ISBN: 978-0-478-35621-2 (Online), 978-0-478-35622-9 (Printed) Part 1 Foreword As many as 48,000 workers in New Zealand, the vast majority of them women, undertake indispensable but largely invisible employment every day. They care for older people either in their homes, in residential aged care facilities, or in hospitals. The Human Rights Commission has used its Inquiry powers to examine equal employment opportunities in the aged care sector and has gathered evidence from 886 participants over a 12 month period in 2011-2012. Everyone, bar two participants who were managers for a residential aged care provider, want higher pay and more status for those who work as carers.1 The Commission extends its immense appreciation to the hundreds of older New Zealanders and their families, carers, nurses, doctors, residential aged care providers, home health care providers, civil society groups, District Health Boards, government agency representatives and Members of Parliament who met with us. A very special thanks to Grey Power, the New Zealand Nurses Organisation, the Service and Food Workers Union and U3A who helped arrange meetings around the country. A draft of the report was sent back to all those who participated asking for feedback which was incorporated in the final version. The recommendations were developed by the Equal Employment Opportunities Commissioner and the Inquiry team after this feedback and endorsed by the New Zealand Human Rights Commission. I would like to acknowledge the superb commitment of the very small team of Human Rights Commission staff members who contributed well beyond expectations and who worked long hours to complete the task. In particular I would like to thank Sue O’ Shea, Moana Eruera and Emilia Don Silva. In my time as Equal Employment Opportunities Commissioner there has seldom been the degree of unanimity about a work-related issue than there is about the low pay of carers. The consensus revealed by the Inquiry means that New Zealand has an unprecedented opportunity to address the indecency of poorly paid “emotional labour” undertaken by often marginalised workers looking after vulnerable older people. A much repeated comment up and down the country when the Commission undertook its field work was that the value we place on older people in New Zealand society is linked to the value we place on those who care for them. 1Carers are often called health care assistants or community support workers, and they include those who work in residential aged care and home-based settings 1 The sense of crisis that surrounds aged care is partly a reflection of our collective knowledge that we are not being fair and that a large group of workers is being discriminated against. Inaction on pay inequality and inadequate compensation for travel are breaches of fundamental human rights. Given their significance, these breaches cannot be justified by affordability arguments. To address the equal employment opportunities issues there needs to be a defined leadership within government. This should encourage a better developed sense of responsibility and accountability by all of us and particularly those with greatest influence such as the responsible government ministers; the Minister of Health, the Minister of Women’s Affairs and the Minister for Senior Citizens; the Ministry of Health; District Health Boards, providers, unions, and their peak bodies. The voice of older people and their families also needs to be legitimised, properly acknowledged and listened to. The recommendations in Caring counts, Tautiaki tika are solutions-focussed. The Commission has modelled the potential costs of a three-step process to restore some measure of equality to carers’ wages over three years. The report makes other recommendations aimed at eliminating discrimination and progressing equal employment opportunities. The Human Rights Commission is committed to supporting the implementation of this Inquiry’s recommendations so that equal employment opportunities are properly realised in the aged care sector. It’s time for action. In the interest of justice we should not accept further delay in addressing a systemic inequality that is within our power to remedy. Leadership The Prime Minister ensures that the minister with responsibility for older people has a top ten Cabinet ranking to deliver better services, and to provide leadership and co-ordination across ministerial portfolios. 2. Pay The Minister of Health directs District Health Boards (DHBs) to develop a mechanism to achieve pay parity between health care assistants working in DHBs and carers working in home support and residential facilities. DHBs and residential care and home support providers implement pay parity for carers across the government-funded health sector within three years. 3. Fair Travel The Ministry of Health and DHBs develop a sustainable and consistent fair travel policy which is annually reviewed and adjusted, and which covers the real and actual costs of travelling including vehicle costs and time spent travelling. 4. Qualifications Providers in the aged care sector and the ITO (Careerforce) commit to ensuring all new staff achieve a Level 2 Foundation Skills qualification within six months of starting and that all existing staff achieve this qualification in the next two years. Within five years, Level 3 should become the normal level of qualification for all staff with 18 months service or more. 5. Safety Standards The voluntary standard “Indicators for safe aged-care and dementia-care for consumers” should become compulsory to ensure the protection of both carers and older people. The “Home and Community Support Sector” standard must also be compulsory. 3 6. Consumer information

The Carers Act requires Scottish Ministers to set timescales for preparing ACSPs and YCSs for carers of those in their final six months of life. The aim of this research was to provide evidence on the supportive needs of carers supporting someone at the end of life to inform recommendations regarding the optimal timescales for the creation of ACSPs under the Carers (Scotland) Act (2016). The study triangulated data from a literature review, secondary analysis and two primary focus groups with bereaved carers of people with malignant and non-malignant diagnoses in Central Scotland. Identified themes included barriers to and triggers for identification, and support needs including physical support, psychological support, respite, information and communication, co-ordination and competing demands. End of life and speed of decline were also highlighted as key transitions in the caring journey. The findings highlight the complex nature of identifying carers. There were many missed opportunities, for example a change in health status of the carer or cared-for person or their interaction with services.

This dissertation seeks to correct this gap by focusing on the unpaid care contributions provided by Canadian youth. To do so, a multimethod research design is used to explore four overriding research goals. First, a feminist political economy framework locates child and youth-based caregiving within the context of larger societal change triggered by advanced global capitalism. Second, a statistical trend analysis of youth caregiving based on available national datasets is presented to provide prevalence estimates as well as provincial and gendered variation in youth’s caregiving. Third, the experiences of young carers are examined through focus groups held with those attending support programs for young carers. Fourth, interviews with program staff highlight the current state of policy and programming available to young carers across Canada. Results reveal that youth caregivers represent the third largest

Introduction Every day, in every community around the world, people provide care for those who need it most, often putting their own lives on hold or altering their daily routines to ensure that an ill or disabled loved one or friend has the support they need. Known as carers, these individuals often get little support or recognition for the work they do, but they are essential for improving patient outcomes. Carers are not limited by culture or country, they are universal—sharing common traits and facing common challenges. Who is a carer? He or she is usually an unpaid family member or friend who provides care to a person who, due to an illness, disability or mental health issue, cannot cope without support. Some people assume carer responsibilities gradually, following the diagnosis of an illness that progresses slowly, such as Alzheimer’s disease. Others are thrust into the carer role seconds after a loved one’s accident or catastrophic illness. Their lives are lastingly affected and a new relationship emerges between the person in need of care and his or her carer. While there are emotional rewards in caring for a loved one, friend or someone in need, many carers soon find that they themselves are in need of support.

Four individuals between the ages of 16 and 24 participated in semi-structured interviews and daily diaries to share their caregiving experiences at two different time points during the initial onset of the pandemic. Using Braun and Clarke’s (2006) thematic analysis to analyse Time 1 and Time 2 interviews, I found four main themes consistent in participant responses: (1) COVID-19 has provided young carers more time; (2) Caregiving during COVID-19 is challenging; (3) Support systems for young carers during COVID-19; (4) Recommended future supports for young carers. This is a further projected underspend of £18,000 since last reported to the Sub-Committee at period 5 to 31 August 2013. 2.2 The Social Work revised budget is £49,049,000 with a projected underspend of £226,000 (0.46%). This remains primarily due to turnover savings, partly offset by overspends on the current client commitment costs and is a further underspend of £15,000 since last reported at period 5. This underspend is net of Residential Childcare, Fostering and Adoption as any under / over spend is now managed through the approved earmarked reserve. At period 7, it is projected that there will be a £795,000 increase in the reserve at 31 March 2014. 2.3 It should be noted that the 2013/14 budget includes agreed savings for the year of £480,000 with a projected over recovery of £225,000 mainly from early implementation.
