Can I ask members and those in the public Gallery to ensure that their mobile devices are switched off. We begin today’s session No. 1, which is a public hearing and discus- sion with Mr. Brian Cowen, former Taoiseach and Minister for Finance. In doing so I’d like to welcome everyone to the public hearing of the Joint Committee of Inquiry into the Banking Crisis. Today we continue our hearings with senior members of the Government who had key roles during and after the crisis period. This morning and this afternoon we will hear from Mr. Brian Cowen, former Taoiseach and Minister for Finance. Brian Cowen was a TD for Laois- Offaly from June 1984 until February 2011. He held several senior positions in Government, and served as Minister for Finance from September 2004 until May 2008 when he succeeded Bertie Ahern as An Taoiseach. At this mornings session we will focus on Mr. Cowen’s tenure as Minister for Finance, from his appointment until the general election of 2007, and deal with matters dealing with Mr. Cowen’s tenure as Minister for Finance from 2007 until his appoint- ment as Taoiseach, this afternoon. Before I hear from the witness, I wish to advise the witness that by virtue of section 17(2) (l) of the Defamation Act 2009, witnesses are protected by absolute privilege in respect of their evidence to this committee. If you are directed by the Chairman to cease giving evidence in relation to a particular matter and you continue to do so, you are entitled thereafter only to a qualified privilege in respect of your evidence. The witness has been directed to attend this meeting of the Joint Committee of Inquiry into the Banking Crisis. You have been furnished with booklets and core documents. These are before the committee, will be relied upon in questioning and form part of the evidence of the inquiry. So with that said, if I can now ask the clerk to administer the oath to Mr. Cowen, please. The following witness was sworn in by the Clerk to the Committee: 2 JOINT COMMITTEE OF INQUIRY INTO THE BANKING CRISIS Mr. Brian Cowen, former Taoiseach and Minister for Finance. Chairman: So, again, welcome this morning, Mr. Cowen, and if I can invite you to make your opening statement to the committee, please. Mr. Brian Cowen: Good morning, Chairman, and good morning members of the commit- tee. I welcome the opportunity to address today’s session and to assist the inquiry where I can in its deliberations. As requested by the inquiry, I have submitted two separate written state- ments relating to what you describe as themes and lines of inquiry which the committee wishes to discuss with me. The first written statement covers my tenure as Minister for Finance from September 2004 until May 2008 and the second relates to my time as Taoiseach from May 2008 to March 2011. I understand that at today’s proceedings we are discussing my period as Minister for Finance. Next week, I am to return to deal with my time as Taoiseach. These are the arrangements that you have asked me to comply with and I am happy to do so. If I may, Chairman, as this is my first appearance before the committee, I wish to make a few introduc- tory remarks? I want to say, first of all, to the Irish people, that the Government I led dealt with the fi- nancial crisis to the very best of its ability. I know the crisis brought with it difficulties and problems of all kinds to many people throughout the country and as Head of the Government I accept full and complete responsibility for my role in and our response to that crisis. I am sorry that the policies we felt necessary to put in place in responding to the financial crisis brought with it hardship and distress to many people. The human cost of dealing with this crisis, which we sought to mitigate as best we could, was the most difficult aspect of the decisions we had to make. What we did was about restoring financial stability to the country. We must learn from this difficult experience and ensure that it doesn’t happen again. This exercise, however, is not just about expressing regret or sorrow but to indicate that I will be approaching all questions in as an objective and non-defensive a manner as possible. To do otherwise would not serve the interests of this inquiry or future generations. I hope also to dispel some of the assertions which have been pushed sometimes for personal or party politi- cal reasons. I think the best contribution I can make before this inquiry is to give you and the public an insight into what our thinking was at the time and what were the factors we had to consider in making decisions. We did not have the benefit of hindsight. While there is ... there was an international context to our difficulties, there is no doubt that there were failures on the domestic front also. I hope that my engagement with you here will help people to understand the nature of the problems we faced - there’s never as much room to manoeuvre in the crisis as some would have one believe. The Government I led has had these matters examined by commissioning and publishing two reports - Regling and Watson, and Honohan. We also set up a statutory commission of investigation, chaired by Mr. Peter Nyberg. He produced another valuable and substantive contribution in the examination of the banking crisis. The Oireachtas banking inquiry is an- other important exercise in accountability. I have always intimated, since the inquiry was first mooted, that of course I will co-operate with you as you undertake your work here. In relation to the actions I took, I want to make it clear from the beginning that nothing I have to say here should be interpreted by anyone in any way as an attempt by me to pass the buck to anyone else. Mr. Nyberg makes a very prescient comment in his report with which I fully concur and subscribe to when he says: People in a position to make decisions are and must be ultimately responsible for them 3 NEXUS PHASE regardless of what advice or suggestions they have received. The higher and more influen- tial their position the greater their responsibility. It is a reality of life today that a country’s economy cannot operate without a functioning banking system. The Government’s responsibility was to try and save the economy. In doing that, we also had to have a banking system. I agree with Professor Honohan when he says in his report that the primary responsibility for this crisis rests with the banks themselves. It’s im- portant to recognise that, in the pre-crisis period, there was what turned out to be reckless lend- ing by individual banks, made worse by a bonus culture incentivising short-term gains. I also accept that the Irish and European regulatory systems failed completely to recognise the extent of the risks that could materialise and to stop the over-dependence of Irish banks on overseas wholesale funding. In terms of the bank guarantee, I believe it was the most decisive step that the Government could take on that night to deal with the problem. It was clear that we were on our own. We had one shot at it. If we did not get it right, Ireland, we were told, would be set back 25 years. We had to go with the best information available to us at the time.

The Celtic Tiger made Ireland one of the top global economies, a large shift from Ireland’s not so distant past that included events like the Famine and the Troubles. Although much of the population seemingly welcomed this rise in the economy and quickly bought into the false promises of the Celtic Tiger, the economy crashed and Ireland still faces an economic recession today. The Celtic Tiger appeared to be a much-welcomed change for Ireland for a number of reasons. Ireland has a history of suffering both under British colonial rule, but also as an independent nation.

    four Pronnsias Breathnach Ireland: the Celtic Tiger and the Black North The partition of Ireland into two separate political jurisdictions in 1922 reflected the very different economic trajectories pursued by the two parts of the island during the course of the nineteenth century. Since then, both regional economies have experienced several changes of direction in their respective development paths. For a brief period in the 1960s, similar devel- opment policies produced a pronounced movement towards convergence in the economic structures of the two regions. Since then, however, the trend has been toward renewed divergence, so that at the beginning of the 21st century the economy of the Republic of Ireland appears much more vibrant than that in Northern Ireland—a remarkable reversal of the position that obtained at the time of partition. This chapter traces the historic evolution of the two Irish economies, placing this evolution in the context of general concepts and models derived from the literature on economic development. Despite the different and varying development trajectories followed by the two economies, these tra- jectories can both be readily accommodated within a generalized core-pe- riphery development model. At the same time, there have been exceptional elements in the developmental experiences of the two economies, which have conferred unique features on each. 72 The Celtic Tiger and the Black North 73 Interpreting Ireland’s Economic Development Experience: A Theoretical Framework That both levels and forms of economic development are spatially variable, at global, national and regional scales, is self-evident.     Working Paper 16 Economic Freedom and Growth: The Case of the Celtic Tiger * BENJAMIN POWELL Abstract Ireland had low rates of economic growth prior to the 1990s and then it achieved rapid rates of economic growth, converging and passing Europe’s per capita income level. This paper traces the policies of the Irish government from the 1950s to present and relates these policies to the degree of economic freedom in Ireland. We find that as economic freedom increased, Ireland grew more rapidly. Specifically, the reforms made following Ireland’s fiscal crisis in the mid-80s, that slashed the government’s role in the economy, changed the institutional environment that entrepreneurs operate in. The government made credible commitments not to inflate or run large budget deficits, while continuing to cut tax rates following the initial reforms. We find that the “Celtic Tiger’s” growth was achieved by reducing the government’s involvement in the economy and freeing private entrepreneurs and investors to pursue their own self interest. * Benjamin Powell (M.A., George Mason University) is a Social Change Fellow at the Mercatus Center and PhD candidate in economics at George Mason University. Irish developers were not only involved in the physical construction of place(s); they were very public actors in the construction of discourses of Ireland as a place of opportunity, entrepreneurialism and success. In contrast to the relative anonymity of high-rolling financial traders, property developers were celebrated media stars. Indeed, as the property boom gathered pace, stories of past property successes arguably became an essential prerequisite for mobilizing new rounds of property investment. Developers with the 'Midas touch' were feted by the general and business media (both local and international) and courted by politicians. In this chapter we provide an account of the rise and impact of super-rich property developers in the Celtic Tiger economy. Two case studies of the changing fortunes of developers are presented which, not coincidentally, mirror the fortunes of the lrish economy.

This paper places this remarkable development in the context of long-run economic growth in Western Europe and establishes the distinctive features of Irish experience and policy. This enables an assessment of the diagnosis and policy proposals that Whitaker provided fifty years ago. The central roles in the Celtic Tiger of foreign direct investment, ICT production, and an elastic labour supply are highlighted while the importance of globalization and the abandonment of misguided autarchic policies is made clear. Introduction When Economic Development was published in 1958 there was good reason to worry both about Ireland's economic performance and its economic prospects. While most western European countries were enjoying rapid economic growth Ireland was falling well behind the leaders. With an industrial−relations structure based on strong but de-centralized collective bargaining, Ireland was not in a position to follow the corporatist path to rapid catch-up growth based on wage restraint in return for high investment which prevailed in much of Europe. As a small, inefficient, and still quite agricultural economy on the periphery, there were good reasons to fear the consequences of moves to free trade within Europe.

This is one of the most important questions in economics. When aid agencies ask us to reflect on third world poverty, the question is often posed as: why are they poor? But a historical perspective makes it clear that poverty has always been the lot of the vast majority of mankind. In fact, the real puzzle is: why are we in the West so rich? In 1400, Western European GDP per capita stood at $430 (in 1985 prices), while China's amounted to $500. By 1950, Western European output per capita had grown to $4,902, while the figure for China had actually declined slightly, to $454; the figures for Western Europe and China in 1989 were $14,413 and $2,361 respectively.1 Why did the West grow so rapidly over the last 500 years, while much of the rest of the world stagnated? And why have several countries, especially in East Asia, grown so fast over the last half- century? If we can understand these growth experiences, and identify the forces which made them possible, we will be a lot closer to understanding what it is that poor countries today must do if they are to escape from poverty.

    Foreword Joe Cleary Driving across Ireland in the summer of 2017 one might be forgiven for asking “Ireland: Crisis? What crisis?” To traverse, let us say, a rough X by taking a route northeastward from Dingle to Belfast and then south- eastward from Donegal to Wexford would be to embark on a journey from rugged coastal mountainscapes and isolated beaches over drumlin coun- try and on through the lakelands and boglands of the midlands into green rolling meadows of grassland and grainland, winding en route through a variety of villages and towns, many steeped in histories stretching back to the Middle Ages. For anyone who grew up here, to take such a drive is to notice how visibly the housing stock improved during the economic boom of the Celtic Tiger years that ran from the 1990s through to the mid- 2000s. The rural houses, many new, are larger and more imposing than they were before, and almost every major town and city expanded sig- nificantly in that period. Power Abstract Irish society continues to reel in the aftershock of the 2008 glo!al "nancial crisis, #articularly since the go$ernment socialised the massive liabilities of #rivate !anks. Sensitized to antagonistic social relations using grou# conflict theory, frame analysis and Marxian informed critique, this #aper reflects on some of the corrosive social conse*uences of the crisis. In #articular, we interrogate hegemonic discourses which scapegoat $arious targets, such as pu!lic sector workers and social welfare recipients. While scapegoating is understood anthro#ologically as the ,transference of e$il’ our sociological interest is in the transference of !lame and #rivately accumulated de!t as #art of a class #ro-ect that has ser$ed "nance capital and its re#resentatives so well. In conclusion, we suggest that Ireland ser$es as an exam#le of the #ower and dominance of the "nancial sector under late capitalism, and of the ideological means !y which its socially corrosive ends are currently facilitated.
