LOK SABHA DEBATES PART II –PROCEEDINGS OTHER THAN QUESTIONS AND ANSWERS Friday, February 12, 2021 / Magha 23, 1942 (Saka) S U P P L E M E N T CONTENTS PAGES XXX XXX XXX XXX Xxx xxx xxx xxx Xxx xxx xxx xxx xxx xxx xxx xxx MATTERS OF URGENT PUBLIC IMPORTANCE 415A - 44 12.02.2021 SH/ASA Uncorrected/Not for Publication 2 (1600/MY/SNT) माननीय अ鵍यक्ष: प्रश्न संख्या 161 श्री अजय भट्ट जी। (प्रश्न 161) नगर): मान्यवर, मℂ उत्तराखंड के पररप्रेक्ष्य मᴂ ही ﴂएडवोके ट अजय भट्ट (नैनीताल-ऊधमस ह माननीय मंत्री जी से कु छ जानकारी चाहता ह ।ूँ अभी तक उत्तराखंड मᴂ आकाशवाणी के जो के न्र हℂ, वे 21 हℂ। इनमᴂ से तीन पूरी तरह से काम कर रहे हℂ और शेष ररले सेन्टर हℂ। वहा ूँ पर जो गोपेश्वर है, वह पहले से ही चल रहा था, लेककन अचानक छह महीने के बाद उसे बंद कर कदया गया। इससे आपदाओ ं मᴂ हमᴂ बहुत क हो रहा है, क्यⴂकक अफवाहᴂ फै ल जाती हℂ, पहाड़ी क्षेत्र है। जब तक यह काम कर रहा था, यह बहुत अ楍छा ररले सेन्टर है। मान्यवर, एक तो मℂ यह जानना चाह गूँ ा कक क्या गोपेश्वर के स्टेशन को कफर से सरकार प्रारभं करगे ी? दूसरा, आकाशवाणी देहरादून इतना महत्वपूणण है, लेककन यहा ूँ पर कोई भी एनाउंसर का पद स्वीकृ त नहीं है। वहा ूँ वाद्य कलाकारⴂ का पद भी स्वीकृ त नहीं है। सहायक कनदेशक का एक पद है, लेककन वह भी खाली है। इस तरह से यहा ूँ पर काफी पद खाली हℂ और अ쥍मोड़ा का भी वही हाल है। कडꥍटी डायरक्े टर (प्रोग्राम) का एक पद है, जो खाली चल रहा है। सहायक कायणक्रम अकिकारी के पाचूँ पद हℂ, लेककन इनमᴂ से चार खाली हℂ। उद्घोषक के छह पद हℂ, लेककन चार खाली हℂ। मान्यवर, रके डयो ररपोटणर का पद काफी महत्वपूणण होता है, इसके कबना काम नहीं चलता है, लेककन यह पद भी खाली है। माननीय अ鵍यक्ष: माननीय सदस्य, पूरा उत्तर आप ही नहीं पढ़ दीकजए। आप कसफण प्रश्न पूकछए। ँू नगर): मान्यवर, वहा ूँ वाद्य कलाकार भी नहीं है। वहा ﴂएडवोके ट अजय भट्ट (नैनीताल-ऊधमस ह ऑल इंकडया रके डयो मᴂ जो ररक्त पद हℂ, क्या इन्हᴂ भरा जाएगा? मान्यवर, इसी प्रकार दूरदशणन की भी कस्थकत है। जब वषण 2000 मᴂ हमारा रा煍य बना तो हमार े यहा ूँ वषण 2001 मᴂ दूरदशणन का के न्र आपके द्वारा कदया गया। उसके बाद वषण 2005 मᴂ एक घंटे का प्रसारण प्रारभं ककया गया। वषण 2007 मᴂ दो घंटे का प्रसारण ककया गया और 9 माचण, 2019 को छह घंटे का प्रसारण प्रारभं ककया गया। 1 अप्रैल, 2020 से 24 घंटे का प्रसारण आरभं तो कर कदया गया, लेककन जो स्टॉफ वषण 2001, 2005, 2007 और वषण 2019 मᴂ थे, उससे भी कम स्टॉफ आज वहा ूँ हो गए हℂ। अभी वहा ूँ कम से कम 10 प्रोग्राम एकक्जक्यूकटव एवं 10 प्रोग्राम अकसस्टᴂट्स होने चाकहए। वहा ूँ कोई भी प्रोग्राम एकक्जक्यूकटव नहीं है, जो एक बहुत ही की-पोस्ट होती है। इसी प्रकार से कै मरामैन नहीं है, जबकक वहा ूँ 10 कै मरामैन की मागूँ की गई है। माननीय अ鵍यक्ष: माननीय सदस्य, आपकी मागूँ क्या है? माननीय सदस्य, आप एक कमनट के कलए बैकिए। मℂ सभी माननीय सदस्यⴂ से आग्रह करना चाहता ह ूँ कक यह प्रश्न काल बहुत महत्वपूणण समय होता है। मेरी कोकशश रहती है कक अकिकतम माननीय सदस्यⴂ का इस लॉटरी मᴂ नाम आए और अकिकतम सदस्यⴂ को मौका कमले। इसकलए, प्रश्न 12.02.2021 SH/ASA Uncorrected/Not for Publication 3 पूछने वाले माननीय सदस्य कसफण प्रश्न पूछᴂ। जब आप शॉटण मᴂ प्रश्न पूछᴂगे तो आपको उत्तर भी िीक से कमलेगा। (1605/CP/RBN) नगर): महोदय, मℂ आपके माध्यम से मंत्री जी से जानना ﴂए डवोके ट अजय भट्ट (नैनीताल-ऊधमस ह चाहता हं कक‍ि दूरदशणन मᴂ जो ररक्त पड़े पद हℂ, क्या उनको शीघ्र भरने की कोई कारणवाई करगᴂ े? श्री प्रकाश जावड़ेकर: यह गलत फहमी बहुत जगह हुई है, क्यⴂकक जो 絍ांसमीटसण परु ाने हो गए, उनको बाहर करके , नये 絍ांसमीटसण आ रहे हℂ या उनकी नई टेक्नोलॉकजकल व्यवस्था हो रही है। लेकक‍िन मℂ साफ करना चाहता हं कक‍ि दूरदशणन कᴂ र, आकाशवाणी का ही मख्ु य मद्दु ा है, तो एक भी आकाशवाणी कᴂ र बंद नहीं होगा और कोई एक भी डाउनग्रेड नहीं होगा। दूसरा मद्दु ा है कक‍ि कै मरामैन 10 थे। अब जमाना बदल गया है, टेक्नोलॉजी बदल गई है। लोग मोबाइल से फोटो लेते हℂ और मोबाइल से यहां अपने संसद के प्रांगण से लाइव करते हℂ। जब य े कर सकते हℂ, अब जबकक टेक्नोलॉजी बदल गई तो उतने परमानᴂट पदⴂ की ज셂रत नहीं होती है। कस्टंगसण होते हℂ, जो असाइनमᴂट बेकसस पर बहुत अ楍छा काम देते हℂ, बहुत अ楍छी सेवा देते हℂ। उनको जो भी काम बताया जाता है, वे करते हℂ। यह अनभु व है। वह भी इंꥍलायमᴂट का एक दूसरा तरीका है। हमने पहले मैनपॉवर ऑकडट ककया और अब यह कस्थकत साफ हो गई कक‍ि ककतने लोग हℂ, ककतने पदⴂ की वैकᴂ सीज़ हℂ, लेककन ककतने की ज셂रत है। उसके अनुसार हम नई योजना बना रहे हℂ, ररक्रू टमᴂट बोडण आ गया है और भती प्रकक्रया श셂ु होगी। ,नगर): जैसा मℂने कहा ककि पद पूरी तरह स े खाली हℂ ﴂएडवोके ट अजय भट्ट (नैनीताल-ऊधमस ह क्यⴂकक हम पवणतीय क्षेत्र के लोग हℂ, वहां पर नई टेक्नोलॉजी अभी नहीं पहुंची है। इसमᴂ बहुत देर लगेगी। ढोलक, बांसरु ी, हुड़का, कसतार बजाना वहां का लोकल क쥍चर होता है। ये जो पद पहले स े स्वीकृ त थे, कजनको वहां भेजा जाता था, क्या इस पर सरकार पनु कव‍िणचार करगे ी? श्री प्रकाश जावड़ेकर: मℂ यह कफर बता रहा हं कक‍ि इंस्絍ूमᴂटकलस्ट्स बेरोजगार नहीं हुए हℂ। पद पर जो परमानᴂट लोग थे, उनकी जगह पर असाइनमᴂट बेकसस पर जब भी प्रोग्राम का कनमाण आकाशवाणी कᴂ र मᴂ होता है, तो वहां इंस्絍ूमᴂटकलस्ट्स बलु ाये जाते हℂ। कबना इंस्絍ूमᴂट्स के गाने थोड़े ही बजᴂगे। जो प्रोग्राम होता है, उसके कलए जो भी कलाकार हो, जो भी आवश्यक लोग हⴂ, उन सबको बलु ाया जाता है। अनेक लोग इसमᴂ कां絍ैक्ट पर भी हℂ। अब हमने इसका ररव्यू कलया है। श्री ररतेश पाण्डेय (अ륍बडे कर नगर): अध्यक्ष महोदय, मℂ माननीय मंत्री जी से कहना चाहता हं , खास तौर से उत्तर प्रदेश मᴂ अगर आप देखᴂगे तो जो पद वहां पर अभी सृकजत हुए हℂ, चाहे प्रोड्यूसर का पद हो, उसकी जो आय ु कलकमट है, वह 21 स े 25 साल और 50 साल तक की भी है। मेरा यह कहना है कक‍ि यह थोड़ा सा आउट डेटेड लगता है, क्यⴂकक‍ि कई मकहलायᴂ या बजु गु ण लोग जो हℂ या मकहलाओ ं को ही आप ले लीकजए, अगर वे मैटरकनटी लीव पर जाती हℂ और नौकरी छोड़ने के बाद वापस आती ह ℂ या बजु गु ण मकहलायᴂ होती हℂ, जो वकण फोसण से बाहर चली जाती हℂ, तो उनको वापस आने के कलए अगर ये उम्र के क्राइटेररयाज़

The Foundation was granted registration u/s 12A and initial exemption certificate u/s 80G on 24th August 2005. As is clear from Clauses (a) to (kk) of para 7 of the Trust Deed, the objects of the said Foundation are provision of financial assistance, medical facilities and education, etc. for the benefit of the poor, needy, under privileged and the general population, irrespective of caste, religion or community. The Trustees have utilized the contributions made to the Trust by its settler and donors towards rendering help for educational and medical purposes to needy people and also in giving donations to various institutions engaged in similar charitable and philanthropic activities. Since 2013, the Foundation has focused on creating awareness on Organ Donation under ORGAN (Organ Receiving & Giving Awareness Network) India.
