Race, Representation and Decolonial Imaginings of Palestinian Refugee Life Temporalities of ‘Return’: Race, Representation and Decolonial Imaginings of Palestinian Refugee Life Shaira Vadasaria A DISSERTATION SUBMITTED TO THE FACULTY OF GRADUATE STUDIES IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY Graduate Program in Sociology York University Toronto, Ontario May 2018 ã Shaira Vadasaria, 2018 Abstract This dissertation examines the representational life of return and asks: how has Israeli settler-colonialism and international rights discourse come to bear on political imaginings of return for third-generation Palestinian refugees residing in the occupied West Bank? Examining this question as a genealogical inquiry, I consider what legal and aesthetic imaginings of return tell us about the historical and on-going project of race in Palestine/Israel as it coalesces under settler- colonialism, law and protracted humanitarianism. I begin by tracing the work of race across modern political Zionist thought, appeals to Israeli nationhood and the expulsion policies used to evict Palestinians during early Israeli settlement. Next, I develop a legal history of the ‘right of return’ as a land-based reparative justice imperative and consider how it became instituted through a system of protracted humanitarian governance. In so doing, I delineate the racial grammar and juridical grounds through which Palestinian personhood came to be constituted and made legible under international governance and against settler-colonial orderings of expulsion. Against this context, chapters four and five attend to some of the ways that third-generation Palestinian refugees negotiate claims to return through decolonizing cultural production. Methodologically, I draw from six-months of research in the Southern West Bank region where I worked closely with two experimental social action projects: DAAR (Decolonizing Architectural Art Residency) and Campus in Camps. I examine their architectural and story-based imaginings of return as a history of the present but also consider what these imaginings suggest about return in its afterlife. I analyze this using a range of materials including open-ended interviews with Palestinian refugees and participants in the collectives, visual, media and narrative texts, and public speeches and published works by the collectives involved. Theoretically, I draw from theories of race, settler-colonialism, affect and psychoanalysis to analyze these texts and rely on theories of representation, genealogy and discourse analysis to interpret the material. Through this work, I treat representations of return as both a racial index of Palestinian refugee subjectivity formed across settler-colonial expulsion, legal redress and humanitarian governance and a methodological directive for thinking about ontological claims to Palestinian futurity. ii Dedication To my mother, Amina, and father, Didar.     PALESTINIAN REFUGEES IN WEST BANK & GAZA STRIP https://www.unrwa.org/palestine-refugees Nearly one-third of the registered Palestine refugees, more than 1.5 million individuals, live in 58 recognized Palestine refugee camps in Jordan, Lebanon, the Syrian Arab Republic, the Gaza Strip and the West Bank, including East Jerusalem. Palestine refugees are defined as “persons whose normal place of residence was Palestine during the period 1 June 1946 to 15 May 1948, and who lost both home and means of livelihood as a result of the 1948 conflict.” UNRWA services are available to all those living in its area of operations who meet this definition, who are registered with the Agency and who need assistance. The descendants of Palestine refugee males, including adopted children, are also eligible for registration. When the Agency began operations in 1950, it was responding to the needs of about 750,000 Palestine refugees. Today, some 5 million Palestine refugees are eligible for UNRWA services. A Palestine refugee camp is defined as a plot of land placed at the disposal of UNRWA by the host government to accommodate Palestine refugees and set up facilities to cater to their needs. Areas not designated as such and are not recognized as camps. However, UNRWA also maintains schools, health centres and distribution centres in areas outside the recognized camps where Palestine refugees are concentrated, such as Yarmouk, near Damascus.     A Third "Cultural" Intifada? Written by Dasha Tanner Conflict is understood and experienced through both the head and the heart. The head translates conflict in a logical manner: statistics, dates, important people, important places, and important battles. However, logic and reason only take a person so far; the heart must compensate for the rest. What cannot be understood through books and facts must instead be communicated through truths and emotions. The Israeli- Palestinian conflict is a daily struggle of resilience now manifesting itself in a third intifada, a struggle that is emerging as a cultural movement. and Learning from the first and second intifadas, which were characterized by politics and violence, this current movement is about rebuilding homes, lives, villages, families, international and individual identities. Most importantly, it is highlighted through various art movements. Art is a way to connect with Palestinian identity, to nonviolently channel frustrations, and to individually and collectively resist the Israeli occupation of Palestine. Art is a way to cope with past trauma, almost therapeutically. Art is a nonviolent umbrella tool for action. It challenges the foundations of oppression, and power hierarchies. It is a language spoken beyond borders and boundaries. Art engages the heart, and expresses the human side of conflict. Art challenges the stifling silence. However, before understanding the specifics of a possible third “cultural” intifada in Palestine, the power of culture must first be adequately understood within the context of conflict. Then, coupled with the general emerging themes of such a resistance movement, one can finally begin to roughly sketch the outline for what exactly a “cultural” intifada would entail.

On April 14, 2021, Salah Ajarma, executive director of Lajee Center, passed away due to complications from cancer. Salah did not reach fifty years of age, but he lived many different lives. He was a fighter, a leader, a negotiator—and most recently he became a lawyer. He was a loving father, husband, son, and brother, a treasured grandson, and an incredible friend to have by one’s side. He was one of the most determined people in a community of determined people. He believed fiercely in and worked tirelessly for liberation; he also worked for a better life right now for children in his community. He secured for them dignity, excitement, travel, and a space for creativity and play at Lajee Center. He built a beautiful home for his family right in the heart of Aida Camp. Salah was born and lived his entire life in Aida Refugee Camp, though his family came from the village of Ajjur. Less than 35 kilometers away, Ajjur is located in the foothills of the Hebron mountains and was, before its depopulation in 1948, a hub for other villages in the area because of its market, schools, mosques, and shrines. Salah grew large cactuses from Ajjur on his patio, nurturing his connection to his family’s village. In the beginning of the 2000s, he and others around him had grown disenchanted with the currents of Palestinian politics.

Following the resolution, Plan Dalet, created in 1948 by Haganah, the main Zionist militia, employed violent tactics to generate fear and panic, with the aim of forcibly removing Palestinians from their homes and encouraging flight. One stark example of this was the massacre of Deir Yassin. On April 9, 1948, around 120 fighters from the Zionist paramilitary groups Irgun and Lehi attacked Deir Yassin, a Palestinian village of roughly 600 people near Jerusalem. While there are conflicting reports of the number of residents killed – ranging from 100 to over 250 – on April 13, 1948, the New York Times reported that 254 Arabs were killed at Deir Yassin.3 News of the killings sparked terror among the Palestinians and they fled from their towns and villages, making the massacre of Deir Yassin a key incident that led to the flight of the Palestinians during the Nakba.
