Permanent Mission of Palau to the United Nations PRESS RELEASE FOR IMMEDIATE RELEASE October 26, 2006 THE PACIFIC TAKES A STAND ON BOTTOM TRAWLING Pacific Islands Forum Leaders Jointly Back Bottom Trawling Bans NEW YORK, NY—The Heads of State and Government of the sixteen Pacific Islands Forum (PIF) countries took an unmistakably decisive stand today against destructive bottom trawling at the thirty-sixth annual leaders meeting in Nadi, Fiji. The Nadi Declaration commits the PIF countries to advocate for prohibitions on bottom trawling and other destructive fishing practices in international waters until appropriate conservation and management measures are in place. All eyes are now on the crucial negotiations next month with distant-water countries over proposed regional fisheries management organizations for the Pacific and over a proposed United Nations moratorium on unregulated deep sea bottom trawling. "Bottom trawling is a very destructive practice which exposes our fish stocks and our biodiversity as a whole to serious risk,” said Palau’s President Tommy E. Remengesau, Jr., who first raised the issue at last year’s PIF leaders meeting. “Unregulated deep sea bottom trawling must be stopped before irreversible damage is done.” The UN Secretary-General reported recently that it is believed that bottom trawling causes 95% percent of worldwide damage to seamount ecosystems. For the deep seas, large factory trawlers raze the bottom by dragging weighted nets and beams across it to catch the fish swimming just above. Bottom trawlers tend to target areas with vulnerable coral habitat and ecosystems since deep water fish aggregate around coral-rich seamounts to feed and breed. -

My name is Sarah Ma and I am so excited to be your chair at SOCOMUN. I am currently a senior at SMCHS and this is my fourth year in MUN. Through MUN, I have gained a deeper knowledge of international politics, as well as the current issues that plague our society. This program has been a great way to meet and collaborate with other delegates while helping me hone my public speaking skills. I typically debate human rights topics; my favorites include enhanced interrogation, the legality of the death penalty, and fraudulent medicine trafficking. I have participated in the UCSD and UCSB conferences and will be traveling to Prague later this year. In my free time, I love dancing, going to the beach, doing yoga. I hope that SOCOMUN will be a fun and educational experience for all of you, and that you will be encouraged to continue with MUN! Our committee is based off of the UNODC’s mandate areas in the E4JMUN program, specifically Human Trafficking and Migrant Smuggling. We will begin substantive debate where delegates will give speeches on their solutions regarding the trafficking of child soldiers. Delegates can motion for an unmoderated caucus to discuss their solutions more in depth that will be later implemented into resolutions. It is vital that you understand your country’s policy on the topic and, of course, the topic itself! GLISPA Highlight – NYC Strategy Briefing 25 April 2013 Samoa is looking for “actionable outcomes” for the Third International Conference on Small Island Developing States to be held in Samoa in 2014 (UNSIDS 2014) stated Ambassador Heidi Schroderus-Fox the Director of the United Nations Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UNOHRLLS) during the Global Island Partnership (GLISPA) Strategy briefing on 25 April 2013. Director of UNOHRLLS Heidi Schroderus-Fox speaking Ambassador Schroderus-Fox indicated that alongside the meeting hosts Ambassador Beck of Palau and the expectations for the meeting it was for Ambassador Jumeau of Seychelles it to “forge partnerships that can have sustained long term change in lives and livelihoods of the people.” The strategy briefing, hosted by Palau and Seychelles as co-chairs of GLISPA was the first to be held in New York City and provided an opportunity to engage and get feedback from current and potential GLISPA participants on directions for the Partnership’s 2013 to 2015 Strategy. The Strategy, discussed during the annual GLISPA steering committee meeting held in Washington D.C. in late February, identifies ways to engage on specific actions to help advance our common goals on priority issues: • Successful implementation of regional island challenges and other partner commitments • Ecosystem-based adaptation and reducing the threat of invasive species o Invasive Species o Financing for EBA • Linking conservation and sustainable livelihoods to development o Blue-green growth It takes advantage of opportunities presented by upcoming forums including the UNSIDS 2014 as well as efforts towards the post 2015 agenda. -

Date ii Abstract With contemporary conflicts being fought amongst and alongside civilian populations, the likelihood of professional soldiers encountering children during military operations has increased. Legal frameworks concerning the topic of children in armed conflict are born from sociological understandings surrounding the Western concept of childhood based on the idea that children are innocent and in need of protection. Within theatres of armed conflict children can be encountered by military forces in two distinct ways; either as innocent bystanders or as security threats. However, a moral dilemma can occur when a child, who is armed and capable of a lethal attack, is encountered by an adult soldier, whose values resonate with the Western concept of childhood. -
