Chairman’s Welcome and Public Forum – the Vice-Chairman welcomed those present, with a particularly warm welcome to the members of the public.

181/2016 Members’ Declarations – a. Pecuniary/Registerable Declarations of Interests – none. b. Non-Pecuniary/Disclosable Interests – none. c. Declaration of Gifts – Members were reminded they must not accept any gift or hospitality with a value in excess of fifty pounds. d. Dispensations – none.

182/2016 Casual Vacancy – Members RESOLVED to accept the resignation of Cllr. Hatherley and declared the resulting casual vacancy. The Clerk to advise CC. Clerk

183/2016 Apologies for Absence – Cllrs. Allen (private commitment); Cllrs. Henwood and Parnell (planning training); Christophers (ill health); Roberts (leave) and Tripp (personal commitment).

184/2016 Outside Bodies / Reports – a. Police – the Clerk reported Kevin Youngman had been appointed as the Police Community Support Officer (PCSO) for the Parish area. He had recently taken over from PCSO Ashley Fuller, who is now covering . b. Councillor – Cllr. Jenkin reported there had been further meetings on the parliamentary boundary review. CC will be contesting the proposed constituency which would be part in Devon and part in Cornwall. She expressed fears there could be a reduction in the number of community hospitals in the county. Cllr. Muriel asked about the recent bovine TB incidents and whether this would result in the footpaths being closed. It was thought this would not be the case. She urged a proactive approach to keeping the parish ‘clean of the bovine TB’. The Clerk to ask DEFRA if they have any plans to test red Clerk deer for TB. c. Community Network Panel – meeting scheduled for Wednesday, 7th Cllrs. Smith / December at 6pm at Cury Village Hall. Noted Cllrs. Henwood and Smith to Henwood attend. Bids for devolution funds will be on the agenda.

186/2016 Planning Applications – Members considered the following: a. PA16/09445, Trevelyan, Praze Road, Leedstown – proposed garage conversion to extend the kitchen and utility spaces. Delegated authority had been given to Cllrs. Henwood and Tripp and the application was supported. CC had subsequently approved this application. b. Applications Received After the Agenda was Published – deferred to the December meeting. The Clerk to request extensions to deal with: Clerk i. PA16/10118, Spring Farm, Black Rock – to create a first floor over the existing bungalow including rooflights. ii. PA16/10229, Little Crenver Barn, Clowance Wood, Praze – erection of a low profile single storey detached garage with ancillary accommodation and PV panels. iii. PA16/10319, Gweal An Velin, Crowan – change garage to living area and internal modifications. iv. PA16/10464, 15 Praze Road, Leedstown – non-material amendment following grant of planning permission PA16/03084.

187/2016 Other Planning Matters – a. Planning Applications Approved by CC – information only. i. PA16/06480, Tremayne Villa, Tremayne, Praze – conversion of folly into holiday let. The plans show a wall / fence close to the folly. ii. PA16/06523, United Farm, Releath – conversion of barn to dwelling. iii. PA16/07667, The Coach House, Clowance, Praze – LBC to renew the slate covering and the rafters of the west wing of the building and repair of the cupola. b. Outstanding Enforcement Issues – i. EN14/01194, Higher Cargenwen Farm, Black Rock – request for confirmation of compliance with EN issued on 14th January 2013. Case officer: Mr Lee Viner had been asked that this long outstanding issue is concluded as a matter of urgency. It was RESOLVED to make an official complaint about the lack of progress. Clerk ii. EN15/00536,16 Fore Street, Praze – alleged conversion of garden shed into living accommodation, together with a recent addition of a WC connected to a soak away. Case officer: Ms Jo Patient advised this case remains open. She has been corresponding with the landowner for some time now regarding the unlawfulness of the situation but has been unable to get the owner to agree to any form of voluntary action to cease the breach of planning control. iii. EN16/00828, Land at Pump International Ltd., Trenoweth, Praze – alleged change of use of the land to car sales. Case officer: Ms Brown. iv. EN16/01461 Bosarawan Godolphin Bridge Townshend – alleged stationing of caravan without planning permission. c. Trenerth Planning Enforcement – Minute 168f/2016 refers. In the absence Cllr Henwood of Cllr. Henwood there was no update, i.r.o. a joint approach to CC with Gwinear-Gwithian Parish Council regarding the history of enforcement issues on the border with this PC d. Planning Applications Referred to CC’s Planning Committee – 14th November 2016. A place had been booked for Cllr. Henwood to speak on Cllr Henwood behalf of the Parish Council.

PA16/06374, Allotments, Trenerth Road, Leedstown – outline planning permission with all matters reserved: erection of four single-storey dwellings.

188/2016 Highway Matters – a. Section 130 Notice – Minute 169a/2016 refers. It was RESOLVED to meet with Mr Dunstan to discuss the procedures and costs. Clerk b. Community Speed Gun – Minute 169b/2016 refers. As PCSO Ashley Fuller had now left the area, the Clerk to request additional information from Clerk PCSO Kevin Youngman. c. Road Closure – Minute 165a/2016 refers. In the absence of Cllr. Henwood, there was no update from CC Highways i.r.o. Members’ complaint that two weeks’ notice that Fore Street, Praze is to be closed for a week was insufficient notice. NFA. d. Bus Shelter Maintenance Audit – CC are carrying out a responsibility audit i.r.o. bus shelters. Their records show the PC to be responsible for four shelters. Members pointed out that they own the shelters at Nancegollan and The Square, Praze, but not the others. The Clerk to advise Mr B. Clerk Smith-Laing, CC. e. Traffic Regulation Order (TRO) – Minute 169c/2016 refers. TC advised that Cllrs. John Boase and Mike Thomas, who are the lead Members of their TRO Working Party, know of Crowan’s interest and they will be in touch in due course. NOTE – Members wished to reinstate the double yellow lines for 10M from all side of the junction at the crossroads at Leedstown and the provision of a disabled parking space on School Road, Praze.

189/2016 Standing Committees / Working Parties – a. Neighbourhood Plan (NP) – in the absence of Cllr. Parnell there was no update.

190/2016 Environmental / Amenity Matters – a. Leedstown Playing Field – Minute 171b/2016 refers. Mr Paul Daddow, Cormac confirmed he will arrange for the bin to be moved and that they will continue to empty the bin, until the end of this financial year. b. Treasure Park – Minute 171a/2016 refers. There had been no response from CC, regarding Members’ application to acquire the Park. The Clerk to Clerk pursue as this is needed for the next community network meeting. c. Highway Issues – Minute 171d/2016 refers. Cllr. Henwood to provide the Cllr Henwood Clerk with a copy of the email from Mr Mike Peters, regarding a number of / Clerk actions promised at the meeting with County Cllr. Biscoe, together with supporting photographs. The Clerk to then remind Highways, and to include strimming around bollards and road signs A joint approach with Sithney Parish Council to be considered. d. Leedstown Water Main – Minute 171g/2016 refers. In the absence of Cllr. Cllr Henwood Henwood there was no update i.r.o. the discussion with SW Water’s Customer relations manager, Mr Marcus Ward; to include the provision of a bowser and a notice explaining residents’ rights. e. Praze Stream Channel – recent work on the channel was unsatisfactory. The Clerk to request the site be revisited and reassessed and to point out that none of the bollards had been replaced – it was understood this was Clerk part of the project. f. Praze Play Equipment – it was RESOLVED the official opening should be at 1.15pm on a day in the last week in November. The plaque to be Clerk delivered to Cllr. Smith.

Muriel this and hopes it will be done by the end of the month. b. 2016 Remembrance Service – Cllr. Smith to read the names of the Fallen. The Clerk to provide him with a list. Clerk c. Crowan Stories – Minute 175d/2016 refers. Cllr. Jenkin reported a meeting will be held on 23rd November 2016, 2pm at Clowance with Ms Sarah Chapman of the Storylines Project. d. Crowan PC Website – it was RESOLVED not to grant the request from Counselling Directory to include a link to their website from the PC’s site. Clerk

192/2016 Financial Matters – a. Accounts for Payment – schedule 2016/17–07 to a value of £4,342.32 was APPROVED for payment. Noted the bank reconciliation was made available for inspection. Budget Monitor – copy will be circulated at the December meeting. c. Grant Request – it was RESOLVED to make a grant of £150 to Nancegollan Village Hall towards the upkeep of the cemetery grounds. Clerk d. Business Rates – business rates had been re-evaluated as follows: i. Praze Community Room / WC. Current rateable value £670, new will be the same. ii. Crowan Parish Room. Current rateable value £2,800, new £3,100. Noted the PC receives a 100% concession and pay no rates on the Parish Rooms.

Parish Organisations – Members received updates on the following: 193/2016 a. Leedstown Village Hall – in the absence of Cllr. Christophers there was no report. b. Nancegollan Village Hall – in the absence of Cllr. Tripp there was no report. NOTE – a list of this year’s VH Committee Members had been received. c. Praze Institute – Cllr. Smith reported the Institute is ‘going great guns’. Redecorating of the main hall will be carried out shortly. A response from Mr John Dunstan, CVC Solicitors i.r.o. the Parish Council becoming Trustees of the Institute is expected shortly. d. Townshend Village Hall – in the absence of Cllr. Allen there was no report e. Crowan School – Cllr. Webb reported various events are planned in the run- up to Christmas. Children will be attending the Remembrance Service. f. Leedstown School – Cllr. Jenkin reported work on the school development plan is going ahead. They are moving towards joining the TLAT academy.

Cornwall Minerals Safeguarding Development Plan Document (DPD) Pre- Submission Consultation – CC is publishing the above document for a six week consultation period. Your representations are invited between Monday 7th November and 5pm Monday 19th December 2016. c. Tour of Britain –Helston TC’s had written to gauge interest in Cornwall hosting a stage of the cycling race. Members were in support. Clerk d. Nancegollan Bench – the Florence Quilters had written to thank the Parish Council for purchasing and position the bench. They are very pleased with it e. Townshend Village Hall – the Association’s Secretary had written to thank Members’ for their donation towards a hearing loop in the hall.

196/2016 Information Only / Items for Future Agendas – a. None.

197/2016 Closed Session – in view of the confidential nature of the business about to be transacted, namely tenders / quotations for work, it was RESOLVED that it is advisable in the public interest that the press and public be excluded and they were instructed to withdraw.

198/2016 Play Equipment – Members considered the quotations for repairs to the play equipment in the parish and it was RESOLVED to accept those for Leedstown Clerk (at a cost of £399+VAT) and Nancegollan (£469+VAT).

The Clerk to ask the Handyperson to carry out the work, identified on the H&S Clerk report, for Praze and to remove the damaged bouncer at Nancegollan.

199/2016 Complaint – the complaint received from a resident, had been referred to CC’s

legal department, as it falls under the Code of Conduct. The Clerk to inform the Clerk complainant
