European Passenger Car and Light-Commercial Vehicle Registrations: January–March 2021
FACT SHEET EUROPE MAY 2021 MARKET MONITOR EUROPEAN PASSENGER CAR AND LIGHT-COMMERCIAL VEHICLE REGISTRATIONS: JANUARY–MARCH 2021 In March 2021, European new passenger car registrations were more than 60% higher than one year ago. With Europe in the middle of the first COVID-19 wave in March 2020, this of course is no surprise. But, in March 2021, new registration numbers were also about 60% higher than in February 2021. Thanks to the strong uptake in March, year-to-date (YTD) total registrations in Q1/2021 were almost the same as in Q1/2020. The average share of battery-electric vehicles increased to 8% and the average share of plug-in hybrid electric vehicles reached 9%. The FCA-Tesla-Honda pool had the highest share of battery-electric vehicles (25%) among all manufacturers in March. Daimler was focused particularly strongly on plug-in hybrid electric vehicles, reaching a share of 22%. The CO2 emission levels of most manufacturer pools decreased slightly and are now estimated to be, on average, about 4 g/km away from the regulatory 2021 target. VW Group currently is the furthest away from its respective CO2 target, at about 10 g/km. Table 1. New passenger car registrations, by manufacturer. Table 2. Yacobucci Environmental Policy Analyst Resources, Science, and Industry Division Summary Most sport utility vehicles, mini-vans, and pickups are classified as “light trucks” and thus are regulated less stringently than passenger cars under two major laws—the Energy Policy and Conservation Act for fuel economy standards, and the Clean Air Act for emissions standards. These differences came about because at the time the laws were passed, light trucks were used differently, and because they represented a much smaller share of the automobile market. Over the past decade, however, these vehicles have dramatically increased their share of the new automobile market. Therefore, the share of total fuel consumption and emissions attributable to these vehicles has steadily increased. In response to this trend, the Environmental Protection Agency has ruled that by model year 2009, emissions from all light trucks and passenger cars will be regulated equally. However, between fiscal years 1996 and 2001, provisions in the Department of Transportation’s (DOT) annual appropriations prohibited DOT from changing fuel economy standards. The issue for Congress is whether these vehicles should continue to be treated differently from passenger cars. This report discusses the discrepancy between emissions and fuel economy standards for passenger cars and light trucks, how that discrepancy is changing, and legislative activity related to these issues. Introduction Sport utility vehicles and other light trucks are regulated through two laws that affect their fuel use and emissions: the Energy Policy and Conservation Act of 1975 (EPCA)1 and the Clean Air Act (CAA).2 EPCA first set fuel economy standards for the 1977 model year (MY1977). -

It is a world-class technology exchange platform for automotive, IT/Internet, communications and transportation industry. At the same time, as an important sign for policies, leading technologies showcases, and industry integration accelerator, CICV serves as a platform for communication and exchange between enterprises, universities and industrial research institutes and provide references for them. The 6th International Congress of Intelligent and Connected Vehicles Technology (CICV 2019) is to be held in June, 2019. Focusing on ADAS and key technologies of automated driving as well as ICV policies and regulations, CICV 2019 will invite about 80 experts and technical leaders to share new technology results and ideas on hot topics including Environment Perception and, Development and Testing, V2X, AI, Cyber Security, HD Map, Intelligent and Connected Transportation, Co-pilot and HMI.
