ALTERNATIVE SCHOOL PLACEMENT COMMITTEE

Purpose: The Placement Committee consists of an Administrator or designee and/or Head Counselor represented from each high school (comprehensive and alternative settings) who meet 6-7 times per year to review and place in an alternative school setting based on academic, social, or emotional developmental needs. Alternative School Placement Committee 1) Prior to each Alternative School Placement meeting, alternative schools will notify the Principals and Head Counselors from each high school on the number of students they are requesting based on current enrollment and capacity. 2) All comprehensive high schools will bring their completed Alternative School Placement Applications to scheduled committee meetings (6-7 times per year) for review and placement of students prior to the next scheduled intake date. 3) If the student is referred to Community Day School in grades 2 -8, one representative from the Elementary/ must be present. 4) The school rep may submit an application for special consideration to the committee for students who do not meet the alternative school placement criteria who are at least 16 years old. 5) Each high school site will send a representative to attend the Alternative School Placement Committee meetings. 6) Once the committee accepts those students who fulfill the listed student criteria and requirements, the student’s home school will notify the student and family. 7) The Sending/Home school will provide accepted students and parents (if applicable) with the intake date, time, and location. 8) The Director of Student Wellness & Support Services will make final decisions regarding Alternative School Placement Committee recommendations. The Director of Student Wellness & Support Services will make final decisions on Return to Sending/Home School appeals or non- concurrence between Principals.

Continuation Classes - California Code Section 48432.5 A pupil, with the concurrence of a designee of the district superintendent, may transfer voluntarily to a continuation school in order to receive special attention such as individualized instruction. Involuntary transfer to a continuation school shall be imposed only when other means fail to bring about pupil improvement.

A pupil who has voluntarily transferred to a continuation school shall have the right to return to the regular high school at the beginning of the following school year and with the consent of a designee of the district superintendent, may return at any time.

ADMISSION REQUIREMENTS FOR SIERRA AND SAN ANDREAS

GOAL: Students enrolled at a SBCUSD Continuation High School will recover credits to graduate at either their home school or continuation high schools.

All of the following requirements must be met: o Students must have completed Alternative Schools Placement Application. o Student/Parent Conference with progress review must take place prior to referring student. This must be documented in Aeries Counselor’s Notes using “” code. o Students must be at least 16 years old at the time of the intake. o Due to limited services at alternative school placement, English Learners must be Intermediate language fluency or above to receive adequate service. o A Program Specialist for must clear all Special Education referrals for Sierra (RSP and SDC) and San Andreas (RSP, SDC, and ED). o The student’s parent or guardian must attend the intake with the student if they are under 18 years-old (unless student meets the unaccompanied youth criteria).

7 ADMISSION REQUIREMENTS FOR DESTINATION DIPLOMA

Purpose: To support students who need credit recovery in a restrictive alternative setting that entails independent, computer-based learning.

What is Destination Diploma?  Self-paced, individualized, computer-based.  AM and PM sessions.  Credit recovery and/or initial credits.  It does not meet A-G requirements.  Students work 100% independently on a computer.  It is reading-based.  Four (4) hours of work with no passing period nor lunch break.  Openings in the program will be filled on a first-come-first-serve basis on the day of orientation.

Student Criteria: o Required Forms: o School staff must complete an Alternative School Placement Application. o Destination Diploma Orientation Paperwork o 18 years-old and older (5th year seniors or 4th year seniors) o STAR reading test – 8th grade GE (Grade Equivalent) in reading comprehension or relevant test results o EL level: Early Advanced or above o Special Education Program Specialist for Secondary Education must clear all Special Education referrals. o 5th year students: must have at least 140 credits, are under 20 years old, and must have previously attended a SBCUSD school. o Students are required to attend a scheduled orientation (1.5 hours) before enrollment.

Procedure: 1. Print the 2 required forms and the map. 2. Fill out the two forms completely. 3. Email/fax a copy of the “Alternative School Placement Application” only. Attention: Gregory Hans, School Counselor 4. Give the forms (including map) to the student/parent to bring to the orientation. 5. Students who do not bring required forms will be returned to their school of attendance to reschedule their intake appointment.

The Alternative School Placement Application and Orientation Referral forms are necessary for the student to be admitted to the meeting. *Parents will check into DD office located in Room H-1 in back of San Andreas no earlier than 8:00 a.m. (Park in the SAHS parking lot).

ENROLLMENT PAPERWORK: To be completed at 8:00 a.m.

ORIENTATION: Starts promptly at 8:30 a.m. Anyone who is tardy may be referred to the next intake. Students who are eligible will be contacted that same week. All students are expected to attend their home school until they are given a start date. Most students start the following day.

TRANSPORTATION: (i.e. City Bus pass) is not provided to or from Destination Diploma Orientation. Please make sure this will not be an issue for student. Once accepted and given a spot, daily attendance is mandatory. Students will be provided with Omnitrans bus pass provided the minimum attendance requirement of 80% is maintained.

ADMISSION REQUIREMENTS FOR ALTERNATIVE LEARNING CENTER (LONG-TERM & SHORT-TERM INDEPENDENT STUDY)

LONG-TERM INDEPENDENT STUDY Purpose: To provide long-term independent study learning for grades one through twelve.

What is Alternative Learning Center? 1st – 8th grades  Based on home school model  Teacher meets a minimum 1x/week with parent/student to assess learning (test) and to assign to be completed at home.  Parent accepts role as home school teacher.  Student is enrolled in core courses, PE and an elective  Traditional school calendar  The parent who accepts the parent/teacher role must be able to perform the required teaching assignments. 9th-12th grades  Based on a modified home school model  Teachers meet a minimum 1x/week with the student in a small group setting.  Students assessed and given assignments weekly.  Parents are encouraged to attend weekly meetings, not mandatory.  Parents are required to assist, organize, and supervise the completion of work weekly.  Parent involvement is expected.  Students are assigned six (6) or more classes in a semester. However, they only work on two (2) classes per 5 weeks. 9 SHORT-TERM INDEPENDENT STUDY

Purpose: Short-Term Independent Study is an optional alternative instructional strategy for students. It provides a means for students to achieve curriculum objectives that meet District and California State Content Standards outside the regular classroom. It is a continuously voluntary, education alternative in which no student may be required to participate.

Criteria:  Short-term Independent Study is an educational option for students who are scheduled to be absent from school for 5 to 20 days.  Students are expected to meet the same standards as those in the regular classroom achieve. Independent Study is to be equal in quality and quantity to classroom instruction and content and includes physical education.  It is a six-hour, full school day commitment each and every day the student is absent (3 hours for ½ day ), supervised and supported by the parent.  School personnel may deny the parent’s request for Independent Study if the student/parent does not demonstrate the ability or the inclination to be successful in the program or if the request for Independent Study was not submitted within the required time frame.  Students/parents who miss the Independent Study appointment or who do not complete assignments will not be granted additional opportunities to participate in Independent Study.  Students who are in the process of SART or SARB may not be granted Independent Study.

Participation in Short-Term Independent Study must include but are not limited to:  The submission of a timely request for Independent Study. Requests must be made ____ days in advance of the absence. (The school sets this time frame. Usually 1 to 2 weeks.)  A valid contract signed by all required parties (teacher, student, parent) prior to the first day of absence from school.  Have an understanding of and commitment to independent study.  Exhibit the ability and the willingness to complete the work and meet all criteria of the contract.  Have a parent/guardian who is able to support the student in all of the assigned educational activities.  Will be absent from school for five (5) or more consecutive school days and twenty (20) or less consecutive school days.

Acceptable reasons for requesting Short-Term Independent Study may include:  Short term, extended illness (Students with temporary disabilities should not be enrolled in Independent Study, but should be referred to the Home and Hospital program.)  Family emergencies  Funeral  Religious purposes  Vacation or travel  Contagious disease

Additional Important Information:  Students, who qualify for Special Education, may enroll in Independent Study only if their individualized education program (IEP) specifically designates Independent Study as the most appropriate placement for the student’s education. A special review IEP is held to accommodate this request and specific verbiage is included in the IEP to document and allow for the specific dates of independent study.

10  As the student is absent from school, Independent Study does not count toward perfect attendance. However, it does allow the parent and student to ensure that the absence from school has a minimal negative effect on the child’s overall education.

 It is noted that Independent Study is not required by Education Code and is offered only when all conditions for participation are met in a timely manner.

 If Short Term, Independent Study is to be offered to a student, the school (teacher, parent, and student) must meet prior to the absence to complete the PPS 80 E paperwork. The first two pages are completed prior to the absence. The teacher completes Page 3 after the student returns and the parent submits the schoolwork on the assigned date.

 Attendance personnel document an H (days not credited) in AERIES during the period that the student is absent from school. All independent study paperwork, teacher assignments, and student work samples are submitted to Robyn Eberhardt at the ALC (within five days of the absence). After review, the school will be notified if the Short Term, Independent Study code will remain an H (days not credited) in AERIES or if the code can be changed to F (days credited). The school is required to keep a copy of the Short Term, Independent Study contract on file in the attendance office. Short-term forms available in English and Spanish.

11 ADMISSION REQUIREMENTS FOR COMMUNITY DAY SCHOOL (CDS)

Purpose: To provide intensive behavior modification with the goal of developing the student’s pro-social behaviors and successfully return the student to a general education setting.

What is the Community Day School setting?  Grades 2nd through 8th.  Smaller learning environment with a maximum class size of 15-18 students with 2 adults (1 teacher; 1 instructional assistant).  It is a restricted environment.  Elementary school (2nd-6th) Monday – Friday 8:30 a.m. – 3:20 p.m.  Middle School (7th – 8th) Monday - Friday 8:20 a.m. – 3:10 p.m.  Common core state standards are implemented within instruction.  Intensive academic interventions are provided.

Student Criteria:  Services grades 2nd through 8th.  There are two ways for students to be placed. They are: o The Process (through Youth Services) OR o The Referral Process . Evidence of Tier 1 and Tier 2 student interventions must have been documented through the SST process of the MTSS Framework. . A Student/Parent Conference must take place prior to referring student to discuss possible placement (this is a voluntary placement). This must be documented in Aeries Counselor’s Notes using “Alternative Education” code or Visitations if conducted by an administrator. . Ensure SST Online procedures are followed (see Quick Reference Guide – SST Online Procedures for sites in Appendix C) . Alternative Schools Placement Application Other Considerations:  Special Education Coordinator/Program Specialist must clear all Special Education referrals.  If social-emotional concerns are evident, a special education assessment may be necessary before placement is considered.  Once approved for CDS placement, CDS staff will contact your site with an appointment date and time. The recommending school will parent to inform family of intake meeting at CDS. Both parent and student must attend the intake meeting (1.5 hours).  To ensure enrollment has occurred, student will remain enrolled at their home school until CDS staff contacts the registrar at home school with a drop date.  Upon completion of CDS behavior modification program, students will return to their home school based on grade level. ASSESSMENT POLICY - STUDENT TRANSFERS

1. New enrollees: Receiving site is responsible for testing the student. a) Use the CAASPP Online Reporting System (ORS) -- Plan and Manage Testing function to determine the student’s status on CAASPP/SBAC tests:  ELA CAT  ELA PT  Math CAT  Math PT  CAA (Special Education students only) b) If testing is not completed, the receiving school site will test; tests are available until June 2 c) To determine the Grade 5, 8 and 10 Science test status, the test coordinator at the receiving site will need to contact the previous school.

2. SBCUSD Transfers: Site initiating the transfer is responsible for testing the student. a) Use the CAASPP Online Reporting System (ORS) -- Plan and Manage Testing function to show completion status on CAASPP/SBAC tests:  ELA CAT  ELA PT  Math CAT  Math PT  CAA b) Provide a screen shot or print out from ORS showing completion of all CAASPP/SBAC tests to the receiving school. Attach the screen shot to an email and send to receiving school. c) For the Grade 5, 8, and 10 Science test status, the transferring test coordinator will contact the receiving school to provide completion information.
