Now, though, with the president placing a consolation call, the reality and dimensions of her defeat hit her all at once. She had let him down. She had let herself down. She had let her party down. And she had let her country down. Obama’s legacy and her dreams of the presidency lay shattered at Donald Trump’s feet. This was on her. De finder afgørende brikker i kampagnens indre organisering og strategiske linje. Ja, i selve kampagnens triste, konfliktfyldte sammenrend af mennesker og deres fokus på data og metode uden mission og formål. Holdet som ikke var et hold ”Holdet (http://www.politico.com/story/2015/04/hillary-clintons-power- players-116874)” var spækket med talenter på alle niveauer og pladser. Men det var ikke et hold, selv om Clinton netop havde visionen om det no drama Obama-lignende hold, David Plouffe havde sammensat for Obama i 2008. Der var ingen klar beslutningsstruktur. Det var et sandt kludetæppe af alt for mange af Clintons gamle venner. Et alt for sejrsikkert og dovent hold fokuserede mere på intern positionering og jobmuligheder under en ny Clintonpræsident end på det fælles mål, nemlig at få valgt en Clinton. Manglende ledelse og styring kom også til udtryk i, at Hillary Clinton gennemførte en række justeringer i kampagnestaben, men hver gang uden at fyre nogen. Andre blev blot promoveret op foran, så ingen blev degraderet. Men hvem havde så ansvar og kunne lægge linjen? Som det udtrykkes i bogen: ”The campaign was an unholy mess, fraught with tangled lines of authority, petty jealousies, distorted priorities, and no sense of greater purpose. No one was in charge, and no one had figured out how to make the campaign about something bigger than Hillary. Muscatine felt that the speech said nothing because it tried to say too much….” Det var en kampagne uden magi, energi og positiv stemning. To amerikanske journalister har derfor interviewet gud og hvermand i den forliste kampagne for at forstå, hvordan og hvorfor den var så energiforladt, at den ikke kunne sikre den perfekte kandidat præsidentposten. Forfatternes anklage om, at kampagnen var konfliktfyldt, har gjort mange af de tidligere kampagnemedarbejdere vrede. De oplevede ikke den dårlige stemning, som bogen beskriver. Flere har gået til modangreb (http://medium.com/@creynoldsnc/shattered-or- contorted-what-a-new-book-gets-wrong-about-the-clinton-campaign- 7c566a4fa786) og taget billeder på de sociale medier, som viser sammenhold og kærlighed blandt kampagnens medarbejdere. Konklusionen og kritikken i bogen er klar og spids. Rigtig mange ting gik galt. Fra starten blev Hillary Clinton beskrevet som den skudsikre kandidat. Men hun var tydeligvis den forkerte kandidat med det forkerte budskab, den forkerte metode, det forkerte hold og den forkerte ledelsesform. Altså ydre påvirkning og urimelige angreb fra henholdsvis FBI, der misbrugte hendes emailsag, russiske hackerangreb og wikileak af hendes kampagnes interne mails samt hvide, højreorienterede mænd. Specielt FBI-chefens genåbning af e-mailsagen i valgets slutfase er en afgørende forklaring for de Clintontro tilhængere. En kritik og vrede, som kun er blevet forstærket af afsløringerne omkring FBI's hemmelighedskræmmeri omkring Trumpkampagnens russiske forbindelser. Efterfølgende klagede Hillary også over en presse, der havde givet for meget plads til Hillaryhetz, en Bernie, der var blevet for længe i gamet (dog ikke ulig Clinton selv i en tidligere valgkamp…) og en Obama, der kom for sent og gav for lidt hjælp til Clinton. Alt dette er uden tvivl vigtige årsager, men det udelukker ikke, at selve kampagnen spillede en afgørende rolle for det overraskende nederlag. Hillary Clinton havde ingen samlende vision eller budskab men en række slogans hvoraf to kommer som: 1) 'love trumps hate' og 2) 'stronger together'. Et tredje er 'I’m with her'. Ifølge de hackede emails fra Wikileaks var reklamebureauet bag kampagnen så usikker på hendes mission og budskab, at det kom op med ikke mindre end 84 slogans. Det stikker selv John Kerrys 13 slogans (https://en.wikipedia.org/wiki/John_Kerry_presidential_campaign,_2004) i 2004. I’m with her… but why? Den største og afgørende fejl var kandidatens tomhed. Ingen kunne eller kan forklare, hvorfor Hillary Clinton ville være præsident. Ja, ingen kunne forklare, hvad hun ville. Der var et veludviklet politikkatalog og et fremragende CV, men ingen samlet ide eller budskab. Et politikkatalog gør ingen politisk vision – og ingen præsident. Hovedpersonen såvel som kampagnen manglede en brændende nødvendighed og mission. I stedet fokuseredes på minoriteters mærkesager og den mulige kønspolitiske sejr. Vigtige sager, javel, men ikke nok til bred mobilisering. Hun blev derfor blot et modsvar til Trump, som et mere sympatisk alternativ. Et 'love trumps hate'. Men også et mere kedeligt og elitært alternativ. Ikke et engagerende alternativ. Som det udtrykkes i bogen: “Her marching orders were to find a slogan and a message. The absence of any talk about her actual vision for the country or the reasons voters should choose her stunned some of the participants. “There was never any question, and no adviser prompted discussion of ‘why you, why now?’ ” one of them recalled….. Hillary had been running for president for almost a decade and still didn’t really have a rationale. “I would have had a reason for running,” one of her top aides said, “or I wouldn’t have run.” En manglende vision, som stod i klar kontrast til både Sanders og Trump. De ville noget med USA. Kampagnen kom aldrig til at forstå og kanalisere befolkningens følelser og aspirationer. Og uden dette bærende mål er en kampagne ingenting. For Obama var det håb. For Bernie og Trump var det opgør med de rige og hævn mod de opblæste. Hvad var det for Clinton? 'I’m with her' … but why? Og det samlende mål må det være kandidaten selv, der leverer – ikke kampagnen. Kampagen kan forfine og formulere, men ikke grundlæggende sikre missionen. Så Hillary Clinton bærer selv hovedansvaret. Lige meget hvor meget hun peger fingre, falder ansvaret tilbage på hende. Datadeterministen Hillarys kampagne skulle være datadreven, som ingen kampagne før havde været det. Obamas Victory Lab (http://www.thevictorylab.com/) skulle føres ud i sin yderste konsekvens. Årtiers snusfornuft og meningsmålinger skulle erstattes af algoritmer og big data. Socio-demografisk data blev gud. Det blev kombineret med data om alle amerikaneres sandsynlighed for 1) at stemme, 2) at stemme på Clinton og 3) at kunne overbevises. Dette kombineredes med data om forskellige emners og mediers effekt på forskellige målgrupper. Samlet set var det det perfekte, videnskabelige beslutningsgrundlag, lød analysen. Strategisk, organisatorisk og økonomisk fik det dramatiske konsekvenser for kampagnen. Den måske alvorligste konsekvens var, at kampagnens mangel på mening og mål delvist blev erstattet af data.

I am the Acting Co-Director of the Office of Information Programs and Services (“IPS”) of the United States Department of State (the “Department”) and have served in this capacity since March 21, 2016. I am the Department official immediately responsible for responding to requests for records under the Freedom of Information Act (the “FOIA”), 5 U.S.C. § 552, the Privacy Act of 1974, 5 U.S.C. § 552a, and other applicable records access provisions.
