It was about this time last year that the whole issue became headline news. Serious issues of underfunding for teaching and infrastructure became embroiled in a vociferous political JAN CHLEBIK debate about student top-up fees. The real issue as I see it is not about costs, fees or finances. It’s all about values, self-determination and responsibility. At Imperial we are only interested in attracting the best students and staff from around the world and in developing their talent and potential. We will never change those values or lower our standards to suit the current political will. We will always admit students on merit and never on ability to pay. In that regard we are building our new scholarship fund to support those bright and able students who are less able to afford whatever fees may be in place. You can read more about this in building the connection, the insert that accompanies this issue. We have only to review the enterprise and achievements of our students and staff to prove the value of an Imperial College education. Sixty four civil engineering students created a real life construction project in only five days. Read about this on page 17. During the year, our staff have also continued to win national and international awards for excellence in their fields. Our congratulations to them all (page 37). Our challenges for Imperial are based on providing the best value for our students and staff. We have to create the conditions that will encourage them to come and work and play here. This means that refurbishment and new buildings will be a feature of our lives for years to come. The projects this work will support, however, are exciting and allow us to capitalise on our unique ability to research at the interfaces between subjects. Many of you will know about the new Tanaka Business School and College entrance on Exhibition Road. A hint of its future scale and splendour is now evident to the world. Staff and students will be working in that building next Spring and you can see a photo essay outlining its genesis on page 8. You are members of the Imperial College Association, a worldwide organisation of 80,000. The Association will keep you in touch with other alumni, staff, students and supporters and update you on College life. I encourage you to stay involved and to become lifelong partners in this network. You, as graduates of our world class institution, will make your contribution to a global society. Recent cold fusion claims: are they valid? Ludwik Kowalski Department of Mathematical Sciences Montclair State University, Upper Montclair, NJ, 07043 What is Cold Fusion? Cold fusion (CF) is a mixture of several claims that may or may not be related. Some of them belong to the realm of basic science while others belong to the area of patents. And some seem to be science fiction. From the point of view of history the CF episode, described in several books (1-7) and articles (8,9), is highly unusual. It is a situation in which the validity of research in one particular field has been officially questioned, at least in the US. According to many scientists, the cold fusion claims are in conflict with basic principles of physics and chemistry. That is why most researchers are no longer interested in cold fusion. Surprisingly, however, the field still attracts a large number of investigators with excellent credentials. Once a year they meet at international conferences and publish papers, most often in conference proceedings and over the Internet (10). As a nuclear physicist, and a physics teacher, I examined some of these publications and attended one cold fusion conference (11). My goal here is to describe the main CF claims: (a) unexpected neutrons and protons, (b) unexplained excess heat, and, the most extraordinary, (c) transmutation of chemical elements. The first claim resulted from the work of a physicist, Steven Jones, who wrote about his CF work in the early 1980’s.

    The Labour Party and the Idea of Citizenship, c. 193 1-1951 ABIGAIL LOUISA BEACH University College London Thesis presented for the degree of PhD University of London June 1996 I. ABSTRACT This thesis examines the development and articulation of ideas of citizenship by the Labour Party and its sympathizers in academia and the professions. Setting this analysis within the context of key policy debates the study explores how ideas of citizenship shaped critiques of the relationships between central government and local government, voluntary groups and the individual. Present historiographical orthodoxy has skewed our understanding of Labour's attitude to society and the state, overemphasising the collectivist nature and centralising intentions of the Labour party, while underplaying other important ideological trends within the party. In particular, historical analyses which stress the party's commitment from the 1930s to achieving the transition to socialism through a strategy of planning, (of industrial development, production, investment, and so on), have generally concluded that the party based its programme on a centralised, expert-driven state, with control removed from the grasp of the ordinary people. The re-evaluation developed here questions this analysis and, fundamentally, seeks to loosen the almost overwhelming concentration on the mechanisms chosen by the Labour for the implementation of policy. It focuses instead on the discussion of ideas that lay behind these policies and points to the variety of opinions on the meaning and implications of social and economic planning that surfaced in the mid-twentieth century Labour party. In particular, it reveals considerable interest in the development of an active and participatory citizenship among socialist thinkers and politicians, themes which have hitherto largely been seen as missing elements in the ideas of the interwar and immediate postwar Labour party.

    FELIX THE NEWSPAPER OF IMPERIAL COLLEGE UNION Friday 16th May 1980 Issue No. 553 President of ICWA shocks AGM A new President was ratified at last Tuesday's ICWA AGM. Sandra O'Sullivan was the only candidate for the post of President and so won the election. However, in a speech to the meeting she said that in her opinion ICWA has failed. Sandra said that she would not get rid of ICWA but would just make it clear to the girls at IC how little ICWA does for them. Sandra said that she would not sit on any committees and this could lead to an attempt by other members of ICWA to remove her from the position. This year's President said, "It's just a bit rediculous but all the rest of the committee are very keen - we will continue anyway. It doesn't matter about the President." " Last years ICU President, Mary Attenborough, joked that she might as well stand for Chairman of the Conservative Society. (Mary is known for her political affilations to political groups other than the Conservatives and if she was elected CONSOC chairman she considered that it would be equally rediculous). Roger Stotesbury commented that Sandra The new ICWA President was the only candidate, who stood in the ICWA elections,who actually bothered to come to the meeting. Sandra O'Sullivan "It just shows that ICWA cannot survive if there is no interest," he said.
