    The Broadsheet Newsletter of the New Mexico Press Women September 2013 From the Desk of the President Cheryl Fallstead It’s hard to believe that summer is coming to an end already — which means it’s time for us to start planning the 2014 NMPW conference. It seems as though we were just with you in Albuquerque! This time the Las Cruces Press Women will be hosting the conference, and they are looking at a variety of options for a location, including Ruidoso and other places we haven’t visited recently. The board is also considering reducing the number of workshops, perhaps starting the day with the Zia Awards Luncheon, hosting two workshops, then wrapping up with a celebration of our award winners and honoring our Communicator of Achievement. A Sunday morning post-conference optional tour may be offered as well. Speaking of CoA, it is not too early to start thinking of someone you would like to nominate for our highest award! The nominee must have been a member of NMPW and NFPW for at least the last two years. The judging criteria is based 60 percent on professional achievement, 20 percent on community service and 20 percent on NFPW and affiliate service. Surely you know someone who meets these criteria and deserves to be honored! Anyone may nominate a member to be the CoA. Nomination information is on the NFPW website. NMPW will select one of the nominees to move forward to the NFPW competition. Along with several other NMPW members, I recently attended the NFPW conference in Salt Lake City, Utah.

Bechtel, Jr. Foundation Appendix A: A Narrative History of the Redistricting Reform Measures California’s modern history with redistricting began with a stalemate between Republican Governor Ronald Reagan and the Democrats in the state legislature over the 1970s districts. The stalemate threw the process into the courts, who promptly appointed a commission of retired judges called “Special Masters” to draw the lines in the legislature’s place. Democrats were wary of the Special Masters’ plans, but generally did well under those plans in the ensuing decade, and Republicans also seemed content with the outcome. But in the ensuing decades, Democrats became the clear majority party in the legislature and had no interest in abandoning control, while in future fights Republicans did as well or better when the courts drew the lines. In this way, the involvement of judges in the redistricting process—and even the notion of a commission of any kind—became tainted with partisan implications, at least in the minds of the political class. In the decades to come, the perspective on a commission or any judicial involvement in a redistricting process became a fairly effective shorthand for Democratic and Republican opinions of the process. By the time of the next redistricting, Democrats in the legislature faced a Democratic governor, Jerry Brown.

Bechtel, Jr. Foundation Summary In recent years, California has enacted a series of important political reforms to improve the policymaking process in Sacramento. Two in particular have received by far the most attention: a radically open “top-two” primary system, and an independent citizen commission that draws congressional and state legislative districts. These reforms are ambitiously experimental, often pushing the boundaries of what has been attempted before and could be adopted by other states. They also provide useful test cases for understanding how policymakers can most effectively shepherd change through the political system: each suffered at least one failed attempt before it was successful. This report identifies factors that contributed to these failures, and successes, listed below. Ultimately, we see that the coalitions policymakers build—and the tools available to them for fighting or promoting reform— are the most important pieces of the puzzle. There is little evidence that California voters radically changed their views of Sacramento politics in a way that contributed directly to reform success. In fact, polls suggest that voters who were more negative about Sacramento were actually less likely to support reform. This is not to suggest that voters were happy with the status quo, but rather that changes in happiness do not offer a promising explanation for reform success. The reforms’ content may have had an effect. Voters generally preferred a redistricting panel of average citizens to one of judges or legislators—the exact structure of the reform the state finally adopted.

Stem cells are used by scientists to study the growth and differentiation of individual cells into tissues. This work may provide insights into the causes of birth defects, genetic abnormalities, and other disease states, as well as potential treatments. The research is controversial, in the opinion of some, because the stem cells are located within the embryo and the process of removing them destroys the embryo. Some have argued that stem cell research should be limited to adult stem cells obtained from tissues such as bone marrow or umbilical cord blood because they believe the derivation of stem cells from embryos is ethically unacceptable. Other scientists believe that adult stem cells should not be the sole target of research because of important scientific and technical limitations. Due to the controversy, federal policy has limited federal funding for research on embryonic stem cells. In response, many states are moving forward with their own initiatives to encourage or provide funding for stem cell research in order to remain competitive and prevent the relocation of scientists and biotechnology firms to other states or overseas. However, without the central direction and coordinated research approach that the federal government can provide, many are concerned that the states’ actions will result in duplication of research efforts among the states, a possible lack of oversight for ethical concerns, and ultimately a loss of U.S.

McClatchy wants to formally reiterate our opposition to the proposed Negotiated Service Agreement (“NSA”) between the United States Postal Service (“USPS”) and Valassis Direct Mail, Inc. (“Valassis”) and further illustrate the irreparable harm the agreement could have on McClatchy, the USPS and the communities we collectively serve. Valassis is one of McClatchy’s largest competitors with operations in most of McClatchy’s 29 U.S. markets. Valassis not only competes with McClatchy in the direct mail business, but also impacts the demand for the distribution of preprinted advertising inserts delivered within our newspapers, one of McClatchy’s major revenue sources as indicated below. The proposed discounted rate to Valassis is not only unfair, it could upend the competitive landscape in our markets in favor of Valassis, potentially dealing McClatchy’s operations a serious blow and impacting our ability to serve our communities with high quality news and information.
