KATA European JUDO Championships KATA European JUDO Championships Gran Canaria 2019 — Spain COMPETITION OUTLINES KATA EUROPEAN JUDO CHAMPIONSHIPS Las Palmas 2019 - Spain WORDS OF WELCOME I am delighted to welcome you all to Gran Canaria for what promises to be a most exceptional weekend of Judo. Kata is one of the principal ways that Judo is practiced (the other being Randori). It is encouraging to witness the continued growth in interest both in the regular practice and more recent competitive elements of what is recognised as a cornerstone in the teaching of Judo’s principles and techniques. I also want to take this opportunity to thank the Royal Spanish Judo Federation, all their staff and volunteers for their tremendous efforts to ensure that this will be a memorable event. I wish all Sergey Soloveychik the participants the very best of luck and, to all spectators, a most enjoyable stay. President European Judo Union Best Wishes! Dear judo friends, I have the pleasure to extend the Royal Spanish Judo Federation’s and my personal welcome to all the guests and participants of the Kata and Veteran European Championships in Las Palmas de Gran Canaria (Canary Islands), Spain. After the organization of the World Kata and Veteran Championships in Málaga in 2014, Spain has the honour to host once more two high level European sporting events in a new Spanish city, Las Palmas de Gran Canaria. Its privileged culture and location create Juan Carlos BARCOS NAGORE a distinctive character resulting from the mix of Europe, America and Africa offering sun, President sea, historic legacy and high-level sporting events with strong vocation for hospitality Spanish Judo Federation and good quality of infrastructures. This is a great opportunity for the athletes to test themselves in a challenge that involves the best European Experts and Veteran. I take this opportunity to express my gratitude to the President of EJU Mr. Sergey Soloveychik, for the continuous support and confidence of EJU towards our Federation. My special thanks goes to all partners, sponsors and to all those who have worked hard and with great enthusiasm to organize this European Kata and Veteran Judo Championships. Finally, I would like to wish all the participants the best results and many exciting days full of Judo and fair competition. 2/16 KATA EUROPEAN JUDO CHAMPIONSHIPS Las Palmas 2019 - Spain 1. Technical Information 1.1. DATE & VENUE The Kata European Judo Championships and preliminaries of Kata European Judo Cup will be held on Saturday 20th of July 2019. The Kata Open European Judo Championships, the finals of Kata European Judo Cup, Koshiki-No-Kata European Judo Cup and the Enbu Judo European Cup will be held on Sunday 21th of July 2019. These events will be held in Las Palmas, Spain. 1.2. PARTICIPATION The competitors must be of the same nationality as the country, which enters them. Competitors who have double nationality may represent only 1 country. After having represented a country in the World Championships, in continental or regional games or in world or regional Championships, recognized by the EJU, he/she may not represent another country unless he meets the conditions set forth in the next paragraph. When a competitor changes nationality, he/she must wait 3 years before he/she can represent the new country, unless the two countries concerned (the old country and the new country) agree to authorize the change of nationality and this is approved by IJF (see IJF SOR, chapter 1.9). Important: Entry for the new country is only possible after approval of IJF! Each delegation will receive a certain quantity of free accreditations depending on the number of athletes: Couples Officials Couples Officials Couples Officials 1-2 2 3-4 3 5-6 4 7-8 5 9-10 6 11-12 7 13-14 8 15-16 9 17-18 10 19-20 11 Note: Judges should not be included in the above quota and shall receive a free accreditation. Each National Federation will be provided with additional 2 free VIP accreditations for the President and the General Secretary of the federation. KATA EUROPEAN JUDO CHAMPIONSHIPS/KATA OPEN EUROPEAN JUDO CHAMPIONSHIPS Each federation may enter up to maximum of 2 couples per each age group of Kata, totalling up to maximum of 4 couples per Kata. The competitors may only participate in one Kata. Couples can be composed of either 2 males, 2 females, or a male and a female. KATA EUROPEAN JUDO CUP (NAGE-NO-KATA, KATAME-NO-KATA, JU-NO-KATA) Each federation may enter up to maximum of 3 couples for each Kata. The competitors can participate only in one Kata. Couples can be composed of either 2 males, 2 females, or a male and a female. KOSHIKI-NO-KATA EUROPEAN JUDO CUP Each federation may enter up to maximum of 3 couples. The competitors can participate only in one Kata. Couples can be composed of either 2 males, 2 females, or a male and a female. ENBU JUDO (*JUDO SHOW) EUROPEAN CUP Each National Federation may enter up to maximum of 3 Enbu Judo teams composed of 2 to 6 participants each. *For compliance with Kodokan and IJF regulation 'Judo Show' is renamed 'Enbu Judo' 3/16 KATA EUROPEAN JUDO CHAMPIONSHIPS Las Palmas 2019 - Spain 1.3. INSCRIPTION All participants and delegates must be in possession of the valid IJF ID Card and registered for this event in the IJF Registration System (JUDOBASE): https://admin.judobase.org/ by 08th July 2019. After the deadline further registrations (late entries, replacements) are exclusively handled during accreditation according to the following rules: Late entry Replacement NO IJF Official ID Card IJF Official ID Card: YES IJF Official ID Card: YES Athletes • ENTRY NOT POSSIBLE 30€ + letter 0€ + letter • REPLACEMENT NOT Other delegates (Head of POSSIBLE 0€ + letter 0€ + letter delegation, Coaches, …) Please note: • After the inscription deadline, replacements or additions can only be made on spot during accreditation, • Persons, who are banned by their Federation, cannot be entered as late entry or replacement. • Persons without valid IJF ID Card can only be entered on spot, if IJF ID Card will be ordered until end of Accreditation. • Above mentioned late entry fee must be paid in cash on spot. For pairs inscriptions Form 2 must be completed and submitted to the organiser. Those participants who take part only in ENBU Judo European Cup should be registered in Judobase as Judoka By subscribing to the Kata European Championships all participants and delegations agree that their pictures or videos could be used for Kata promotions and as tool for education and for seminars. 1.4. AGE & GRADE KATA EUROPEAN JUDO CHAMPIONSHIPS / KATA OPEN EUROPEAN JUDO CHAMPIONSHIPS Participants are to be 18 years of age during 2019 (born in 2001 or before). They shall have a minimum of 1st Dan. Couples may be formed of either 2 males, 2 females, or a male and a female. Each Kata will be divided in 2 age categories according to the age of Tori. The age of Uke has no restrictions. Each Kata will be divided in 2 age categories according to the age of the older of the 2 participants. Age Division (Tori) Age Age From Age To YOB from YOB to Category 14 18 2005 2001 Cat 1 Nage-no-Kata 19 23 2000 1996 Cat 2 4/16 KATA EUROPEAN JUDO CHAMPIONSHIPS Las Palmas 2019 - Spain KATAME-NO-KATA & JU-NO-KATA EUROPEAN JUDO CUP Participants are to be 16 years of age during 2019 (born in 2003 or before) and 23 years of age maximum during 2019 nd (born in 1996). They shall have a minimum of 2 Kyu. Couples may be formed of either 2 males, 2 females, or a male and a female. KOSHIKI-NO-KATA EUROPEAN JUDO CUP Participants are to be 20 years of age during 2019 (born in 1999 or before) and Tori must have a minimum of 4th Dan. ENBU JUDO EUROPEAN CUP Participants are to be 16 years of age during 2019 (born in 2003 or before). They shall have a minimum of 1st Kyu. The team may be formed of males and/or females. 1.5. KATA KATA EUROPEAN JUDO CHAMPIONSHIPS/KATA OPEN EUROPEAN JUDO CHAMPIONSHIPS There will be five Kata recognized for these championships: • Nage-no-Kata • Katame-no-Kata • Ju-no-Kata • Kime-no-Kata • Kodokan Goshin-Jutsu The IJF Kata “Criteria for Kata Evaluation” will be used to judge the Kata with reference also to the official Kodokan edition of video. KATA EUROPEAN JUDO CUP There will be three Kata recognized for this European Cup: • Nage-no-Kata (first 3 groups – Te Waza, Koshi Waza, Ashi Waza); • Katame-no-Kata (first group – Katame Waza) • Ju-no-Kata (first group – Dai-Ikkyo) The IJF Kata “Criteria for Kata Evaluation” will be used to judge the Kata with reference also to the official Kodokan edition of video.

Portugal. Almost 13 years have passed since the hugely successful European Championships of 2008, an event that served to prepare European judoka for the Beijing Olympics just as these championships will now serve as a vital step towards the 2021 Tokyo Olympics. Let us also take this opportunity to thank the Portuguese Judo Federation for their hard Sergey Soloveychik work and dedication during this extraordinarily difficult COVID-19 period. We thank them President for their courage in providing an excellent platform for high level competition during these European Judo Union unprecedented times.     EUROPEAN JUDO UNION Regulations for Referees 2015 EJU REFEREE RANKING SYSTEM The new ranking system for referees starts on 1st of January 2015 and finishes on 31st of December 2015. The current ranking list will be published on the EJU homepage. The ranking will be made along all IJF events, European Judo Championships, European Judo Open and selected European Judo Cups (in 2015: EJC London/GBR, EJC Celje-Podcetrtek/SLO, EJC Sindelfingen/GER, EJC Bratislava/SVK, EJC Belgrade/SRB, EJC Helsingborg/SWE, Cadet EJC Teplice/CZE, Cadet EJC Berlin/GER, Cadet EJC Cluj-Napoca/ROU, Junior EJC La Coruna/ESP, Junior EJC Leibnitz/AUT, Junior EJC Paks/HUN and Junior EJC Wroclaw/POL): At the above mentioned tournaments referees will receive points from 1 to 10 in steps of half points (4; 4,5; 5; 5,5...). To generate the ranking of referees the points are summed up and divided by the number of attended tournaments (ranking by average points per tournament). The referee with highest average points per tournament is ranked as No 1, the referee with the second highest average points per tournament as No 2, and so forth. If several referees have the same score (equality), the referee with the higher number of events will have the higher ranking. Based on the ranking the following three groups are defined: - First group (No 1 to No 40): Referees of this group can referee at all European events - Second group (No 41 to No 150): Referees of this group can referee at European Judo Open and European Judo Cups - Third group (No 151 and higher): Referees of this group can only referee at European Judo Cups.

Overview of the study In March 2007, the European Parliament invited the European Commission to assist football bodies and organisations in improving the regulations governing sports agents 1. In July 2007, the European Commission indicated in its White Paper on Sport 2 that it would “ carry out an impact assessment to provide a clear overview of the activities of players’ agents in the EU and an evaluation of whether action at EU level is necessary, which will also analyse the different possible options ”. The European Commission’s terms of reference for this study confirm that the European Commission “ wants to have an analysis of the situation regarding sports agents in all the sports they deal with”. The aim of the study is therefore to examine the situation of sports agents in the European Union and to identify, analyse and describe the questions that their activities give rise to as well as the solutions that have already been provided by public and/or private actors, thus enabling the European Commission to assess – on the basis of the data collected, the problems identified and the analyses carried out – whether intervention is required and, if so, at what level and in what form. The study develops, for the first time, a European outlook on the issue of sports agents.
