1 INTRODUCTION On behalf of Nantucket Islands Land Bank (the Land Bank), SWCA Environmental Consultants (SWCA) has prepared this Notice of Intent (NOI) for a Pond Management Program for Burchell’s Pond. Burchell’s Pond is located near the south shore of Nantucket, Massachusetts, and is managed by the Land Bank. This NOI is being submitted to implement a management program in Burchell’s Pond for the next 5 years. The reason for this proposed project is to manage an invasive plant species population of parrot feather (Myriophyllum aquaticum), which has persisted through previous mechanical management methods. SWCA developed a Pond Management Plan for Burchell’s Pond on June 2, 2020; detailing an alternatives analysis, existing conditions of the pond, and proposed management protocols. Treatment is proposed to occur within Burchell’s Pond and the channel that connects it to Miacomet Pond to the southeast. Implementation of this plan will serve to protect the health of the waterbody and protect the established native plant species within the resource areas in and around the pond. Figure 1 (Appendix A) illustrates the bounds of project on a topographic map and Figure 2 (Appendix A) illustrates the location of the proposed management on an orthophotograph. The proposed work includes chemical treatment of the parrot feather with ProcellaCOR. Details of this method of invasive plant species management are detailed in the Proposed Work section of this NOI submission (Section 5.0). This proposed project will only take place within the banks of Burchell’s Pond and its outlet channel, and therefore will only temporarily impact Land Under Water. There will be no impacts to the Bank or Bordering Vegetated Wetland (BVW) resources associated with and surrounding the pond. The native plant community will continue to flourish and fill in any gaps following the treatment. SWCA has prepared this application and supporting documentation in accordance with the 310 CMR 10.00 of the Massachusetts Wetlands Protection Act (MGL c. 131, s.40) (WPA) and The Town of Nantucket Conservation Commission’s Wetland Protection Regulations, dated July 1, 2013. All aspects of the proposed project meet the Performance Standards (Section 6.0 of this NOI) outlined in the Wetland Protection Act (WPA). In accordance with the WPA and the Nantucket Conservation Commission Wetland Protection Regulations, one original and one paper copy of the application package, including all figures, are being submitted to the Conservation Commission a minimum of 20 days prior to the regularly scheduled public hearing date. The Land Bank will also submit an electronic copy of this NOI to the Nantucket Conservation Commission and The Massachusetts Department of Environmental Protection (MassDEP) using the eDEP online filing system. As a municipal organization, the Land Bank is exempt from the local filing and review fee in Nantucket as well as in the Commonwealth. The Land Bank has notified abutters located within 100 feet of the site. A list of abutters, map of a certified abutting properties list, a copy of the notification letter, and the affidavit of service are included in Appendix A.

2 SITE DESCRIPTION Burchell’s Pond is a small, man-made 0.5-acre pond located on the southern edge of Nantucket (Figure 1, Appendix A). Burchell’s Pond receives water from a wetland system and the Miacomet Pond Watershed to the north-northwest and outlets through a culvert and channel (approximately 500 feet long) that feeds into Miacomet Pond. There are no known recreational or maintenance uses for Burchell’s Pond. The

water level within the pond often overtops its outlet structure and floods the path in between Burchell’s and Miacomet Ponds for up to 6 months out of the year. Burchell’s Pond is due west of the upper portion of Miacomet Pond, which is approximately 43.5 acres in size. Miacomet Pond is a Class B waterbody; therefore, the health and habitat quality within Miacomet Pond is of the utmost importance to its stewards, the Nantucket Islands Land Bank (the Land Bank).

Both Burchell’s Pond and the channel that connects it to Miacomet Pond are infested with parrot feather. The parrot feather within Burchell’s Pond exists in dense mats along the edges of the pond (approximately 3,755 square feet in total), whereas the channel contains smaller, less-dense populations for approximately 260 linear feet (moving southeast from the path between Burchell’s Pond and the channel) of the channel’s length. The parrot feather in the channel are individual stems that cover less than 2% of the open water. Areas of parrot feather presence can be viewed in Figure 2 (Appendix A).

Although water quality has not been assessed within Burchell’s Pond, clarity is very low. It is generally not possible to view the base of the pond, regardless of its shallow average depth of 3 feet. In addition to invasive parrot feather, Burchell’s Pond also houses a number of other valuable native plant species (submerged and emergent vegetation). It is important that these native be preserved during parrot feather management. There have been no known algal blooms within either Burchell’s Pond or the channel to its southeast. This would indicate that the pond is likely not eutrophic; however, further water quality testing would need to be performed to confirm this assumption.

The area around Burchell’s Pond currently consists of BVW in all directions except directly east of the pond, which is maintained lawn area. The channel that connects Burchell’s Pond to Miacomet Pond is completely surrounding by BVW. These buffer zones around each open water area provide very good protection from nutrient and pollutant inputs. According to the FEMA flood insurance rate map, the proposed project area is within mapped within the 100-year flood zone. The new National Flood Hazard Layer, as it overlaps with the project work area is included in Figure 4.

2.1 Invasive Plant Species Present Parrot feather is the only invasive plant located within Burchell’s Pond and the channel that connects the pond to Miacomet Pond. The extent of the population is depicted in Figure 2 (Appendix A). The population within Burchell’s Pond is present at over 90% absolute cover and the population within the channel is present at less than 2% cover. This population is approximately 3,755 square feet in the pond and 260 linear feet in the channel.

2.2 Wildlife Observations Burchell’s Pond houses a number of fish and reptile species. Among these are snapping turtles (Chelydra serpentine), painted turtles (Chrysemys picta), carp (Cyprinus carpio), and various small fish species have been noted within and around the banks of the pond in the past. There are also a number of birds that frequent the area around Burchell’s and Miacomet Ponds.

3 WETLAND RESOURCES The Burchell Pond management area exists within, but not including, Bank; entirely within Land Under Water (LUW). These resources have been mapped using ArcGIS and are included and are illustrated on

Figure 2 (Appendix A). Project work will only be conducted within LUW, therefore this NOI only references the definition and performance standards of LUW.

3.1 Land Under Water LUW is the resource area found under waterways and water bodies during the driest part of the year. On this site, LUW is found under the any part of a pond or stream (perennial or intermittent) that does not dry completely. Because LUW lies entirely within the bank on this site, it was not separately delineated.

LUW on this site is the bottom of the pond, which totals approximately 0.5 acres and the bottom of the channel, which is approximately 500 feet long. It is located inside and below the bank, under the mean annual low water line. Portions of the bottom are covered with submerged aquatic vegetation during the growing season (Appendix A, Figure 2). The proposed work will temporarily impact the outer edges of the LUW, through the destruction of invasive vegetation. LUW does not have a buffer zone but is protected by the WPA and the local bylaw.

4 OTHER SENSITIVE AREAS : MASSGIS DATABASE REVIEW SWCA reviewed the Massachusetts Geographic Information System (MassGIS) to determine if this site was within or near other sensitive environmental areas. These areas protect rare species, important watersheds, and other special environmental characteristics.

4.1 NATURAL HERITAGE AND ENDANGERED SPECIES PROGRAM SWCA reviewed the MassGIS database to determine if the site was located within or adjacent to areas designated as Priority Habitats of Rare Species, Estimated Habitats of Rare Wildlife, Certified Vernal Pools, or Potential Vernal Pools by the Massachusetts Natural Heritage & Endangered Species Program (NHESP). The entirety of the project work area is outside each of these NHESP areas of concern. The channel and southeastern border of Burchell’s Pond slightly overlaps with the edge of a mapped area of NHESP Natural Communities. This is illustrated on Figure 3.

4.2 ORWS & ACEC SWCA also reviewed the MassGIS database to determine if the site was located within Outstanding Resource Waters (ORW). ORWs are watershed areas that have been classified as such under the Massachusetts Surface Water Quality Standards. These watersheds constitute an outstanding resource as determined by their important socioeconomic, recreational, ecological and/or aesthetic values. Such areas have been identified so that they may be protected and maintained. There are no ORWs located within or adjacent to the proposed project work area. An Area of Critical Environmental Concern (ACEC) is also an area designated in Massachusetts that receives special recognition because of the quality, uniqueness and significance of its natural and cultural resources. There are no ACECs mapped on or near the project site or within the proposed project work area.

5 PROPOSED WORK The infestation of parrot feather within Burchell’s Pond and the channel that connects it to Miacomet Pond puts the habitat value and biodiversity both within Burchell’s and Miacomet Pond at risk. As one of the largest freshwater ponds on Nantucket, the preservation of native aquatic vegetation is a very high priority for the Land Bank. Therefore, parrot feather management is extremely important within its contributing waters (Burchell’s Pond and the channel). Previous management with benthic barriers was conducted with little effect to the invasive plant populations in both waterbodies; therefore, we suggest that chemical management be implemented at this time.

Although chemical management of parrot feather was not a preferred method in past years (due to presence of other beneficial vegetation in the water column), a relatively new selective herbicide has been approved for use in waters of the Commonwealth of Massachusetts. This herbicide, ProcellaCOR, was approved for use in 2019 and has seen very successful management results across the . As a selective herbicide, ProcellaCOR targets very few aquatic plant genera. Furthermore, it was specifically formulated to hinder growth of species of the Myriophyllum genus, which includes parrot feather. The section below details the management details for ProcellaCOR within Burchell’s Pond and the channel to Miacomet Pond. Additional cut-sheets on the efficacy of ProcellaCOR can be found in Appendix B.

5.1 Historic Management Efforts As stated above, Burchell’s Pond has been managed for parrot feather in past years. A Negative Determination of Applicability was issued to the Land Bank in 2016 to allow them to install and maintain benthic barriers over all populations of parrot feather present. The Land Bank also received permission to hand-pull populations that were too small to warrant benthic barrier installation. At the time of the 2016 survey, the population extended across approximately 3,755 square feet around the edges of Burchell’s Pond. This area is equal to approximately 6% of the waterbody’s total area. As of a 2017 survey, parrot feather extends across the same footprint as 2017 (3,755 square feet). Although the Land Bank was able to maintain the benthic barriers within Burchell’s Pond for two consecutive growing seasons, this method was not effective in reducing and/or removing the aggressive invasive plant from the waterbody.

The use of benthic barriers requires subsequent vegetation removal for positive results. Because parrot feather has the ability to rapidly colonize from fragmentation, the Land Bank did not want to attempt manual removal and risk parrot feather colonization in Miacomet Pond. Without this subsequent manual removal, the results of the benthic barrier installation were not successful. Therefore, the Land Bank chose to pursue other, potentially more effective, means of invasive plant management within Burchell’s Pond.

5.2 ProcellaCOR Application ProcellaCOR is a selective systemic herbicide used for the management of freshwater aquatic vegetation in slow-moving water with little continuous outflow. The reason this herbicide works best in a low- flowing system is that it rapidly degrades in highly aerated environments. In general, ProcellaCOR has a very short half-life in water (approximately 9 hours) and very low toxicity to nontarget vegetation and wildlife. Due to its selective formulation, ProcellaCOR can be applied at very low concentrations.

SWCA Environmental Consultants (SWCA) proposes to manage the parrot feather within Burchell’s Pond and the channel with 2 prescription dose units (PDU) per acre-foot. One PDU is equal to 3.2 fluid ounces of product. Because Burchell’s Pond and the channel have an average depth of approximately 3 feet, and an approximate size of 0.5 acre, this application would require 1.5 PDUs (4.8 fluid ounces of

product). This application should occur during the months of June to August, when the parrot feather is actively growing. The herbicide will be applied via low-volume backpack sprayer and treatment will be restricted to areas of parrot feather growth only.

ProcellaCOR is a systemic herbicide, which means that it will penetrate into the roots of the plant and prevent it from growing back in future years. It is likely that one or two follow-up treatments will be required for an infestation such as that within Burchell’s Pond, but aside from potential reintroduction of parrot feather via waterfowl, this method of management should effectively eradicate parrot feather from the target waterbodies.

6 REGULATORY REVIEW The following sections detail the performance standards associated with the jurisdictional resource area in which the proposed work would occur. SWCA’s responses to the performance standards are in specific to herbicide applications, as that is the only potentially impactful aspects of the proposed pond management program. This proposed pesticide is certified for use within waters of the commonwealth and will be selectively applied to manage only the proposed target vegetation. All of the proposed management program complies with the regulations and success standards as follows.

6.1 Performance Standards for Land Under Water 310 Are Set Forth in CMR 10.56(4)

(a) Where the presumption set forth in 310 CMR 10.56(3) is not overcome, any proposed work within Land Under Water Bodies and Waterways shall not impair the following: 1. The water carrying capacity within the defined channel, which is provided by said land in conjunction with the banks. The size and shape of the pond will not be changed by this project. 2. Ground and surface water quality. The ground and surface water quality should be improved by this project. The proposed have been approved for use by Massachusetts Department of Agricultural Resources to assure that there will be no degradation of surface water or ground water quality. All applications will be completed by licensed applicators approved to treat aquatic water bodies. 3. The capacity of said land to provide breeding habitat, escape cover and food for fisheries. The proposed management will not hinder the capacity of Burchell’s Pond to provide breeding habitat, escape cover, and/or food for fisheries. Since ProcellaCOR is a selective herbicide, the parrot feather will be the only vegetation effected by the treatment, leaving various native species to flourish and provide this habitat value. 4. The capacity of said land to provide important wildlife habitat functions. A project or projects on a single lot, for which Notice(s) of intent is filed on or after November 1, 1987, that (cumulatively) alter(s) up to 10% or 5,000 square feet (whichever is less) of land in this resource area found to be significant to the protection of wildlife habitat, shall not be deemed to impair its capacity to provide important wildlife habitat functions. Additional alterations beyond the above threshold may be permitted if they will have no adverse effects on wildlife habitat, as determined by procedures established under 310CMR 10.60.

5 Burchell’s Pond Management Notice of Intent

This project is proposed to restore the capacity of the pond and to improve the overall water quality and habitat for native submerged aquatic vegetation for fish and wildlife use.

7 TEAM QUALIFICATIONS SWCA will perform the parrot feather treatment within Burchell’s Pond and the channel to its south. SWCA has provided invasive species management services for nearly two decades. We actively manage invasive plant species, including parrot feather, at project sites throughout the northeast. We have completed invasive species projects at New York State Parks, land owned by the Massachusetts Division of Fish and Wildlife, and property overseen by the Massachusetts Department of Conservation and Recreation (DCR). In addition, we have worked on National Park Service property, State Departments of Transportation (DOT) properties, and private properties (including a small pond in northern Nantucket). The majority of these projects include sensitive resource areas and require selective invasive plant management. Creating and managing sensitive resource areas (wetland mitigations, streambank restoration, remediations) and adhering to state and federal success standards is our main area of work, and the reason we developed an invasive plant management team. In addition to these services, SWCA has offered a complete suite of environmental consulting services associated with the protection, assessment and improvement of biologically diverse and ecologically significant natural resources in New England for over 35 years. Our staff consists of professionals experienced in invasive species control, botany, rare species habitat assessment and identification, natural resource area delineation, GIS/GPS mapping, and ecological restoration. The strength of our project approach is defined by our project team and their relevant experience. The project team incorporates wetland scientists and invasive plant species control specialists. We are confident that our relevant project experience will allow us to perform the proposed project work without any deleterious environmental effects; to neither native wildlife nor vegetation.

8 SUMMARY SWCA is submitting this NOI to implement a pond management program for Burchell’s Pond. When implemented, the project will treat and eliminate parrot feather present, which is detrimental to environmental health and native plant biodiversity within the pond. There will be no physical disturbance to jurisdictional resource areas. The low to non-existent chemical persistence and mobility of ProcellaCOR will not be a threat to wildlife or non-target vegetation. Therefore, no restoration is required for the proposed work. All work performed within sensitive resource areas discussed in this NOI submission will be performed with the utmost care and selectivity. Erosion controls will not be necessary, as soil disturbance will not occur. The pesticide proposed are certified for aquatic use and will be applied according to label requirements. We are seeking an Order of Conditions (OOC) for five (5) years, in order to conduct a five- year pond management program.

The proposed scope of work will only occur as necessary over the requested five (5) years, and will include only the pesticides and methodologies listed in this NOI submission.

Although Miacomet Pond has remained in good health over the years, Burchell’s Pond and the channel that connects it to Miacomet Pond have become infested with parrot feather (Myriophyllum aquaticum). Parrot feather is a non-native invasive plant that can be very difficult to eradicate due to its resilient and aggressive growth patterns. In order to maintain the health of both waterbodies, but specifically prevent an infestation of parrot feather in Miacomet Pond, the Land Bank has implemented manual management of parrot feather in the past. The details of this management approach are included in Section 2.0 of this plan.

Past management efforts have not been successful in eradicating parrot feather from Burchell’s Pond. Therefore, a new management plan is needed to ensure the health of both Burchell’s and Miacomet Ponds. This plan will outline the historic management approaches and data collection, detail the existing conditions within Burchell’s Pond, propose an herbicide-based approach to parrot feather management, and evaluate the proposed approach against alternatives.

At the time of the 2016 survey, the population extended across approximately 3,755 square feet around the edges of Burchell’s Pond. This area is equal to approximately 6% of the waterbody’s total area. As of a 2017 survey, parrot feather extends across the same footprint as 2017 (3,755 square feet). Although the Land Bank was able to maintain the benthic barriers within Burchell’s Pond for two consecutive growing seasons, this method was not effective in reducing and/or removing the aggressive invasive plant from the waterbody.

The use of benthic barriers requires subsequent vegetation removal for positive results. Because parrot feather has the ability to rapidly colonize from fragmentation, the Land Bank did not want to attempt manual removal and risk parrot feather colonization in Miacomet Pond. Without this subsequent manual removal, the results of the benthic barrier installation were not successful. Therefore, the Land Bank chose to pursue other, potentially more effective, means of invasive plant management within Burchell’s Pond.

3 EXISTING CONDITIONS Burchell’s Pond is a man-made waterbody that collects water from the north-northwest portions of the Miacomet Pond watershed. There are no known recreational or maintenance uses for Burchell’s Pond. The water level within the pond often overtops its outlet structure and floods the path in between Burchell’s and Miacomet Ponds for up to 6 months out of the year. Both Burchell’s Pond and the channel that connects it to Miacomet Pond are infested with parrot feather. The parrot feather within Burchell’s

Pond exists in dense mats along the edges of the pond (approximately 3,755 square feet in total), whereas the channel contains smaller, less-dense populations for approximately 260 linear feet (moving southeast from the path between Burchell’s Pond and the channel) of the channel’s length. The parrot feather in the channel are individual stems that cover less than 2% of the open water. Areas of parrot feather presence can be viewed in Figure 2 (Appendix A).

Although water quality has not been assessed within Burchell’s Pond, clarity is very low. It is generally not possible to view the base of the pond, regardless of its shallow average depth of 3 feet. In addition to invasive parrot feather, Burchell’s Pond also houses a number of other valuable native plant species (submerged and emergent vegetation). It is important that these native plants be preserved during parrot feather management. There have been no known algal blooms within either Burchell’s Pond or the channel to its southeast. This would indicate that the pond is likely not eutrophic; however, further water quality testing would need to be performed to confirm this assumption.

The area around Burchell’s Pond currently consists of Bordering Vegetated Wetland (BVW) in all directions except directly east of the pond, which is maintained lawn area. The channel that connects Burchell’s Pond to Miacomet Pond is completely surrounding by BVW. These buffer zones around each open water area provide very good protection from nutrient and pollutant inputs.

Burchell’s Pond houses a number of fish and reptile species. Among these are snapping turtles (Chelydra serpentine), painted turtles (Chrysemys picta), carp (Cyprinus carpio), and various small fish species have been noted within and around the banks of the pond in the past. There are also a number of birds that frequent the area around Burchell’s and Miacomet Ponds.

4 PROPOSED MANAGEMENT The infestation of parrot feather within Burchell’s Pond and the channel that connects it to Miacomet Pond puts the habitat value and biodiversity both within Burchell’s and Miacomet Pond at risk. As one of the largest freshwater ponds on Nantucket, the preservation of native aquatic vegetation is a very high priority for the Land Bank. Therefore, parrot feather management is extremely important within its contributing waters (Burchell’s Pond and the channel). Previous management with benthic barriers was conducted with little effect to the invasive plant populations in both waterbodies; therefore, we suggest that chemical management be implemented at this time.

Although chemical management of parrot feather was not a preferred method in past years (due to presence of other beneficial vegetation in the water column), a relatively new selective herbicide has been approved for use in waters of the Commonwealth of Massachusetts. This herbicide, ProcellaCOR, was approved for use in 2019 and has seen very successful management results across the United States. As a selective herbicide, ProcellaCOR targets very few aquatic plant genera. Furthermore, it was specifically formulated to hinder growth of species of the Myriophyllum genus, which includes parrot feather. The section below details the management details for ProcellaCOR within Burchell’s Pond and the channel to Miacomet Pond. Additional cut-sheets on the efficacy of ProcellaCOR can be found in Appendix B.

4.1 ProcellaCOR Application ProcellaCOR is a selective systemic herbicide used for the management of freshwater aquatic vegetation in slow-moving water with little continuous outflow. The reason this herbicide works best in a low- flowing system is that it rapidly degrades in highly aerated environments. In general, ProcellaCOR has a

very short half-life in water (approximately 9 hours) and very low toxicity to nontarget vegetation and wildlife. Due to its selective formulation, ProcellaCOR can be applied at very low concentrations.

SWCA Environmental Consultants (SWCA) proposes to manage the parrot feather within Burchell’s Pond and the channel with 2 prescription dose units (PDU) per acre-foot. One PDU is equal to 3.2 fluid ounces of product. Because Burchell’s Pond and the channel have an average depth of approximately 3 feet, and an approximate size of 0.5 acre, this application would require 1.5 PDUs (4.8 fluid ounces of product). This application should occur during the months of June to August, when the parrot feather is actively growing. The herbicide will be applied via low-volume backpack sprayer and treatment will be restricted to areas of parrot feather growth only.

ProcellaCOR is a systemic herbicide, which means that it will penetrate into the roots of the plant and prevent it from growing back in future years. It is likely that one or two follow-up treatments will be required for an infestation such as that within Burchell’s Pond, but aside from potential reintroduction of parrot feather via waterfowl, this method of management should effectively eradicate parrot feather from the target waterbodies.

5 ALTERNATIVES ANALYSIS Lake and pond management has become a very large industry, and because of this, there are many different methods and products on the market for controlling a myriad of lake and pond concerns. Some of these management options are more thoroughly documented than others and have higher efficacy in certain specific situations. This section of the report is meant to act as a brief alternatives analysis of all other feasible management options for parrot feather management. Although these would generally be feasible forms of management, SWCA does not propose any of the below alternatives be implemented within Burchell’s Pond. The rationale behind that statement is detailed in each section below.

5.1 Mechanical Management Options The following management options involve physical modifications to the pond, conducted by hand or by machinery. Mechanical options are very labor intensive, often more disruptive to soil/sediment, and tend to be more expensive because much more time is needed to permit and manage a waterbody through mechanical means and the equipment need is often more expensive. Benthic barriers would normally be included in this list; however, because this method was attempted in the past with little to no effect, it has been left off the list of mechanical methods.

Manual hand-pulling of invasive vegetation is one method sometimes used for smaller populations of invasive plant material. But the population of parrot feather within Burchell’s Pond is too widespread for manual hand-pulling to be a feasible option. Although the density within the channel is certainly lower, due to the ability of parrot feather to propagate from fragmentation, hand-pulling is not a viable option in this case. Furthermore, other machine-based means of vegetation removal (hydroraking, harvesting, suction harvesting) are similarly not suited for this type of management due to the potential for fragmentation and potential propagation of parrot feather within Miacomet Pond.

Dredging is another potential means of mechanical removal; however, dredging is very invasive and would disturb a large amount of sediment, which is not necessarily needed in the case of Burchell’s Pond. Furthermore, although dredging would do a very good job of removing the entire plant, including its root system, there would still be a chance of fragmentation. It is possible to set up turbidity curtains and other barriers to prevent the spread of any root fragments; however, there is not a guarantee that fragments

3 Bushnell’s Pond Management Plan would not reach Miacomet Pond. The Land Bank also has concerns for disturbance of wildlife (fish, reptiles, etc.) during dredging activities and does not want to impact the current population of these species present within Burchell’s Pond at this time.

5.2 Alternative Chemical Management Options The proposed management method for Burchell’s Pond and the channel is one of numerous potential chemical management options. Other herbicides approved for use within waters of the Commonwealth of Massachusetts and proposed for management of parrot feather within the Massachusetts Generic Environmental Impact Report (GEIR) include diquat, endothall, and 2,4-D, all of which have been known to provide complete control of parrot feather. Fluridone can also be used to manage parrot feather but is listed as only a partial control under the GEIR. Each of these herbicides are contact, as opposed to systemic, herbicides that would need to be continuously applied annually until the population becomes over-stressed and out-competed by native vegetation. Furthermore, these herbicides all effectively damage other native vegetation within waterbodies and would likely negatively impact the native plant species within Burchell’s Pond and the channel.

ProcellaCOR is also significantly less toxic to wildlife and persists for much less time in water and soil than these other alternative herbicides. Each of these details confirm that ProcellaCOR is the preferred herbicide for the management of parrot feather within Burchell’s Pond and the channel.

6 CONCLUSION AND RECOMMENDATIONS SWCA proposes that ProcellaCOR be used to manage the infestation of parrot feather within Burchell’s Pond and the channel that connects it to Miacomet Pond. This application will need to be permitted through the Nantucket Conservation Commission and the Massachusetts Department of Environmental Protection. Because this application will improve the habitat quality within the waterbodies, a Notice of Intent should be submitted as an Ecological Restoration Limited Project.

Applications of ProcellaCOR will likely require one to two follow-up applications between the 2020 and 2021 growing seasons. The waterbodies should be closely monitored two to four weeks following herbicide application to determine if and when a retreatment is needed in 2020. A survey should also be conducted in the early spring (May) to determine how much parrot feather regenerates following 2020 applications. The end result of this management effort should be complete eradication of parrot feather from the waterbodies, thus protecting the health and habitat value within Miacomet Pond and preventing the further spread of parrot feather across the island via waterfowl.
