Finally, my grateful thanks and appreciation to all who have contributed to this work, may Almighty God bless you mightily. vi ABSTRACT AND KEY TERMS This study examines the ways in which the phenomenon of climate change is affecting the people, indigenous culture, and environment of the Micronesian island nation of Kiribati, in the South Pacific. Even though climate change impact is a global issue, this study focusses on the mission of the Kiribati Uniting Church in Kiribati in the context of global warming and sea level rise. It utilised the emerging indigenous missional concept of coconut tree theology to interface with the realities of climate change within the context of Kiribati. A missiological lens is therefore employed to interrogate the relevance of the ministerial formation curriculum at Tangintebu Theological College that is used to equip local ministerial students of the Kiribati Uniting Church and how they can respond to the life-threatening challenges of climate change. The study argues that when the church fails in its mission in developing a proactive and indigenously-informed approach to addressing environmental issues, then the fullness of life that is embedded within its missio-ecclesial identity and vocation that is bequeath by Jesus (John 10:10) will not be realised. In the context of climate change where people’s future on this planet is being negatively compromised, Christians, especially within the vast Pacific Region,1 must focus more on developing a theology of creation to respond to the contemporary environment threats to life rather than giving a very narrow evangelising focus to classical theological themes such as sin, redemption and judgment. Serious attention must therefore be given to addressing the wider environmental concerns, and to developing a vision of justice and human equality that needs to be embedded, in the wider theological educational curriculum (Conradie, 2009:42-43). The significance of this study is that it brings into conversation indigenous knowledge perspectives that have evolved through an emerging coconut tree missional and the 1 Pacific is a foreign prescribed name and not one given by the local people. According to the National Oceanic Service, the term Pacific was coined by Portuguese navigator Ferdinan Magellan who in 1519 on a journey across the Atlantic Ocean seeking a western route to the Spice Island via South America came across the ocean and its calm and peaceful nature, leading him to designate the name (National Ocean Service 2017). vii local narratives of the Kiribati people through a qualitative study which included questionnaires, in-depth interviews, observation and a collection of songs in which indigenous express their eco-relationality and interpretation of the environmental challenges of climate change. This study therefore necessitated an in-depth examination of the role that the church and the Tangintebu Theological College plays in equipping clergy leadership to respond to environmental and human challenges of climate change, and the extent to which the environmental and ecological issues are integrated into the development of the overall theological curriculum (PCC Report, 2007:107-108). This high-level exchange will be followed up with the third Summit meeting of the Forum for India-Pacific Islands Cooperation (FIPIC), which is scheduled to be held in the first half of 2020. December 2020 Abstract The effects of climate change are being felt globally, but especially by Pacific Island Countries (PICs) that face challenges of rising sea levels, salt-water inundation, and more extreme weather events. Conversation about climate change in this region has turned to adaptation methods, including the idea of climate change-induced migration. The discourse of ‘climate refugees’ has emerged, suggesting potential for large numbers of international migrants as PICs become uninhabitable due to climate change. As a low-lying atoll nation, the Republic of Kiribati has been placed at the forefront of this issue as an example of a state that may become uninhabitable in the future. However, notions of climate migration are complex and contested, raising a number of questions around the dominance of Western knowledge, power and discourses in climate change issues, as well as issues Justice and responsibility that arise from entire nations becoming uninhabitable. This thesis aims to explore the ongoing debate over climate change migration in the Pacific region, focusing on representations of Kiribati, the implications of these representations for the responses of Kiribati and New Zealand organisations to climate change, and what role New Zealand Government and Non- governmental Organisation (NGOs) have in these issues. This thesis uses a post-structural approach to complete a media discourse analysis of New Zealand and international news articles to uncover the dominant representations of Kiribati in relation to climate change migration and adaptation.

The overall objective of the Pacific Consultation was to identify specific challenges facing the Pacific region related to human mobility and natural disasters, and to develop concrete, practical, policy and programmatic outcomes in response to these challenges. The technical workshop (21–23 May) and a session with a governmental panel (24 May) brought together more than 70 representatives from 10 Pacific countries (including the Cook Islands, Fiji, Samoa, Kiribati, Nauru, New Zealand, Niue, Tuvalu, Vanuatu, and Australia), countries beyond the Pacific region, international organizations, international experts, NGOs, civil society and faith-based organizations. Participants presented the conclusions from the technical workshop in the form of an outcome document to a governmental panel on the last day of the Consultation. The outcome document contains conclusions and recommendations that require actions at community, national, regional and international levels (Chapter II.2). A summary of the panel discussion can be found in Chapter II.3. Members of the governmental panel welcomed the conclusions and expressed their commitment to bring them to a higher political level in order to enhance regional and international efforts to address the needs and challenges associated with human mobility in the context of natural disasters, as well as the effects of climate change.

    Pacific Studies Series Kiribati’s Political Economy and Capacity Development This reports the result of an investigation into the social, economic, political, and institutional factors that encourage or impede inclusive economic development in Kiribati and hamper the capacity development needed to overcome obstacles to that development. Much of the information on which this report is based was collected in discussions in South Tarawa in January and April 2007. The institutional analysis and development framework of Ostrom et al. (2001) served as the analytical framework for the investigation. This framework, which was developed by researchers from the Workshop in Political Theory and Policy Analysis at Indiana University in the United States, is an effective way to explain group behavior that influences a country’s economic development. About the Asian Development Bank ADB’s vision is an Asia and Pacific region free of poverty. Its mission is to help its developing member countries substantially reduce poverty and improve the quality of life of their people. Despite the region’s many successes, it remains home to two thirds of the world’s poor: 1.8 billion people who live on less than $2 a day, with 903 million struggling on less than $1.25 a day.
