INTRODUCTION OF THE PROJECT The proposed stone mining is Khata no.: 62, 52, 62, 48, 46Plot.no. 1(P), 2(P), 6(P), 8(P) & 13(P) respectively having an area of 1.19 Acres/0.48 Ha in Village: Daminbhita, P.S: Mirzachauki, District: Sahibganj(Jharkhand). The applicant M/S Ashoka Engineering Stone Works has been done the agreement with govt of Jharkhand for this lease area of 3.18 acres on due date 10/11/2010 for 7 years. As per inconvenience the proponent could not process

the work after 2014 , Now the applicant has been applied to DMO, Sahibganj, Department of Mines & Geology, Government of Jharkhand for renewal of this project for a period of 10 years.(Existing Deed Agreement- Annexed with report)

2.1. Identification of project and project proponent The proposed stone mining is is Khata no.: 62, 52, 62, 48, 46Plot.no. 1(P), 2(P), 6(P), 8(P) & 13(P) respectively having an area of 1.19 Acres/0.48 Ha in Village: Daminbhita, P.S: Mirzachauki, District: Sahibganj(Jharkhand). Shri Ashok Kumar Singh, Prop of M/S Ashoka Engineering Stone Works has involved in the stone mining activities of this project.

2.2. Brief description of nature of the project The proposed stone mining is is Khata no.: 62, 52, 62, 48, 46Plot.no. 1(P), 2(P), 6(P), 8(P) & 13(P) respectively having an area of 1.19 Acres/0.48 Ha in Village: Daminbhita, P.S: Mirzachauki, District: Sahibganj(Jharkhand). Now, considering the demand and supply of stone, applicant wants to apply environmental clearance for his mine lease for stone production. 2.3. Need for the project and its importance to the country The economy of is the eleventh largest in the world by nominal GDP and the third largest by purchasing power parity. The primary reason for the economic growth can be attributed to the growth in infrastructural facilities such as roads, highways & buildings. Infrastructural growth is directly proportional to the availability of raw materials such as soil, stone, sand etc. With the growing infrastructural requirement of the India, the demand of raw

materials has increased geometrically. The stone is required in various construction activities and will be sold to nearby markets to fulfill the requirement of local people.

2.4. Demand – Supply Gap The growth in India’s economy and population, coupled with urbanization, has resulted in an increasing demand for residential, commercial, industrial, public roads & highways as well as other physical infrastructure. Considering the demand of the mineral and its sufficient availability in this area, it is essential to have stone mine to sustain the demand and supply gap. 2.5. Imports vs. Indigenous Production There will be no imports for the proposed project. All the mined stone will be used in developing the infrastructure. 2.6. Export Possibility The present project does not seek the export possibility as it is a cheap mineral and the demand is high in the local area. 2.7. Domestic/Export Markets Excavated stone will be used for domestic market. 2.8. Employment generation (direct and indirect) due to the project. The proposed stone mining activity is envisaged to improve the socio-economic condition on a micro-economic scale by generating local employment of approximately 17 peoples directly and indirectly. 3. PROJECT DESCRIPTION 3.1. Type of project including interlinked and interdependent projects, if any. The present project is an application for the environmental clearance and it is neither interlinked nor interdependent as the mined mineral will be sold to market directly. 3.2. As per the EIA Notification 2006, the project will be considered as a Category ‘B2’ project.

3.3. Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone should be highlighted. No alternate site was considered as the project is mineral specific. The mining lease area has already been granted to the project proponent.

3.4. Size and Magnitude of operation The average rated capacity of the project will be 16928.80 metric tonnes per year and the mining operations will be confined to the lease area granted. The mine lease area is spread over an area of 0.48 ha at Village: Daminbhita, Thana: Mirzachauki, District: Sahibganj, State: Jharkhand.

3.5. Project description with process details Stone mining will be done at the proposed site. Mining operations is to be carried out by opencast mechanized method, jack hammer, tipper etc will used. Mining will be carried out in the form of benches. The overburden removal from benches will be done by Manual & using appropriate machineries.

3.6. Raw material required along with estimated quantity, likely source, marketing area of final product/s, Mode of transport of raw material and finished product No raw material is required for the proposed stone mining project. As it is a stone mining project the finished product is stone and small stone chips. The finished product will be carried out to the local markets through tractors or trolleys.

3.7. Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. Resource optimization/recycling and reuse are not envisaged. Negligible amount of waste water is expected.

3.8. Availability of water its source, energy/power requirement and source should be given Water is required for domestic purposes, dust suppression and plantation purposes. Approximately, 28170 LPD of water is required. No power is required for the mining operations. The fresh water for domestic and plantation purposes will be sourced from the pond in nearby villages and private water suppliers will be hired for dust suppression purposes further handpump is proposed personally & villagers usage. 3.9. Quantity of wastes to be generated (liquid and solid) and scheme for their management /disposal. Very less amount of waste water is expected at site. The domestic generated waste water will be disposed through soak pit. Small amount of solid waste will be generated which will be further cleared by the workers itself. The overburden which will be generated at the site will be used in filling of low lying areas, roads and excavated pits. Excavated soil will be used in plantation purposes along the periphery of mine lease area.

3.11. Topography Actually the applied area is Moderate slop of mound with rock mass of Basalt. This is a fresh area having no any quarry at present. Ganga River flowing near within the radius of 12 km.The applied Stone Mine is located in moderate slop of mound area of Daminbhita village, Thana- Mirzachauki, Dist. – Sahibganj, State – Jharkhand. The mine is located in Open Series Toposheet no. 72 O/11 having Latitude 25°15'09.25" N & 25°15'12.45" N and Longitude Longitude 87°32'06.25 " E & 87°32'1.18” E in Khata No- 62, 52, 62, 48, 46 Plot No. 1(P), 2(P), 6(P), 8(P) & 13(P) . area is located in non-forest area and it is a raiyati land. Necessary consent has been taken for mining from Village Panchayat by conducting General Meeting of Village Panchayat (Gram Sabha). Applicant for the mining lease is MS Ashoka Engineering Stone Works, Prop-Sri Ashok Kumar Singh. 3.12. Existing land use pattern (agriculture, non-agriculture, forest, water bodies including area under CRZ), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette Notification should be given. There are no national parks, wildlife sanctuary and other notified eco sensitive areas within 10 km from the periphery of the project site. 3.13. Existing Infrastructure There is no building & structure within mining lease area except some vegetation existing on the lease area which will be cleared when required. Nearest railway station is Sahibganj near about 8 km from project site.

3.14. Soil classification The major soil type of the district is the type soil witch derived from basaltic lava. These soils are black in colour, very fertile and restricted to Rajmahal lava areas. The other soil type of the district are red soil, eroded scarp soil, foothill soils, Tal soil and alluvial soil. The red soils are light to medium and are red to yellow or light grey in colour. The eroded scarp soil occurs in transverse section of dissected, descending scarp land at various altitude of upland. The yellowish red foothill soils occur in the eastern fringe of the district. The Tal soil is found in the back water belt of the Ganga around when the rain water remains stagnant in the rainy season. 3.15. Climate data from secondary sources The district is characterized by humid to sub-humid climate. During summer the hot spell prevails from March to middle of June. Rainy season starts from middle of June to end to September. Winter starts from the middle of November and continues till the end of February. The district experiences great heat from March to May, when the maximum temperature reaches

3.16. Geology Regional Geology:

The rock type exposed in the region consist of a series of a meta sediment like mica schist, quartz schist, quartzite, garnetiferous mica gneiss, feldspathic mica gneiss intruded by granite plutons, amphibolites, dolerites, pegmatite’s and quartz veins. Large-scale migmatisation and feldspathisation is responsible for conversion of mica schist to mica- gneiss. Local Geology Large scale mapping on 1:1000 scale has been carried out in and around the area of granitic rock deposit; it comprises only one type of deposit of Doleritic rock. Then the area was grided according to square pattern at an interval of 25m. Effort was made to plot each and every characteristics of rock formation. A contour plan having 1 m interval has been also prepared, showing relative elevation and depression from ground level. In this way a geological map is prepared (Plate No.4). The geological sequence of rock type of the area is as follows:- Alluvial Soil ------Unconformity ------Dolerite 3.17. Social infrastructure available. The proposed project is coming at Village: Daminbhita, Thana: Mirzachauki, District: Sahibganj (Jharkhand). Social amenities and basic civic amenities are as follow:

4. PLANNING BRIEF 4.1. Planning concept (type of industries, facilities and transportation etc.) town and country planning/development authority classification. The proposed project is stone mining project. 4.2. Population Projection The manpower proposed for the project is 17 people. Local people will be given employment. They will be hired from nearby villages. No influx of people is anticipated. Hence, there will be no change in the demographic structure of the area where the project is proposed. 4.3. Land use Planning (Breakup along with green belt etc.) The stone mining will be carried out on an area of 0.48 ha. Green belt will be developed along the periphery of the mine lease area and the areas suggested by local gram panchayat.

4.4. Assessment of infrastructure demand (physical & social) 4.4.1. Physical Conditions of roads are moderate and needs to upgrade. 4.4.2. Social  Medical facilities are lacking in the local villages.  The study area is rural type.  The literacy rate and the health status of the area is poor, Applicant will try to improve the present scenario using their proposed CSR budget. 4.5. Amenities/Facilities The mine site office, first aid room & temporary rest shelter will be established in the lease area.

Clean drinking water will be provided. 5. PROPOSED INFRASTRUCTURE 5.1. Industrial area (processing area) As it is a stone mining project it is not applicable.

5.2. Residential area (non-processing area) This is not required as mine workers comes from nearby villages. Rest shelter to the workers will be provided outside the lease area. 5.3. 5.4. Connectivity (Traffic and transportation road/rail/metro/water ways etc.) The lease area is well connected by road and NH-18- 20 KM , SH 33- 6KM. Approach road is of kuccha type.

5.5. Drinking water management (source & supply of water) The daily water demand including for process & domestic water will be 28170 LPD which will be supplied by the nearest Pond, Jharna & private tankers supplier. 5.6. Sewerage system The domestic effluent from the mining site will be managed through soak pit. 5.7. Industrial waste management

There will not be any industrial waste generation.

5.8. Solid waste management Solid waste generated will be of domestic in nature and separate bins will be used for collection of organic, inorganic and inert waste. No littering will be allowed in the mine site. Overburden will be used in filling of low lying areas, excavated pits and plantation purposes.

5.9. Power requirement & supply/source The mining would be mechanized. Electrical power will not be required at the site.

Transportation will be done through tractor/trolleys operating on diesel.

6. REHABILITATION AND RESETTLEMENT (R&R) PLAN 6.1. Policy to be adopted (central/state) in respect of the project affected persons including home oustees, land oustees and landless laborers (a brief outline to be given) Since there are no people living at the project site. The resettlement and rehabilitation is not applicable. In North East area i.e. allocated for temporary overburden & Rest shelter.

7. PROJECT SCHEDULE & COST ESTIMATES 7.1. Likely date of start of construction and likely date of completion (time schedule for the project to be given) The project activity will be taken up in parallel along with the opening of mine, after the Environmental Clearance is granted. The production will commence after the grant of Environmental Clearance. The project will be completed when the entire mineral will be excavated.

7.2. Estimated project cost along with analysis in terms of economic viability of the project The project proponent will incur a total cost of Rs.40 lac and may vary from place to place and with magnitude of the stone mining. This will include the rent/lease for land, cost of labor, cost of transportation, fuel charges etc.

7.3. 8. ENVIRONMENTAL MANAGEMENT PLAN 8.1. Air Environment Management  Water sprinkling on haul road and approach road.  Plantation around the mining lease area will be provided to arrest dust emissions.  Monitoring of Air quality will be done on regular basis.  Tractors/Trolleys will be covered by tarpaulin sheets during transportation.  Regular maintenance of vehicles.  All the vehicles that will be used for transportation i.e. trucks, tippers, and dumpers will be maintained regularly and checked for Pollution under Control.  Personal Protective Equipment like dust mask will be provided to all employees working in the likely dusty area

8.2. Water Environment Management  No wastewater will be generated in mining activities except sanitary waste.  Sanitary wastewater will be treated in septic tank/soak pits.  Garland drains will be created around mine area and dump area.  The wash off and leachates from dump sites will be collected by providing garland drains around the dump sites and they will be de-silted in these drains.  The drains will be cleaned regularly before onset of monsoon.  Surface runoff will be discharged through sedimentation tank.

8.3. Noise Environment Management Mitigation measures to control ambient noise levels:  Green Belt/Green Cover will be developed around mine pits to attenuate noise levels.  Employees will be provided with personal protection equipment (PPE’s) at high noise area.  Operator enclosure will be provide with aquatics prove cabin.  Proper maintenance, oiling and greasing of machines at regular intervals will be done to reduce generation of noise.

8.4. Soil  Proper mitigation measures will be adopted to control dust emissions like water sprinkling.  There will be no outside discharge from mining lease area.  There is no toxic element present in the mineral which may contaminate the soil.

8.5. Occupational Health and Safety Measures  The fugitive dust emission will be suppressed by water sprinkling on haul and transportation road. The level of dust emissions will be controlled as per permissible limit.  All workers (regular and daily) will be registered under ESIC for regular monitoring of their health and occupational diseases.  All employees regular or contractual will be selected for complete health check and occupational disease check in ESIC hospital which comes under Ministry of Labor.  Any suspected case will be further examined by ESIC occupational health detection center. 9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) 9.1. Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area 9.2. The project will bring economical benefits to the state by the way of royalty for mineral and people by the way of direct (17 people) and indirect. The mine management will be helping nearby villages by providing aid to school, conducting medical and social awareness camps, helping in formation of self help groups etc especially keeping in the view the tribal and economically backward population in the area as part of its corporate social responsibility. Thus the project will bring out socio-economic improvement of the area and will prove beneficial to the area.
