    'Jangan sasar Forest City saja, larangan miliki hartanah perlu jelas' Malaysiakini 28 Ogos 2018 Mohamed Khaled Nordin ULASAN l Kenyataan Perdana Menteri Tun Mahathir Mohammad bahawa warga asing tidak akan dibenarkan membeli hartanah di Forest City sama sekali tidak memeranjatkan. Beliau sememangnya konsisten dalam bantahan terhadap pembangunan hartanah di Forest City dari dahulu lagi. Dalam hal ini, Majlis Dasar Awam Umno ingin menjelaskan pendiriannya seperti berikut: Pertama, diakui bahawa keputusan untuk mengekang pemilikan hartanah oleh warga asing bukanlah dasar yang asing kepada sesebuah kerajaan. Banyak negara termasuk negara maju seperti New Zealand telah memperkenalkan dasar seumpama itu. Namun ia dilaksanakan secara jelas, terancang, teratur dan berperlembagaan. Bukannya secara tiba-tiba melalui satu pengumuman dan hanya dikhususkan kepada projek hartanah tertentu sahaja. Tanpa dasar rasmi negara sebagai sandaran dan asas, kerajaan akan dilihat melakukan tindakan yang boleh dianggap berunsur diskriminasi terhadap pembangunan hartanah di Forest City. Malah ia membuka ruang tanggapan bahawa sekatan pemilikan asing di sana didorong oleh sentimen politik dan bukan oleh pertimbangan dasar yang objektif. Kedua, lanjutan daripada itu, kami merasakan keputusan, dasar serta pendirian menyekat pemilikan hartanah oleh warga asing seperti ini tidak seharusnya bersifat eksklusif kepada Johor semata-mata. Ia haruslah mencerminkan dasar sebenar Kerajaan secara umum terhadap hartanah milikan asing di Malaysia secara keseluruhan. Ia tidak boleh dilakukan secara terpilih. Lebih-lebih lagi apabila kerajaan tidak memberikan penjelasan tentang sebarang dasar baru yang akan dilaksanakan untuk mengawal pemilikan hartanah oleh warga asing. Ketiga, sama seperti keputusan untuk tidak meneruskan rayuan dalam kes Pedra Branca, kenyataan perdana menteri dalam isu ini pastinya amat berpihak dan menggembirakan Singapura yang sejak awal menzahirkan kerisauan mendalam terhadap kelestarian projek tersebut.

    ISSUE: 2019 No. 40 ISSN 2335-6677 RESEARCHERS AT ISEAS – YUSOF ISHAK INSTITUTE ANALYSE CURRENT EVENTS Singapore | 21 May 2019 A Complicated Political Reality Awaits the Malays Norshahril Saat* EXECUTIVE SUMMARY • After its impressive electoral triumph in the 2018 general election, the Pakatan Harapan (PH) coalition suffered three back-to-back by-election defeats at the hand of the Barisan Nasional (BN) in 2019 in Peninsular Malaysia. • Opposition parties UMNO and PAS cooperated and won in the Cameron Highland, Semenyih, and Rantau by-elections. Issues concerning Malay rights, the institution of the Malay rulers, and the role of Islam were central to their campaign. • This paper examines whether PH’s recent poor showing in Peninsular Malaysia manifests a decline in support, particularly among the Malays. It argues that although the by-election results are not representative of sentiments across Malaysia, they demonstrate how the opposition can thwart PH’s reform efforts by playing up issues concerning Malay identity. • The emerging discourse serves as a reminder to the PH government that while it seeks to reform the economy, settle the country’s debt, and reform institutions, it has to deal with the disgruntled Malay ground. Still, PH’s pragmatic and ideologically ambiguous coalition may serve its purpose in the long run, especially in a more diverse Malaysia not only divided by race, but by class as well. *Norshahril Saat is Fellow at ISEAS – Yusof Ishak Institute. KUALA LUMPUR: In a surprising turn of events, Entrepreneur Development Minister Datuk Seri Mohd Redzuan Md Yusof yesterday lambasted his colleague Yeo Bee Yin, who is the energy, science, technology, environment and climate change minister, for compelling Lynas Corp Ltd to ship out its wastes from the country, saying her stand was not one that was endorsed by the cabinet. He said Yeo has to “take responsibility” for her statement — issued in December last year — on the matter, saying the cabinet had never decided on any measure to manage the wastes produced by the Australian rare earth miner’s Lynas Advanced Materials Plant (LAMP) in Gebeng, Kuantan, Pahang. The Alor Gajah member of parliament (MP) also said Lynas’ investment in Malaysia is “too big to ignore”, and that the cabinet is not supposed to force the company to export its plant’s wastes back to Australia, unless they are “very unsafe”. ISSN: 1823-884x PRU-14 DAN PASCA PRU-14: ANALISIS POLITIK DI NEGERI JOHOR DARUL TAKZIM (GE-14 And Post-GE-14: Analysis of Politics In the state of Johor Darul Takzim) Junaidi Awang Besar ABSTRAK Negeri Johor terkenal dengan jolokan negeri kelahiran UMNO pada 11 Mei 1946 yang juga merupakan kubu kuat UMNO di Malaysia ini sejak Pilihan Raya Umum pertama (PRU-1) lagi. BN yang diketuai UMNO memenangi PRU-1 hingga PRU-13 di negeri ini bagi kerusi Dewan Undangan Negeri (DUN) dengan mencapai majoriti lebih daripada 2/3 kerusi. Namun pada PRU-14, buat pertama kalinya Johor tumbang kepada parti pembangkang iaitu Pakatan Harapan (PH) yang menggunakan logo Parti Keadilan Rakyat (PKR) dengan berjaya memperoleh 36 kerusi DUN berbanding BN (19 kerusi) dan PAS hanya 1 kerusi. Politik Johor berubah lagi pada 26 Februari 2020 apabila PPBM (BERSATU) bertindak keluar PH dan membentuk Perikatan Nasional (PN) bersama dengan Muafakat Nasional (MN) dan seorang wakil rakyat Bebas. Dinamika politik ini merupakan percaturan yang menarik melibatkan strategi dan seni berpolitik demi mendapatkan kuasa sama ada secara berperlembagaan mahupun secara berkepentingan. Justeru adalah menjadi tujuan penulisan artikel ini untuk menganalisis politik pilihan raya pada PRU-14 dan pasca PRU-14. Berdasarkan analisis data keputusan PRU 2018, pemerhatian di lapangan dan analisis sumber sekunder seperti artikel jurnal dan kertas persidangan, dapatan kajian menunjukkan bahawa kemenangan PH dan kekalahan BN pada PRU-14 serta penguasaan PN pasca PRU-14 di Johor membuktikan bahawa tiada yang mustahil dan tiada yang kekal dalam politik. Sesungguhnya ilmu politik penuh dengan dinamikanya dan berseni/berstrategi.
