Welcome and Introduction Councillor Ingleby welcomed everyone to the meeting and introductions were given. 2. Minutes of meeting on 10th September 2014 2.1 The Minutes were approved. 3. Matters arising from the Minutes Susan Watt provided the following update on behalf of Aberdeenshire Council: 3.1 In response to the query as to whether the bus shelter in Braemar will be replaced before summer 2014, she confirmed that the shelter has now been installed and additional works have been carried out on the solar lighting, which is now in operation. 1 3.2 In response to the request for the provision of bus stops on Hill of Banchory South, between Hill of Banchory Primary School and the roundabout with Hill of Banchory East and West, she confirmed that following a site investigation two additional bus stops will now be installed in the financial year 2015/2016. 3.3 In response to the request for the provision of a bus stop and shelter at Bellfield Car Park (Banchory), she confirmed that a site investigation with Local Roads colleagues, will take place in April/May 2015. Stephanie Barber provided the following update on behalf of Stagecoach Bluebird: 3.4 In response to the request to bridge the gap in departures from Banchory to Lumphanan between 1313 hours on schooldays, and 1413 hours on non- schooldays, to 1604 hours on Monday to Friday, she confirmed that this was not possible due to vehicles being allocated to undertake school transport work and other operational constraints. 3.5 In response to the claim regarding insufficient capacity on the 1035 hours ex Banchory – Aberdeen (Monday to Friday), which is operated by a smaller vehicle, resulting in up to 15 passengers standing at a time, she confirmed that this was the only vehicle available to operate the journey. She also confirmed that the service operated on a half hourly basis, allowing passengers other available travel options. 3.6 In response to a complaint regarding the volume of vehicles parking at Monymusk Square, resulting in the buses being unable to access the bus stop and having to perform a reverse manoeuvre, she confirmed that no further complaints or feedback has been received on the issue. 4. Bus Service Update Stephanie Barber provided the following update: 4.1 Service 35 (Aberdeen - Banff - Elgin) Following a review of the corridor, Service 35A (Oldmeldrum – Aberdeen via Great Northern Road) will be introduced on 20 April 2015, to provide an hourly Monday to Friday inter peak service, therefore effectively creating an approximately 15 minute inter-peak service, between Aberdeen and Oldmeldrum. She also confirmed that B12 coaches would be introduced on the corridor, providing additional capacity. 4.2 Service 10 (Aberdeen – Huntly – Elgin) Following a review of the service, the route section to/from Uryside development (Inverurie) will be withdrawn on 20 April 2015, due to very low passenger usage. Minor timing changes will also be implemented on the same date. 2 4.3 Advance Vehicle Location (AVL) The company has rolled out its AVL programme throughout Scotland, which is a computer based vehicle tracking system, which will provide an actual real-time position of the company’s buses. This will then be accessible to the public through various outlets, including real-time display screens at a number of stops in Aberdeenshire. Richard McKenzie confirmed that a Real-Time Passenger Information System, which is being developed in partnership with operators, is in the final testing stages. The RTPI system will provide real time, arrival time information for passengers at interchange points, displays at a small number of key bus stops, and will also be available through smartphone applications and websites. Richard McKenzie provided the following update: 4.4 Passenger Transport Review and Tendering Process Following the Council review of the Aberdeenshire Passenger Transport network, the service proposals highlighted in the previous minutes were agreed by the Aberdeenshire Council Passenger Transport Strategy & Polices Steering Group and have been incorporated within the on-going tender process, with a view to new contracts being implemented on 16 August 2015. 4.5 Bus Passenger Satisfaction Survey A survey of bus users in Aberdeenshire is currently being undertaken over spring 2015, with passengers being asked questions about various aspects of bus travel, including reliability, cost of travel, information, conditions of buses and shelters and also the conduct of staff. The results will be published over the coming months and an update will be provided at the next Area Bus Forum. 4.6 A2B dial-a-bus services Huntly A2B is currently being reviewed, with a view to splitting the catchment area into north and south areas over the 5 operational days, with the south area incorporating trips between Huntly and Kennethmont. The Huntly Town service will continue to have a 5 day a week service. Deeside A2B is also currently being reviewed, with services to Portlethen (Asda) being withdrawn from Banchory (weekly) and Aboyne (monthly), allowing the vehicle to be utilised for more local trips in the Deeside area. Bus Service Requests / Development Susan Watt referred to the papers circulated, detailing pending and fulfilled service requests in the Marr Area, and provided the following update: 5.1 The request for the Service X18 (Alford – Westhill – Aberdeen) to revert to operate via Aberdeen Royal Infirmary, has been ruled out by Aberdeenshire Council, highlighting that passengers can connect with Service 218 (Westhill – ARI) in Westhill. 5.2 The request for the 1536 hours ex Alford –Aberdeen (Monday to Friday) on Service X18 (Aberdeen – Westhill – Alford) to be retarded to depart at 1625 hours has been ruled out by Aberdeenshire Council, as this would require an additional high cost peak vehicle to be allocated. 5.3 The request for Service 219 to extend to/from Corgaff during Aberdeenshire school summer holidays, has been ruled out by Aberdeenshire Council following the review, with the non-schoolday journeys being withdrawn due to low passenger demand. 5.4 The request for the re-instatement of the service, previously known as the Heather Hopper between Ballater and Blairgowrie (Service 501), is currently being investigated. Following the meeting, it has now been confirmed that this request will be fulfilled commercially by Stagecoach Bluebird, who are to operate a daily return journey from Ballater to Blairgowrie (Service 501), with effect from 6 July 2015 to 16 August 2015. 6. Public Transport Infrastructure / Information Richard McKenzie provided the following update on behalf of Aberdeenshire Council, and asked if there were any requests to be put forward for consideration in 2015/2016. 6.1 Following a site investigation at various alternative locations in the centre of Ballater with a view to re-instating the bus stop and shelter following building works at the old depot, all potential sites have been ruled out on safety grounds, resulting in the bus stop being re-installed at the previous location. Road markings will be introduced over the coming months, along with a real- time display screen. 6.2 A new 3 bay enclosed bus shelter, with solar lighting, will be installed on the A93 at Dinnet (eastbound). 6.3 The installation of ‘minihubs’ is being progressed on the A93 corridor at Aboyne, Banchory, Crathes and Potarch, which will incorporate parking spaces, bus shelters, real-time information and also bicycle storage facilities. 4 6.4 Complaint regarding the location of the bus information totem, in the conservation area of Huntly Square, which is located outside a shop window, instead of adjacent to the current bus shelter, coupled with the query as to why it was installed without prior consultation with the public or through Huntly Community Council. It was also raised that complaints had been received by the Community Council. Richard McKenzie confirmed that the position of the facility may be due to the location of the utilities required to power the service, however this would be investigated.
