We provide a critical examination of the relevant UEFA regulation and show that its articles contradict each other and allow for an unfair formation of the play-off paths: it might happen that all conditions cannot be satisfied simultaneously and a group winner might face stronger opponents than a non-group winner from the same league despite its better performance in the UEFA Nations League. Simple and straightforward solutions for both problems are suggested. The UEFA Nations League has got off to a thrilling start; the Executive Committee has decided to introduce video assistant referees (VAR) in the 2019/20 UEFA Champions League; and Germany has been selected to host the UEFA EURO 2024. UEFA is not in the business of making changes without good reason or by diktat. All these initiatives are the result of dialogue and consultation, and all have the same end goal: the continued success and further development of European football. UEFA, its member associations, and key stakeholders in the European Club Association and the European Leagues are working together for the good of the game. Football is a team game and UEFA is a team player. Consultation underpinned the creation of the UEFA Nations League, which kicked off in September. Turkey’s ecstatic celebrations after Emre Akbaba’s late double saw them come back from 2-0 down to win against Sweden; Kosovo’s joy at their first competitive match win, against the Faroe Islands; and Spain’s victories over England and Croatia after a disappointing World Cup showed how much this competition already means to players. We show how this mechanism is connected to generating permutations and provide a backtracking algorithm to find the solution for any given sequence. The consequences of draw restrictions are investigated through the case study of the European Qualifiers for the 2022 FIFA World Cup. Fans in all three Baltic countries will be able to stream at least 60 matches played by their respective national teams and more than 1,200 matches from across Europe on Viaplay, along with world-class studio programming and commentary in local languages. Viaplay will show every major international match featuring Estonia’s sinisärgid (‘Blueshirts’), Latvia’s 11 vilki (‘11 Wolves’) and Lithuania’s rinktinė (‘national team’), including the European Qualifiers for UEFA EURO 2024, FIFA World Cup 2026 and UEFA EURO 2028. Our paper aims to present a method for quantifying the violation of strategy-proofness in the case of sports tournaments, in particular, through the example of the European Qualifiers for the 2022 FIFA World Cup. Even though that competition is known to be vulnerable to manipulation since certain teams might be interested in the success of other teams, the extent of the problem has remained unexplored until now. Based on computer simulations, the strategic behaviour of the contestants is found to have non-negligible sporting effects. While strategy-proofness cannot be guaranteed without fundamentally changing the tournament design, we can substantially mitigate this threat by adding a carefully chosen set of draw restrictions, which offers a justifiable and transparent solution to improve fairness. Sports governing bodies are encouraged to take our findings into account.
