Before the U.S. COPYRIGHT OFFICE, LIBRARY OF CONGRESS In the Matter of Exemption to Prohibition on Circumvention of Copyright Protection Systems for Access Control Technologies Under 17 U.S.C. §1201 Docket No. 2014-07 Reply Comments of the Electronic Frontier Foundation 1. Commenter Information Mitchell L. Stoltz Corynne McSherry Kit Walsh Electronic Frontier Foundation 815 Eddy St San Francisco, CA 94109 (415) 436-9333 [email protected] The Electronic Frontier Foundation (EFF) is a member-supported, nonprofit public interest organization devoted to maintaining the traditional balance that copyright law strikes between the interests of rightsholders and the interests of the public. Founded in 1990, EFF represents over 25,000 dues-paying members, including consumers, hobbyists, artists, writers, computer programmers, entrepreneurs, students, teachers, and researchers, who are united in their reliance on a balanced copyright system that ensures adequate incentives for creative work while promoting innovation, freedom of speech, and broad access to information in the digital age. In filing these reply comments, EFF represents the interests of the many people in the U.S. who have “jailbroken” their cellular phone handsets and other mobile computing devices—or would like to do so—in order to use lawfully obtained software of their own choosing, and to remove software from the devices. 2. Proposed Class 16: Jailbreaking – wireless telephone handsets Computer programs that enable mobile telephone handsets to execute lawfully obtained software, where circumvention is accomplished for the sole purposes of enabling interoperability of such software with computer programs on the device or removing software from the device. 1 3.

In 1970, the Charter Class of 18 honorees was inducted into the Hall of Fame. Since then, a select number of administrators, coaches, players and prominent contributors to athletics in Utah have been inducted annually into the Hall of Fame. A beautifully-crafted plaque of recognition honoring each inductee is displayed in special display cases in the main concourse of the Energy Solutions Arena. In 1997, the organization officially changed its name to the current USHOFF. In 1972, the OTAA began honoring others who have made substantial contributions to the Utah sports community. The foundation started hosting annual and biannual recognition banquets for the following: 1. Distinguished Utah High School Head Coaches; 2. Utah “Coaches of Merit” (Head coaches who had spent many years in both high school and college); 3. Outstanding Game Officials in all sports from high school and college; 4.

Marlene H. Dortch, Secretary Federal Communications Commission 445 12th Street, SW Washington, DC 20554 Re: WC Docket No. 12-375 Comments re Second Further Notice of Proposed Rulemaking Dear Ms. Dortch, Attached, you will find a list of 20,286 people that have signed a Change.org petition in support of prison phone reform. These supporters believe that recent FCC action to reduce the cost of prison phone calls was a crucial first step towards affordable access for our nation’s inmates, but that meaningful reform cannot be achieved without addressing sheriffs’ commissions. Across the country, sheriffs’ departments exploit loopholes that generate hundreds of millions of dollars in commissions, ultimately taking money from people that can least afford this added cost. Study after study demonstrates that the easier time inmates have remaining connected with the outside world, the greater chance they have of successfully reintegrating into society once they are released. Instead of contributing to this important goal, sheriffs’ departments continue to receive commissions for providing telecommunications services to inmates. They even went so far as to threaten to eliminate this vital service if their commissions are cut. This claim only serves to underscore the need to act. Given the outpouring of public support shown by this Change.org petition, it is clear that the public is tired of an outdated commissions system. The FCC has a clear mandate to act, and should move to eliminate commissions as soon as possible. Sincerely, Robert Raben Executive Director, The Silent Sentence Coalition Petition Text While you pay a relatively fair market price for phone calls, the 1.57 million inmates across the U.S.
