PRESS RELEASE National Handicapped Finance and Development Corporation (NHFDC), Department of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Social Justice & Empowerment, Government of India has organized a Regional Conference of stakeholders of NHFDC and Loan Mela for welfare of Persons with Disabilities (PwDs) on 22nd & 23rd February, 2017 at National Career Services Centre for Differently Abled (NCSC-DA – VRCH), Guwahati in North Eastern Region (NER). In the aforesaid Conference & Loan Mela following partners of NHFDC participated for shortlisting/sanction of the loan application and for skill training :- 1. National Career Services Centre for Differently Abled (NCSC-DA – VRCH), Guwahati 2. Bureau of Pharma PSUs of India (Jan Aushadhi) 3. Assam Cooperative Apex Bank, 4. Assam Gramin Vikas Bank, 5. Punjab National Bank, 6. Bank of Baroda, IDBI Bank, 7. NEDFi 8. NGO (Shishu Sarothi) etc. Apart from above, representatives of State channelizing Agencies of NHFDC & Officials of State Govt. of North Eastern States have also participated. Shri Paresh Chandra Das, ICAS, Chairman-cum-Managing Director, NHFDC briefed the objective of the organizing conference and Loan Mela to the participating Stakeholders of NHFDC and requested stakeholders to boost/speedup implementation of Self Employment Schemes of NHFDC in the North Eastern States for the benefit of PwDs.. During the Loan Mela, 400 Persons with Disabilities participated and submitted/inquired about loan application from aforesaid six partner banks of NHFDC. Out of which, 130 applications have been accepted by banks (up to 03 PM on 23.02.2017) for further processing for sanction. The banks also informed about the shortcomings in application forms to PwDs desirous of taking self-employment loan, and requested them to submit the complete application forms to the concerned banks directly after attaching the requisite documents. -

AEGAEUM JOURNAL ISSN NO: 0776-3808 Pradhan Mantri Jan Dhan Yojana as an Instrument of Financial Inclusion: A Review Subha Kumar Das Department of Commerce, Gauhati University [email protected] Abstract - Financial inclusion means the delivery of financial services at an affordable cost to all sections of the society which are disadvantaged and those who fall in the low income segments of the society. One of the main reasons of backwardness of the different sections of our society can be attributed to the lack of access to basic financial systems. The formal financial sectors have not been able to reach the poorer sections of the society especially in the villages. The Prime Minister’s Jan Dhan Yojana is a step taken forward towards the financial inclusion program and is an effort to bring the unbanked sections of our society directly under the formal banking system.This paper highlights the process through which this scheme has been implemented and to what extent it has been able to cover the targeted sections in India. This paper also tries to highlight the implications of this scheme and the challenges and issues regarding this scheme. Keywords : Financial inclusion, Pradhan Mantri Jan Dhan Yojana, formal banking system. 1. INTRODUCTION Prime Minister, Shree Narendra Modi announced the Pradhan Mantri Jan Dhan Yojana or the Prime Minister ‘Scheme for people’s wealth’- an ambitious scheme for comprehensive financial inclusion on his first Independence Day speech on 15 th August, 2014.This Mission enabled all households, urban andrural to gain easy and universal access to financialservices. The scheme is a financial inclusion scheme covering all households in the country with banking facilities, ensuring a bank account for each household. -

From the Chairman’s Desk – Down the Memory Lane... My tenure with AGVB as Chairman draws to a close after an eventful tenure of exactly 38 months. At this stage, some amount of nostalgia grips me looking back to the dreams I had at the time of joining this Bank as Chairman. Working in this State has always been an obsession to me. During my over 35 years banking career hitherto, I had the opportunity to serve in many parts of the country in various positions. But, let me admit frankly that working in Assam and more particularly with Assam Gramin Vikash Bank will be the most memorable experience, I would like to treasure throughout my life. Now, coming back to my prime objective and priority that I set within, in line with Bank’s Mission and Vision statements – • To be the top class Rural Bank of the Country, benchmarking against the best standards and practices in terms of product off ering, service level and professional integrity • To initiate intervention for economic uplift of the people of Assam through fi nancial inclusion and banking literacy, ensuring fi nance to agriculture & MSME sector and thus emerging as a strong, vibrant and socially committed ‘Mass-Class Bank’. During my tenure, with your sincere eff orts, the Bank could make remarkable progress in key parameters like- mobilization of business, profi tability, Priority sector lending, non-interest income, NPA reduction, etc. Average annual growth percentile over the position as on 30-09-2009 were as follows : • Total business was 27% • Profi tability by 26% • Non-interest income grew by 62% • Priority Sector lending increased by 70% • Net NPA reduced from 3.11% to 1.90% Above annual growth rates are undoubtedly much above the national average in the industry. -

MINUTES OF THE 13th MEETING OF THE PROJECT APPROVAL BOARD (PAB) OF RUSA HELD ON 30th July, 2018 The 13th meeting of the RUSA PAB was held on 30th July, 2018 at 03.00 hrs exclusively for North Eastern & the Himalayan States in India International Centre, under the Chairmanship of Sh. R. Subrahmanyam, Secretary Higher Education (HE) MHRD. The Joint Secretary, MHRD & National Mission Director (NMD), RUSA welcomed the members of the PAB and the participating States. At the outset, Secretary (HE) stated that the North-Eastern and Himalayan States have huge potential to improve the quality of higher education in their States. He sought inputs from those present in the meeting regarding the pertinent issues in these States which may be seen as bottlenecks/roadblocks on the path to improve quality in Higher Education Institutions (HEIs) and on the suggested remedial actions required. The States responded by stating that improving infrastructure support, quality faculty recruitment, need for change in the mindset / orientation of teachers, improvements in pedagogy, creation of research eco system are some of the key issues requiring focused attention. Language barrier, inability to generate resources by institutions, problems of connectivity (IT & transport Infrastructure) and lack of pool of trained leaders to lead institutions were also identified as some of the challenges faced by the States. After considerable deliberations and based on inputs from the representatives of the participating States, it was felt that systematic long term improvements are required for developing a lasting plan of action. It was, therefore, decided that comprehensive state wise action plan needs to be developed taking into consideration the challenges and gaps identified and a concerted plan of action be developed over the next three months with a view to improve quality of HEIs in this region. -
