Introduction This booklet is a guide to the best birding locations in Ayrshire and Arran. It has been produced by the Ayrshire branch of the SOC with help from individuals, local organisations and authorities. It should be used in conjunction with our website (www.ayrshire-birding.org.uk) which gives extra details. Additions and corrections can be reported via the website. The defining influences on Ayrshire as an environment for birds and other wildlife are its very long coast-line (135km not counting islands), and the fact that it lies almost entirely in the rift valley between the Highland Boundary Fault and the Southern Upland Fault. Exceptions to this generally lowland character are the mountains of north Arran, our own little bit of the Highlands, and the moorlands and hills of the south and south-east fringes of the county. The mild climate has resulted in a mainly pastoral agriculture and plenty of rivers and lochs, making it good for farmland and water birds.

The purpose of this report is to advise the Joint Committee of the progress made with the road improvement programmes within the geographical boundaries of East Ayrshire and South Ayrshire for financial year 2016-2017. DETAIL 2. Prior to 1 April 2014, the Roads Maintenance Units within both authorities had the role of implementing and managing the road works programmes within the geographical areas of both authorities. 3. East Ayrshire Council’s programme for 2016/17 was approved by Cabinet on 10 February 2016. The available budgets for 2016/17 from East Ayrshire Council are £3.305m carriageways; street lighting £250k; traffic & road safety £200k; bridges £1.59m; New Cumnock Flood Work £600k; A71 Moorfield £600k; A70 Glenbuck £1.4m; and A71 Gowanbank £400k. 4. South Ayrshire Council’s programme for 2016/17 was approved by Leadership Panel on 26 April 2016. The available budgets for 2016/17 from South Ayrshire Council are £710k carriageways; street lighting £1.050m; and bridges £325k. 5. The Ayrshire Roads Alliance formally commenced on Tuesday 1 April 2014 and will deliver the programmes across the geographical areas served by East Ayrshire and South Ayrshire Councils through its combined operations unit. 6. Updated progress of programmes 2016-2017 are contained within Appendices One and Two. FINANCIAL IMPLICATIONS 7. The Ayrshire Roads Alliance will deliver the strategic and local services as stated in the Service Plan associated with Roads Operations.

    East Ayrshire Council East Ayrshire Local Plan Volume 1 Quality | Equality | Access | Partnership | Access | Equality | Quality 2 EAST AYRSHIRE LOCAL PLAN 2010 Foreword Since the adoption of the last East Ayrshire Local Plan in April 2003, there has been substantial developer interest in East Ayrshire, generated largely by improved communication links between Kilmarnock and the Glasgow conurbation through the recent upgrading of the A77 to motorway status. Increased developer interest has, in particular, been evidenced by a rapid take up and development of housing sites. In order to respond positively to increasing development demands, the Council has therefore made a conscious decision to prepare an early alteration to the local plan, to reflect changing circumstances and to provide an adequate supply of development land to meet anticipated demands to 2017 and beyond. In this regard, the Council has now produced the East Ayrshire Local Plan 2010 which fully reflects and respects the provisions of the new Ayrshire Joint Structure Plan. Production of both documents in tandem has ensured full co-ordination of strategic and local development planning in the area and will provide a strong, positive and proactive planning base for future development throughout East Ayrshire in the years to come. As with the adopted local plan 2003, this local plan aims to actively promote and enhance the economic, social and physical environment of East Ayrshire as a means of improving the quality of life of all residents of the area. The plan has been designed, in particular, to help achieve the aims and aspirations of the Council’s Community Plan, especially with regard to the improvement of opportunities and the environment.
