Brooks Director, Electronic, Optics, and Systems Directorate Georgia Technical Research Institute Mr. Brooks provides leadership for the Electronics, Optics, and Systems Directorate, develops and executes strategic plans, coordinates with other executive managers, and manages budgets to accomplish the objectives of GTRI and Georgia Tech. Mr. Brooks has management and technical oversight for projects in electronic warfare, avionics integration and interoperability, C4I systems design and test, air & missile defense, and systems engineering methodologies. Mr. Brooks was responsible for development of integrated electronic warfare systems for a variety of tactical aircraft, including Special Operations, Air Mobility, and Air National Guard platforms. He was the responsible manager for more than ten major software development efforts. Mr. Brooks has extensive program engagements with the Warner Robins Air Logistics Center, USSOCOM, Air Force Research Lab, Army PEO-IEW&S, Army CECOM, and NAVAIR. He designed components of a radar warning system for the Air Force. He managed and led systems engineering for defensive avionics systems development for Air Force Special Operations Command (AFSOC) helicopters and Air Mobility Command transport aircraft. He led test and evaluation tasks for the AFSOC H-53 integrated electronic warfare suite. He led major upgrades for a widely used missile warning system. Kidd IV Deputy Assistant Secretary of the Army, Strategic Integration Mr. Richard Kidd serves as the Deputy Assistant Secretary of the Army for Strategic Integration. In this roll he leads the strategy development, resource requirements, and overall business transformation processes for the Office within the Office of the Assistant Secretary of the Army for Installations, Energy and Environment. He is also responsible for developing and monitoring performance metrics for the Army’s installation management community as well as leading a strategic effort to examine options for future Army installations. This is Mr. Kidd’s fourth assignment as a Senior Executive within the Federal Government. Previously Mr. Kidd has held Senior Executive assignments in the Department of State, the Department of Energy and the Department of the Army. Additionally, he was selected to serve on assignment to the White House, where he created and led the Federal Permitting Improvement Steering Council. Mr. Kidd graduated from the United States Military Academy in 1986 and served as an Infantry Officer in the United States Army until 1991. After receiving a Master’s Degree in Public and Private Management from Yale University, he joined the United Nations in 1993. For the next six years he held a variety of international assignments, principally in war affected regions of the world to include service in Rwanda, Bosnia, and Afghanistan. After returning to the United States, he helped to start an international non-profit organization modelling the effects of conflict upon civilian communities. Following the events of 9/11 he returned to public service where he joined the Department of State's Bureau of Political Military-Affairs in 2001. Initially he worked on Afghan policy issues before serving as a Special Assistant, Office Director and Acting Deputy Assistant Secretary. In July of 2008 he transferred to the Department of Energy's Office of Energy Efficiency and Renewable Energy where he was responsible for leading the Federal Energy Management Program (FEMP). In this position he helped to craft energy policy for Federal agencies, contributed to Presidential Executive Orders and assisted all Federal agencies in meeting statutory energy and sustainability requirements in order to promote energy security and environmental stewardship. Mr. Kidd returned to the Army as a civilian executive in October of 2010 as the Deputy Assistant Secretary for Energy and Sustainability. In this position he was responsible for the oversight and implementation of all programs and initiatives related to Energy Security and Sustainability. Mr. Kidd was selected to join the White House staff in July of 2016 where he was responsible for standing up a new Federal entity, the Federal Permitting Improvement Steering Council (FPISC). He served as that entity’s first Executive Director before once again returning to the Army in January of 2017. LTG Gwen Bingham Assistant Chief of Staff for Installation Management Lieutenant General Gwen Bingham is a native of Troy, Alabama. She graduated from Army ROTC as a Distinguished Military Graduate from the University of Alabama in August 1981 with a Bachelor of Science degree in General Business Management. She was commissioned a Second Lieutenant in the Quartermaster Corps. Lieutenant General Bingham has a Master’s degree in Administration from Central Michigan University and a Master’s degree in National Security Strategy and Resources from the National Defense University. Lieutenant General Bingham has attended numerous training schools commensurate with her rank and is the recipient of numerous military and civic awards and decorations. She has served in a myriad of staff and leadership positions throughout her career in both the Continental United States and overseas. Lieutenant General Bingham deployed in April, 2010 in support of Operations Iraqi Freedom and Enduring Freedom while serving as Special Assistant to the Commanding General, 1st Theater Sustainment Command, Camp Arifjan, Kuwait; Kabul, Afghanistan and Kandahar, Afghanistan. LTG Bingham has been a trailblazer serving as the first woman to hold numerous positions as a General Officer. They include: the Army’s 51st Quartermaster General and Commandant of the US Army Quartermaster School, Fort Lee, Virginia; the Commanding General, White Sands Missile Range, New Mexico and as Commanding General, Tank-automotive and Armaments Lifecycle Management Command, Warren, Michigan. On 30 June 2016, she was confirmed by the Senate for promotion to Lieutenant General and assignment in the Pentagon as the Army Assistant Chief of Staff, Installation Management. Mr. Michael Stehn Specialist Master Strategy & Analytics, Government & Public Services Deloitte Consulting, LLP Mr. Mike Stehn serves as the primary offering lead for Deloitte’s Federal Consulting Smart Base Team for Army, Navy, and Marine Corps projects. He delivers strategy planning, implementation plans, and drive delivery of “Smart Solutions” for DoD Installations, airfields, and ports. Mike also leads a team focused on supporting the White House Office of American Innovation for the Modernization of Federal Government’s Information Technology systems. Mike has been at Deloitte for almost three years. He regularly speaks at industry conference and leader events on security, intelligence, and smart technology issues. Prior to joining Deloitte, Mike was the President and CEO of Achilles Consulting Group, where he was delivering intelligence and security solutions to Fortune 500 companies. Prior to his consulting work, Mike served as a senior policy advisory at the Defense Intelligence Agency from 2012-2015, where he worked in DIA’s Counterintelligence Program (Operations). Mike also specialized in intelligence operational activity in South and Southeast Asia. Mike retired from the Army in 2011 after serving 21 years and reaching the rank of CW4, where he served as a Counterintelligence Agent (Technician) and Human Intelligence Warrant Officer. Mike served in numerous operational and staff positions including 1st Special Forces Group (A), 524 MI BN (Rep of Korea (multiple tours), 7th Special Forces Group (A), Support to Joint Special Operations Command, Special Agent in Charge (Ft. Irwin, CA), S2X 1/25th SBCT including deployment to Mosul, Iraq 2004-05, J2X Special Operations Command Pacific, including multiple deployments to the Philippines in support of GWOT. Mike graduated with a Bachelor’s of Science (B.S.) in Leadership Management from Excelsior College in Albany, NY. Mike was awarded numerous awards and decoration during his military career including Legion of Merit, Bronze Star, Defense Meritorious Service Medal, Master Parachutist Badge, and Combat Action Badge. Mike has also been awarded numerous foreign awards including Korean, Thai, Canadian, and Australian Airborne badges. Mr. Tyler M. O’Connor Senior Consultant Strategy & Analytics, Government & Public Services Deloitte Consulting, LLP Mr. Tyler O’Connor is a Senior Consultant in Deloitte’s Government and Public Services sector.     BIOGRAPHY General Carter F. Ham, U.S. Army, Retired General Ham is the president and chief executive officer of the Association of the United States Army. He is an experienced leader who has led at every level from platoon to geographic combatant command. He is also a member of a very small group of Army senior leaders who have risen from private to four-star general. General Ham served as an enlisted infantryman in the 82nd Airborne Division before attending John Carroll University in Cleveland, Ohio. Graduating in 1976 as a distinguished military graduate, his service has taken him to Italy, Germany, Kuwait, Saudi Arabia, Macedonia, Qatar, Iraq and, uniquely among Army leaders, to over 40 African countries in addition to a number of diverse assignments within the United States. He commanded the First Infantry Division, the legendary Big Red One, before assuming duties as director for operations on the Joint Staff at the Pentagon where he oversaw all global operations. His first four-star command was as commanding general, U.S. Army Europe. Then in 2011, he became just the second commander of United States Africa Command where he led all U.S. military activities on the African continent ranging from combat operations in Libya to hostage rescue operations in Somalia as well as training and security assistance activities across 54 complex and diverse African nations. General Ham retired in June of 2013 after nearly 38 years of service. Immediately prior to joining the staff at AUSA, he served as the chairman of the National Commission on the Future of the Army, an eight-member panel tasked by the Congress with making recommendations on the size, force structure and capabilities of the Total Army.

    General Dennis L. Via COMMANDING GENERAL General Dennis L. Via assumed duties as the 18th Commander of the U.S. Army Materiel Command (AMC) August 7, 2012. AMC is the Army's premier provider of materiel readiness to ensure dominant land force capability for the U.S. Warfighter and our allies. General Via’s prior assignment was as AMC’s Deputy Commanding General.
