The study concentrates on the debate on whether prostitution could be voluntary or has rather to be regarded in any case as a violation of women’s human rights. It also presents an overview of the policies on prostitution in the Member States as well as four case studies: Germany, the Netherlands, Spain, and Sweden. Conclusions are presented with the view to enhance the debate.     Mareen Heying The German Prostitutes’ Movement: Hurenbewegung. From Founding to Law Reform, 1980 – 20021 Abstract The aim of this paper is to present the German Hurenbewegung (‘Whores’ Movement’). I will explain the circumstances under which the first self-help groups for prostitutes and their supporters have formed since 1980, examining how they worked as a network while introducing the journals they published, which are used as primary sources in this historical overview. I will shed light on the claims the movement made and on the forms of its political action and examine how it argued for prostitutes’ legal and social equality. Focal points include their activism and, specifically, how the activists dealt with HIV, which became an important issue in the 1980s. The exchange with political parties in the 1990s intended to promote legal reform will be described, as will the movement’s reaction to the new prostitutions law of 2002; a reform which was influenced by the sex workers’ movement, as I discuss. In these years of activism the Hurenbewegung became institutionalised, and its focus shifted from political to social work. I will explore the circumstances which caused this shift, as well as the consequences that followed. Additionally, I will shortly demonstrate that there is a close link to feminist movements and give a very brief outlook on current activities by prostitutes in Germany. Die überflüssigen, verworfenen, gefährlichen Subalternen & der alltägliche Rassismus “, Kathrin Schrader (TU Harburg) Kathrin Schrader, Vorstandsfrau von ragazza e.V. und Promovendin an der TU Harburg in der Arbeitsgruppe Arbeit–Gender–Technik, eröffnete den Workshop mit einer Analyse zur Situation von Sexarbeiterinnen und ihrer Konfrontation mit dem alltäglichen Rassismus in St. Georg. Sie stellte gesetzliche Grundlagen und entsprechend differente Ausgangspositionen je nach Drogengebrauch, Staatsbürgerlichkeit und ökonomischer Angewiesenheit in der Sexarbeit in ihren Wechselwirkungen vor und setzt diese Regime in Bezug zu St. Georg und seiner stadtentwicklungspolitischen Situation. Frauen, die in Hamburg als Drogenkonsumentinnen und Sexarbeiterinnen auftreten, werden in ihrem Handeln kriminalisiert. Öffentliche Plätze, an denen Sexarbeiterinnen anzutreffen sind, wie zum Beispiel der Hansaplatz im Stadtteil St. Georg, werden kontinuierlich immer unzugänglicher für die Frauen. Maßnahmen wie Sperrgebietsverordnung, Gefahrengebiet und Waffenverbot ziehen Aufenthaltsverbote und vermehrte Kontrollen von insbesondere migrierten Frauen nach sich.     DRAFT REPORT TRAFFICKING IN HUMAN BEINGS AND THE 2006 WORLD CUP IN GERMANY PREPARED BY JANA HENNIG, SARAH CRAGGS, FRED LARSSON, FRANK LACZKO INTERNATIONAL ORGANIZATION FOR MIGRATION SEPTEMBER 2006 Executive summary ¾ Prior to the World Cup in Germany in 2006, there was considerable international concern that this event would contribute to a sharp increase in trafficking for sexual exploitation. ¾ Media reports suggested that prostitution would increase and that up to 40,000 women might be trafficked. ¾ This report investigates whether the number of victims of human trafficking (VoT) for sexual exploitation increased during the World Cup 2006 in Germany. ¾ The study also examines the measures taken by the authorities and NGO community in Germany, before and during the World Cup to prevent human trafficking. ¾ The study was conducted between June and September 2006. Research included a systematic review of media and statistical sources, an analysis of previous large-scale events and their impact on trafficking, and in-depth interviews with representatives of key agencies responsible for combating human trafficking in Germany. ¾ Sixteen in-depth interviews were conducted in total; with six experts from the relevant departments of German Länder Criminal Police Offices or the City Police Offices of selected World Cup Cities and ten in-depth expert interviews with civil society organisations (street work and assistance to victims of THB). ¾ In addition to the analysis of the situation in Germany, information on trends in connection with the World Cup was gathered in cooperation with IOM missions. Main Findings ¾ All data, information and experts’ statements that are available to date strongly indicate that an increase in human trafficking, during and after the World Cup did not occur.
