licensing models can be many and varied including named-users, concurrent users, and on-demand user types. Server software licenses can be based on physical server counts, virtual server counts, processor counts, etc. Software providers may perform license audits and call for true-ups and even fine corporations if they are out of compliance.
