Overview This report was initiated following the award of a small grant by the Coleg Cymraeg Cenedlaethol to Dr Simon Brooks, Associate Professor in the School of Management at Swansea University, to scrutinise policy on second homes in Wales and Cornwall. The original aim was to prepare a brief report focussing on the comparison between public policy solutions based on taxation policy (Wales) and planning policy (Cornwall).     GWYNEDD COUNCIL STANDARDS COMMITTEE ANNUAL REPORT 2010/11 Foreword by the Chairman John P Pollard Chairman of Gwynedd Council’s Standards Committee 1 Foreword by the Monitoring Officer Ensuring high standards of conduct amongst those who hold public office is essential to earning and maintaining the public’s trust in the activities of public life. To this end, a strong and active Standards Committee has a key role to play. This annual report presents the valuable work that Gwynedd’s Standards Committee carries out to support the ethical framework and to promote high standards of conduct amongst county councillors and town and community councillors. During the past year the Committee has built on the work programme it established in 2010, looking at its own procedures, procedures that were put to the test when the committee held its first hearing of a case against a councillor. The Committee also developed training on the code of conduct, which will be essential in the coming year as local authorities look forward to elections and possible changes in their membership. It’s also probable that we will see changes to the membership of the Standards Committee in the next few months as a result of the election and the fact that some members are nearing the end of their term on the Committee. I would like to take this opportunity to recognize the commendable contribution of the Chairman and the members of the committee, some of whom have served for nearly 10 years. The Committee has a strong foundation and can look forward to carrying out its statutory duties over the years to come.

Apologies: Pat Jones, Sarah Riley, Sian Gwenllian 2.0 DECLARATION OF INTEREST George Smith declared an interest in item 9.1. 3.0 MINUTES The minutes for March and April were presented. The minutes were accepted as correct with small amendment to item 12.1 (March) it should read Mantell Gwynedd and not Cyngor Gwynedd. CLERK 4.0 MATTERS ARISING 4.1 Referendum – although a short discussion was held in regard to this item it was decided that the item would receive further discussion when Councillor Sian Gwenllian was present. The motion was proposed and seconded by Councillors Iestyn Harris and Daniel Williams. CLERC 4.2 Glan y Môr – the Clerk stated that a site visit is to be held at the end of May when Councillor Sian Gwenllian can be present. However Gwynedd Council had forwarded some details in regard to erecting some bollard on the green in front of Garddfon. The plans were discussed but the Councillors were not in favour or erecting small bollards as the ones already on site as people in the past had tripped over them.
