    AGENDA ITEM NO. 2 Report To: Environment & Regeneration Date: 30 April 2015 Committee Report By: Chief Financial Officer and Report No: FIN/30/15/MMcC/AP Corporate Director Environment, Regeneration and Resources Contact Officer: Mary McCabe Contact No: 01475 712222 Subject: Environment and Regeneration 2014/15 Revenue Budget – Period 11 to 28 February 2015 1.0 PURPOSE 1.1 To advise Committee of the 2014/15 Revenue Budget position at period 11 to 28 February 2015. 2.0 SUMMARY 2.1 The revised 2014/15 budget for Environment and Regeneration is £20,815,610 which excludes Earmarked Reserves. 2.2 The latest projection, excluding Earmarked Reserves, is an underspend of £151,000, a reduction in spend of £88,000 since Period 9 Committee. 2.3 The major variances projected at Period 11 are: i. Employee Cost underspends across the Committee of £267,000; £217,000 of which are due to the early achievement of future year’s savings. This projection includes costs associated with back dated holiday pay of £75,000. ii. A one off cost of £90,000 to create an Earmarked Reserve to cover the costs of the City Deal project management office for a 3 year period, as approved at the October meeting. iii. An underrecovery in Planning income of £90,000 due to fewer than anticipated planning applications being received. iv. An underspend in Refuse Transfer Station residual waste costs of £67,000 due to a reduction in the tonnages being sent to landfill. 2.4 Earmarked Reserves for 2014/15 total £4,032,000 of which £2,279,000 is projected to be spent in the current financial year.

MINUTES Minutes of the ordinary meeting on December 11th being in print and in the hands of members were approved APPOINTMENT OF NEXT ORDINARY MEETING The next meeting was approved as March12th 2019 in The Cornerstone, Bishopton. ORDER OF BUSINESS The order of business was approved as printed with a deletion in the Business Committee deliverance. NOTICES The Depute Clerk highlighted the notices. GUEST SPEAKER Rev Alan Birss gave a short presentation on his work with Police Scotland’s Grey Space Initiative in his capacity as Presbytery representative. GUEST SPEAKER Ms Grace Penney spoke about her role with Interserve and left some helpful literature to give members further information about her organisation. PRESENTATION OF CERTIFICATES Now that the necessary training had been completed, the Presbytery Safeguarding Training Officers, Ms Gail Abraham and Mrs Ann Craig, were presented with a certificate confirming that.     THE INVERCLYDE COUNCIL DISABLED PERSONS’ PARKING PLACES (ON-STREET) ORDER NO. 4 2020 TRAFFIC REGULATION ORDER 1 THE INVERCLYDE COUNCIL DISABLED PERSONS’ PARKING PLACES (ON-STREET) ORDER NO.4 2020 The Inverclyde Council in exercise of the powers conferred on them by Section 32(1) of the Road Traffic Regulation Act 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Constable of Police Scotland in accordance with Part III of Schedule 9 to the Act hereby make the following Order. 1. This Order may be cited as "The Inverclyde Council Disabled Persons’ Parking Places (On-Street) Order No. 4 2020” and shall come into operation on #########. 2. In this Order the following expressions have the meanings hereby assigned to them:- "Council" means The Inverclyde Council or its successors as Roads Authority; "disabled person's badge" means: (a) a badge issued under Section 21 of the Chronically Sick and Disabled Persons Act 1970 (as amended); (b) a badge issued under a provision of the law of Northern Ireland corresponding to that section; or (c) a badge issued by any member State other than the United Kingdom for purposes corresponding to the purposes for which badges under that section are issued; and which has not ceased to be in force; "disabled person's vehicle" means a vehicle lawfully displaying a disabled person’s badge; "parking attendant" means a person employed in accordance with Section 63A of the Act to carry out the functions therein; "parking place" means an area of land specified by number and name in Columns 1 and 2 in the Schedule to this Order; “traffic sign” means a sign prescribed or authorised under Section 64 of the Act; and “vehicle" unless the context otherwise requires, means a vehicle of any description and includes a machine or implement of any kind drawn or propelled along roads whether or not by mechanical power.

This updated the existing Strategy in line with the ‘Strategic Guidance for Community planning Partnerships published by the Scottish Government in June 2012. Inverclyde’s Strategy for CLD affirms that the priorities for CLD should mirror those of Inverclyde Alliance as expressed in the Single Outcome Agreement for Inverclyde and contributing strategies and plans. (See Section 1 below and Annexe1).     Agenda Item No: 13 Report To: Safe, Sustainable Communities Committee Date: 30 August 2011 Report By: Corporate Director Education & Communities Report No: SCS/69/11/AH/DH Contact Officer: Drew Hall Contact No: 714272 Subject: Council’s Duties Under Mines & Quarries Act 1954 1.0 PURPOSE 1.1 To advise Committee on work undertaken by Officers from Safer and Inclusive Communities to implement the Council’s statutory powers in respect of Section 151 of the Mines and Quarries Act 1954. 2.0 SUMMARY 2.1 The Mines and Quarries Act 1954, requires that the owners of every mine or quarry which operated after 1872 but has not been worked in the last 12 months, to secure every surface entrance to prevent any person from accidentally falling down the shaft or accidentally entering the mine or quarry. 2.2 The Act, gives the Council powers to use the Statutory Nuisance provisions in the Environmental Protection Act 1990 to require owners found to be in breach the Mines and Quarries Act 1954 to undertake works to ensure the safety of the public, and, if necessary, to carry out those works in default and recover the costs from the owner. The Council has a duty to cause their area to be inspected from time to time to detect any Statutory Nuisances 2.3 Officers from Safer & Inclusive Communities have been active in this area. A study has been completed to identify locations, land owners have been advised of their responsibilities and a regular programme of inspections has been established. 2.4 Currently there are no locations of major concern.
