2003.05 MATTERS ARISING NOT REPORTED ANYWHERE ELSE ON THE AGENDA 2002.05 KGF Playground – Quotations for mole control. Annual contract - P & P Pest Control £440, Pestek £380. Quotations were considered too expensive; it was resolved to ask Eddie Bennett to rake over molehills and remove excess soil instead. 2002.08 to note receipt of email confirming OVW have opted for a new review.

2003.06 TO RECEIVE REPORTS from a. Community Police crime and traffic report: CSO Andrew Jones i) Reports since last meeting were received and noted; it was resolved that future reports be appended to minutes; copy on notice board & via Round Robin. b. MCC Ward Councillor Webb i) Support for Community Plan Steering Groups ref ADVENTA (2002.6 b.b). Cllr Webb suggested we contact Ian Saunders, MCC Tourism for more information. c. Representatives i) St Arvans Steering Group: report awaited ii) Dell Primary School Governing Body: WG Ministerial Visit 6th March was very successful.

i. SACC Budget-Actual Spend sheet to 10th March was circulated. ii. CAS submitted VAT return for 2018/19; HMRC refund due £1,039.83 iii. WAO to be asked for completion of 2017-18 audit, in order to progress 2018-19 audit & relevant invoices for payment. iv. 2019/20 Budget - Section 137 grants to local organisations: £150 allocated in budget. It was resolved to award £50 to St Arvans Churchyard; £100 to Citizens Advice Bureau. Cllr Farley declared an interest in the possible grant award to Citizens Advice Bureau. 2003.08 TO RECEIVE REPORT FROM CLERK a. SACC Clerk’s mobile phone contract (with dongle) to commence 1st April 2020 in line with 2020/21 Financial year. b. Clerk to co-ordinate SACC annual meal for Thursday 19th March 2020.

2003.09 PLANNING a. to note and respond to planning applications considered since the last Ordinary meeting DM/2020/00177 The Shippon, 4 Rogerstone Grange Barns small extension to south elevation of existing kitchen. No comments logged on MCC portal. Absence of notice on public display has been noted; case officer Joanne Clare will check and restore notice if necessary. b. to note and respond to MCC planning decisions, including enforcements and appeals, since the last Ordinary meeting DM/2019/01911 Forge Gardens re stone wall. MHA Daniel Hedges to make site visit to explain more re materials, duration of work programme etc.

2003.10 HIGHWAYS a. to note and respond to Highways issues since the last Ordinary meeting i) 2002.11a. ii) advice regarding whether Rogerstone Grange defibrillator post will be on MCC land still awaited ii) to receive information regarding A466 closure – Ward Cllr Webb reported that MCC waiting for NRW response regarding Land Exchange before work can commence; meanwhile two closures north of (A466) for resurfacing were confirmed iii) feedback of Mark Hand MCC site visit – including Wyndcliffe Court Drive silting and flooding – Ward Cllr Webb to prompt iv) it was reported that MCC had no record of the report of the missing pedestrian sign on Grange Lane; it was reported that the 30mph flasher sign north of Parkfield Stores (on A466) is still working intermittently v) MCC Drain and Gulley clearing schedule will continue once flood relief measures are completed; it was agreed that the Clerk would write to MCC Highways, copying Mark Watkins regarding Flood Warning sign on A466 near the Racecourse vi) it was agreed to consider a project to provide name signs for roads/lanes currently without any.

2003.11 ENVIRONMENT & RECREATION to note and respond to Environment & Recreation issues since the last Ordinary meeting a. KGV i) to receive an update regarding King George’s Field 2020 project: Cllr Webb has endorsed the Steering Group’s application from MCC Welsh Church Fund; decision to be made in April. ii) to receive an update on wall (agent has been contacted) – no response has yet been received. iii) to receive quotations for shrub removal: itemised quotation received from Connor Hayden Services. Five tasks were selected, it was resolved to authorise at a cost of £120. b. SA Playing Field Licence – date for meeting with Nigel Russell Thursday 19th March at Racecourse. c. Recycling - to agree to purchase tubs for electrical items for collection at Ride and Stride – awaiting further information. Clerk and Cllrs Banfield & Edwards attended WG Beyond Recycling consultation events in Chepstow on 9th March. d. GAVO Pride in the Community Competition. Following presentation from GAVO Sandra Davies to SACC and representatives from Steering Group Litter Pick & Speedwatch and WI, it was agreed there were opportunities to be explored collectively. e. it was agreed to support, if required, Jean at Parkwall Stores whilst the gateway to her property is closed. It was agreed that we would assist Jean should snow fall.

f. in response to Villages (AONB) Consultation Plan discussion held earlier 10/03/20: along with Tintern, & Trellech CCs, it was resolved to make a 25% contribution to MCC of £1,250 in 20/21 financial year. g. details of the Great British Spring Clean 2020 (20th March-13th April) will be circulated

2003.12 COMMUNICATIONS a. to note items for Fiveways magazine, web site, Round Robin – details for the Great British Spring Clean and GAVO Pride in the Community Competition b. Community Open Session 7th March CSOs Becky and Andy attended with a display, Cllr Howells provided display of defibrillator sites and Wye Valley (AONB) Villages Plan and Carl Touhig provided recycling containers and a Q&A session on recycled materials, all of which was well received by interested residents. Some residents highlighted the Terra Recycling box in Wyndcliffe View for specific items not recycled via MCC collection.
