ENGINEERING STATEMENT IN SUPPORT OF REQUEST FOR SPECIAL TEMPORARY AUTHORITY WCET CINCINNATI, OH Request for Special Temporary Authority The Greater Cincinnati TV Education Foundation (GCTVEF) is the licensee of WCET, located at Cincinnati, OH, which is presently authorized to operate its digital facility from a side-mounted antenna on Ch. 34 with the following parameters: Coordinates: 39° 07’ 27.0” N (NAD83) 84° 31’ 18.0” W ERP: 400.0 kW (DA) RCAMSL: 537.0m Antenna: Dielectric TFU-26DSC-R CT3 The FCC assigned Ch. 17 to WCET for its post-incentive auction facility and also scheduled it to complete construction in Phase 6 (completion date of October 18, 2019). The Ch. 34 main antenna is a coaxial slot antenna that is channel specific, and it must be replaced in order for WCET to move to Ch. 17. This change will require tower work involving the removal of the existing antenna and installation of the new antenna. In order for WCET to remain broadcasting while the existing top-mount antenna is replaced, they have installed a new broadband interim antenna which will allow WCET to operate on either its currently licensed channel (Ch. 34) or its new post-incentive auction channel (Ch. 17). NEPHI, UT 84648 SWARTZ CREEK, MI 48473 TEL: (435) 623-8601 TEL: (810)-226-0750 FAX: (435) 623-8610 Page | 1 WCET is linked with WPTD (Ch. 16 at Dayton, OH), WQCW-TV (Ch. 17 at Portsmouth, OH) and WKEF (Ch. 18 at Dayton, OH) and it cannot transition to Ch. 17 until the last date of Phase 6 (October 18, 2019). WCET has transitioned its operation over to the Ch. 34 interim facility and is operating pursuant to Part 73.1615 of the Commission’s rules. Since WCET will need to continue operating from the interim facility until the end of Phase 6, GCTVEF respectfully requests Special Temporary Authority to operate WCET with the following parameters until it can complete its transition to the new Ch. 17 main facility: Coordinates: 39° 07’ 27.0” N (NAD83) 84° 31’ 18.0” W ERP: 105.0 kW (DA) RCAMSL: 359.0m Antenna: Dielectric TFU-8WB-R C160 As can be seen in Figure 1, attached hereto, the noise-limited contour of the proposed WCET STA facility will not exceed the noise-limited contour of the licensed WCET facility in any azimuth. Environmental/RFR This report addresses only the conditions specified in 47CFR1.1307 that deal with Radio Frequency Radiation. Any other non-RFR conditions that might require the preparation of an EA are beyond the scope of this report; since the structure is existing and registered, such conditions should not be an issue requiring further consideration. The location of the proposed post-incentive auction facility is a multi-user site and it is assumed that the site is currently “in compliance” with FCC guidelines for human exposure to RFR PROVIDING COMMUNICATION SYSTEMS ENGINEERING CORPORATE OFFICE REGIONAL OFFICE 1475 NORTH 200 WEST 6197 MILLER RD. The worst case ground level RFR contributed to the site by this proposal in public areas is calculated to be 0.003398 mW/cm2, which is less than 5% of the MPE for public exposure (0.395333 mW/cm2) at Ch. 34 (590-596 MHz). The contribution to the overall RFR from the proposed facility is negligible and, therefore, the site will remain “in compliance” with FCC guidelines. GCTVEF agrees to comply with the Commission’s requirements regarding power adjustments or cessation of operation as may be necessary to ensure a compliant environment for worker access. Workers will be trained on RFR issues and encouraged to wear personal RFR monitors when on the structure. The tower base is enclosed by a locked security fence and appropriate signage warning of potential RFR hazards is posted.
