LUBKE ABSTRACT This report presents the results of an investigation of the ground-water resources and related geologic environment of the Huntington-Smithtown area, New York, by the U.S. Geological Survey in cooperation with the Suffolk County Board of Supervisors, the Suffolk County Water Authority, and the New York State Water Resources Commission. Fieldwork on the investi­ gation, which is part of an overall program for the continuing appraisal of the ground-water reservoir of Long Island, N.Y., was carried on between November 1957 and May 1959. The Huntington-Smithtown area contains about 153 square miles in north­ western Suffolk County, and the population in 1958 was estimated to be 153,000. The area is in north-central Long Island, which is the partly sub­ merged northeastern extension of the Atlantic Coastal Plain. The chief physiographic features, which are largely of glacial origin, include a belt of headlands and bays along the margin of Long Island Sound, the Harbor Hill end moraine, an intermorainal belt, the Ronkonkoma terminal moraine and related clusters of hills, and a south-sloping glacial outwash plain. All the larger streams, such as the Nissequogue River, Cold Spring Brook, Sunken Meadow Creek, Stony Hollow Run, and Mill Creek, are perennial and are characterized by markedly uniform flow sustained by ground-water dis­ charge. The total runoff of these streams has averaged about 11 billion gallons a year during the period of record. The climate is temperate humid with an annual average precipitation of 49 inches. Since World War II, a large growth in population has taken place in the report area, which is sub­ urban to New York City. Concurrently, many new homes have been constructed and light industries have been established. Agriculture, formerly a major activity, is on the wane with the inroads of suburban development on farmed acreage. In 1960, less than 1,800 acres was farmed. The Huntington-Smithtown area is underlain by 400 to 1,300 feet of uncon- solidated deposits of Cretaceous and Quaternary age resting upon a south­ east-sloping bedrock surface. These deposits constitute the ground-water reservoir. Three distinct aquifers have been recognized in the ground-water reservoir. These are: (1) a shallow aquifer, which mainly includes perme­ able upper Pleistocene deposits, the Magothy(?) formation, and possibly some Pliocene deposits; it lies between the water table and about 50 to 80 feet below sea level and contains water generally under unconfined conditions, Dl D2 CONTRIBUTIONS TO THE HYDROLOGY OF THE UNITED STATES (2) an intermediate aquifer, which extends from about 60 to 100 feet below sea level to 850 feet below sea level in the Pleistocene deposits and in the Magothy(?) formation and which contains water under confined conditions, (3) a deep aquifer, which is mainly composed of the Lloyd sand member of the Raritan formation and which contains water under confined conditions. In 1957, approximately 53 percent of the gross pumpage was from Pleistocene deposits, 44 percent from the Magothy(?) formation, and 3 percent from the. Lloyd sand member.. The average natural recharge to the ground-water reservoir in the Hunt- ington-Smithtown area is estimated to be 147 mgd (million gallons per day). This is equivalent to an average of about 43 percent of the average annual precipitation (49 inches) or 21 inches of water. The remainder of the pre­ cipitation is returned to the atmosphere by evapotranspiration or is lost to the sea by overland runoff. In general, ground-water supplies in substantial quantity and of good qual­ ity can be obtained from wells almost everywhere in the project area, except locally on Lloyd and Eaton Necks. Between 1932 and 1957, average with­ drawals for public supply increased from 1.5 mgd in 1932 to 8.8 mgd in 1957. In addition, about 5.9 mgd was used in 1957 for industrial, institutional, domestic, and agricultural purposes. On Lloyd and Batons Necks, potentialities for ground-water development are limited by a reduced thickness of the ground-water reservoir and the nearness of salt-water bodies, which pose the ever-present threat of contami­ nation. In this regard, Batons Neck is particularly vulnerable,

    Section II THE DEVELOPED COAST GENERAL DEVELOPMENT AND LAND USE Inventory and Analysis Development History The waterfront of Smithtown has been an important part of the Town’s development history. The Native Americans are thought to have had a settlement along the Nissequogue River and it was the Nissequogue River and the coastal resources of the area that drew Richard Smythe and the early colonists to the area. Until the mid-nineteenth century, when ships were the dominant mode of transportation, Smithtown's waterfront was more important to commerce than it is today. Vessels loaded and unloaded goods at landings near Old Dock Road, the Psychiatric Center Channel, Landing Road, Landing Avenue and Main Street. The Main Street area was especially important because it was the furthest upstream that commercial boats could go. The landing was adjacent to one of the few regionally important highways. West of the river, the highway was a toll road (Jericho Turnpike); to the east it was known as Middle Country Road. In the early 1800's, earthen mill dams and watermills were built on the Nissequogue River creating Phillips Mill Pond and New Mill Pond. Small hamlets developed around these mills. The mills at Phillips Mill Pond were within a few hundred feet of the landing at Jericho Turnpike. The close proximity of the industrial mills to the transportation interface caused this area to develop into the commercial hub of the Town. Although waterborne transportation was important to the early economy, it was probably the lack of a good harbor that caused Smithtown to be less regionally important than Huntington, Northport and Port Jefferson.

    SECTION IV THE PUBLIC COAST 133 Public Access And Recreation INVENTORY AND ANALYSIS The Smithtown waterfront area is characterized by significant open lands and waters with extensive natural and recreational resources unusual for a large suBurBan town. Smithtown Bay, the Nissequogue River, and Stony Brook HarBor comBined with a network of upland parks afford the residents of Smithtown and the region opportunities for extensive public use and enjoyment of the coast. Almost 50% of the waterfront land area is public parkland, including beaches, boating facilities, and natural parks. PuBlic access to the shoreline of the Long Island Sound is also extensive. Of the 3.3 miles of shoreline in the unincorporated area of the Town, 2.7 miles or 75% are publicly owned and accessiBle. Sunken Meadow State Park has 2.4 miles of frontage. The two Town-owned waterfront parks, the Bluff and Callahan’s Beach, have 0.3 miles of frontage on the Sound. The Town also has three beaches (Short Beach, Long Beach, and SchuBert Beach), comprising 1.5 miles of frontage in the Village of Nissequogue. Concerning the tidal portion of the Nissequogue River, 64% (five miles) of the riverbank is in public ownership. These public lands and waters provide for a wide range of public uses, including swimming, boating of all kinds, fishing and shellfishing, hiking, nature viewing and education, passive enjoyment and other active recreation. This wealth of opportunity relies on: the numerous park holdings of the town, state, and county governments; the town and state responsiBilities under the PuBlic Trust Doctrine33; stewardship of natural resources through regulations, education and volunteer activities; and the provision of commercial recreational services.

    Executive Summary Introduction Water is the single most significant resource for which Suffolk County bears responsibility. As the impact of Superstorm Sandy underscored, more than at any time in our history, we are obliged to come to terms, in every sense, with the water that surrounds us. Suffolk County’s water quality is at a tipping point. We face an alarming trend in the quality of the water our families drink, compounded by impairment of many bodies of water in which our families play. Moreover, the source of these impairments has demonstrably degraded the wetlands that serve as our last line of natural defense against storm surge. While today our drinking water generally meets quality standards, elevating levels of contaminants raise serious concern. Many of our rivers, estuaries and bays are impaired as result of eutrophication. Nitrogen, which primarily spews from residential septics and cesspools, as well as fertilizer, are the principal culprits that spur hypoxia, harmful algal blooms, diminution of sea and shellfisheries, and degradation of our protective natural infrastructure– wetlands and seagrass beds that act as wave and storm surge buffers 1 2. Sea level rise, which also contributes to marshland degradation, is projected to raise groundwater levels, increasing vulnerability to saltwater infiltration, and further compromising on-site wastewater treatment infrastructure largely composed of cesspools and septic tanks. Perhaps nowhere have we seen the impact of nitrogen pollution in more stark terms than the Great South Bay. At one time, this bay produced more than half the clams eaten in our country. However, over the past quarter-century, the clam harvest in the Great South Bay has fallen by 93 percent, destroying an entire industry which once accounted for 6,000 jobs.

ABSTRACT In 2018, an otter latrine survey was conducted to determine changes, if any, in the distribution of river otters (Lontra canadensis) on Long Island, New York, in the decade since the previous survey was completed in 2008, when the natural recolonization of the island by otters was first documented. The 2018 survey documented 77 otter latrines in 26 subwatersheds, up from 22 latrines found in seven subwatersheds in 2008. Seven of the new sites documented in 2018 were also surveyed several times in 2008, with no sign noted in 2008, providing additional evidence that Long Island’s river otter population has expanded over the decade 2008 - 2018. The 2018 survey project included hosting a series of public workshops designed to train interested volunteers to assist in the fieldwork.

    RECORD OF DECISION Smithtown Groundwater Contamination Superfund Site Smithtown Suffolk County, New York United States Environmental Protection Agency Region I1 New York, New York September 2004 DECLARATION FOR THE RECORD OF DECISION SITE NAME AND LOCATION Smithtown Groundwater Contamination Site Villages of Nissequogue, Head of the Harbor and St. James, Suffolk County, New York Superfund Identification Number: NY0002318889 STATEMENT OF BASIS AND PURPOSE This decision document presents the selected remedy for the Smithtown Groundwater Contamination Superfund Site (the Site), which was chosen in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as amended (CERCLA), and to the extent practicable, the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). This decision document explains the factual and legal basis for selecting the remedy for the Site. The New York State Department of Environmental Conservation (NYSDEC) concurs with the selected remedy. A letter of concurrence from NYSDEC is attached to this document (APPENDIX IV). The information supporting this remedial action decision is contained in the administrative record. The index for the administrative record is attached to this document (APPENDIX 111). ASSESSMENT OF THE SITE The response action selected in this Record of Decision (ROD) is necessary to protect the public health or welfare or the environment from actual or threatened releases of hazardous substances into the environment. DESCRIPTION OF THE SELECTED REMEDY The remedial action described in this document addresses contaminated groundwater at the Smithtown ~roundw'aterContamination Site. In particular, it addresses residential areas impacted by contaminated groundwater from unidentified upgradient sources. This remedial action supplements a removal action undertaken by EPA to address residential wells with chlorinated volatile organic compounds (VOCs),particularly perchloroethylene, which exceeds the federal Maximum Contaminant Levels (MCLs).
