Shieldhall and Cardonald Park) (Traffic Management and Parking Controls) Orders (Ward 5) – Proposals Agreed Etc Glasgow City Council (Linthouse and Shieldhall) and (Shieldhall and Cardonald Park) (Traffic Management and Parking Controls) Orders (Ward 5) – Proposals agreed etc. 3 With reference to the minutes of the Executive Committee of 15th June 2017 (Print 1, page 222) agreeing (1) that following consideration of a report by an independent Reporter regarding the proposed Traffic Regulation Orders (TROs) for the control of on-street parking in the Linthouse and Govan Area (Ward 5), to refer this matter to the Scottish Government Minister for Transport and Islands for a direction under paragraph 9 of Schedule 9 of the Road Traffic Regulation Act 1984; and (2) to commit to working with all relevant stakeholders, including the local community, the National Health Service and Strathclyde Partnership for Transport (SPT), to conduct a comprehensive review of all public transport options for the Queen Elizabeth University Hospital, including exploring all rail options, and to commit to encouraging a modal shift away from individual car use through the expansion of the car club scheme, Councillor Anna Richardson, City Convener for Sustainability and Carbon Reduction, presented a report updating the committee on the Glasgow City Council (Linthouse and Shieldhall) and (Shieldhall and Cardonald Park) (Traffic Management and Parking Controls) TROs, advising (a) of the background to the proposed TROs and the chronology of events, including applications to Scottish Ministers for time-limited extensions to the period to make the orders; (b) of the Scottish Ministers’ response to the referral for direction, as detailed in Appendix 1 of the report, which had stated that, as neither the Council nor any third party had suggested that the Council’s duty under the terms of section 122 (1) of the Road Traffic Regulation Act 1984 was not being discharged satisfactorily, there was no basis in which to issue a direction in this regard; and (c) of the following options open to the Council:- (i) that the Council could agree that an extension of time was now not required and the TROs could not be made as the previous time limits for consideration had now passed and instead the issue of parking controls be included within the review to be chaired by SPT, as detailed in the report; or (ii) to allow the Council to continue the statutory process and make a decision on the TROs to apply to the Scottish Ministers for an extension of the time limit, detailing the time sought and the reasons why the extension was needed. After consideration and having heard Councillor Richard Bell, Bailie John Kane and Councillor Allan Young, local members, the committee agreed that (A) a request to the Scottish Ministers for an extension of time was no longer required, meaning that the TROs could not be made as the previous time limits for consideration had now passed; and (B) the issue of parking controls in the area be referred to the review group to be chaired by SPT, which would include all relevant stakeholders, including this Council, which would provide a full and comprehensive review of all transport provision within the area, and allow a holistic approach to the current and future transport and parking provision for the Queen Elizabeth University Hospitals. .

    Linthouse and Shieldhall (Traffic Management and Parking Controls) Order (Ward 5) – Referral to Scottish Government Minister for Transport and Islands approved, after division. 5 With reference to the minutes of 13th August 2015 (Print 3, page 186) agreeing that prior to making the Traffic Regulation Order (TRO) for the control of the on-street parking in the Linthouse and Govan area (Ward 5), a public hearing be held which would be conducted by an independent Reporter in accordance with the Local Authorities’ Traffic Orders (Procedure)(Scotland) Regulations 1999, Councillor Richardson, City Convener for Sustainability and Carbon Reduction, presented a report regarding the Reporter’s report and recommendations following the hearing, advising that (1) the Reporter had held a hearing on 2nd and 3rd June 2016 to consider the objections to the proposed TRO for the control of the on-street parking in the Linthouse and Govan area; (2) the Reporter’s report and recommendations, as detailed in the report were released to the Council on 8th September 2016 and to those parties who attended the hearing and the public the following day; (3) the Council must consider the Reporter’s report and recommendations however it was not legally bound to accept any of them and the 5 options for the Council were as detailed in the report; (4) regardless of whether or not the recommendations of the Reporter were followed, the validity of a TRO might still be challenged in the Court of Session within a 6-week period following the making of the TRO therefore, there was potential for the Council to be legally challenged on this TRO irrespective of which decision was made; and (5) having considered the options, as detailed in the report and with the benefit of external legal advice regarding the possibility of legal challenges that the Council might face in light of any decision, it was proposed that the matter be referred to the Scottish Government Minister for Transport and Islands for a direction under paragraph 9 of Schedule 9 of the Road Traffic Regulation Act 1984.

    Dear friends January 2021 Happy New Year! Or is it! We are back in Lockdown and it isn’t really clear when this present Lockdown will end. The depths of winter, the middle of January, and we have to spend most of our time at home. Stuck indoors! Of course, January is named after the Roman God Janus. The Romans believed Janus was the god of doors, beginnings and endings, and transitions. Janus is depicted as having two faces. He could look ahead toward the future and back at the past at the same time. Looking back, 2020 was a year like no other in my memory. There was such challenge and stress placed on our NHS by the Covid-19 pandemic and there continues to be. So many changes to the way we now live our lives. There was also a renewed appreciation for frontline workers. Who will forget the achievements of Captain Tom raising money for charity in the run up to his 100th birthday? Of course, there has been so much grief and sadness and loss. We cannot at present measure the toll this is taking on our collective mental wellbeing. The full extent of the pandemic's impact on education or the economy has still to be fully worked out. Looking forward, there is no doubt there are still massive challenges ahead, but we now know what we are facing and the restrictions we still have to live with. But there is also renewed optimism and hope and light in the news that vaccines have been approved and are beginning to be ‘rolled out’.
