    Published in Canada by The Times of Sri Lanka Vol.9 JUNE 2011 Projected economic growth in North & East regions will be 13 per cent over five years The economy of Sri Lanka’s once war-torn Northern and Eastern provinces are set to grow by around 13 percent per annum from 2011 onwards for the next five years, according to the Governor of the Central Bank of Sri Lanka (CBSL). CBSL Governor Ajith Nivard Cabraal (inset) made these remarks in delivering the 60th Anniversary Oration of the CBSL a fortnight ago, on the topic of ‘Promoting financial inclusiveness – The experience of the past two years’. “There is a clear drive towards holistic development in the North and East to ensure that people sustain their economic achievements and translate them into a way of life. We expect that the range of investments made in these provinces will result in a growth rate of around 13 percent per annum in these provinces, from 2011 onwards for the next five years,” Cabraal said. According to the Governor, it has been encouraging to see that the Northern Province (NP) had recorded the highest nominal growth rate of 14% in 2009 ahead of all other Provinces although on a low base. The contribution to the country’s GDP by the NP increased to 3.3% in 2009 from 2.8% in 2006. The Eastern Province on the other hand recorded the second-highest nominal growth rate of all provinces, at 14% in 2009 while its contribution to the country’s GDP increased to 5.8% in 2009 from 4.9% in 2006.

GABADAGE DON HARISCHANDRA KAMAL GUNARATNE 53 Division Commander in 2009 Currently Secretary of Defence and Sri Lankan Army Reserve Force. 2 SUMMARY Sri Lanka’s new secretary of defence commanded one of the most important military divisions in the 2009 war in the Vanni when the United Nations says there are reasonable grounds to say war crimes were committed by the men under his command. It is noteworthy that though appointed to a civilian post, he received a military parade at his inauguration1 and remains in the Army’s Reserve Force2. He went on to run Sri Lanka’s most notorious army torture camp in Vavuniya for 18 months after the war at a time of mass detention. The ITJP has documented ten accounts of torture and/or sexual violence committed by soldiers against detainees in that period and this is likely the tip of the iceberg. There is no way as the camp commander he could not have known about detention there – this was not a legal detention site but contained purpose-built cells equipped for torture. Kamal Gunaratne was also in charge post-war of internally displaced people – this was the illegal detention of 282,000 Tamil civilians who survived the war in Manik Farm and other sites. He also appears to have been involved in screening IDP’s for suspected ex combatants and putting them in the government’s “rehabilitation programme” which constituted wrongful detention according to the UN3. After the war as a diplomat, Gunaratne is alleged to have been involved in a murder in the Embassy in Brazil when posted there.

We are still to know the exact number of death but we do know that 9 Islamic radicals thought of ending lives of innocent people in 3 churches and 3 hotels and had taken months to prepare for the killing. What we also know is that from 4th April Indian intelligence had sent warnings with venues, dates and even names of the assassins to Sri Lankan authorities and none of these warnings had reached the Cardinal to stop Sunday mass or the hotels to beef up security. The Government however took own precautions and decided not to attend church! There is much that the Government must answer for and simply handing Rs.1lakh as compensation cannot wipe the blood of accountability. Can we trust a government that is responsible for such negligence especially when politicians linked to these terrorists have no action taken against them primarily because of the handouts they would have been enjoying. The country was freed of 30 years of terrorism from the blood sacrifices of close to 30,000 soldiers while another similar number remain injured for life. It was the lack of political will to end LTTE that resulted in Sri Lanka suffering 30 years of terror and all citizens are now asking the same question.
