FACILITATING NGO (TRIBAL) FOR FACILITATING IMPLEMENTATION PROCESS OF SPECIAL DEVELOPMENT COUNCIL PLAN & PROGRAMMES ALONGWITH OTHER SCHEMES IN SUNDARGARH DISTRICT

On March, 9th, 2018 the Special Development Council (SDC) has been launched for 09 tribal dominated districts in Odisha to provide focussed attention and enhance the socio economic conditions along with cultural activities of the tribal communities. The Council are formed with key objective of conservation and propagation of tribal culture, recognition of indigenous knowledge, documentation of tribal culture, tradition and practices, identification of tribal resources, organisation of exposure visit, promotion of tribal language and dialects, area specific development, interventions and other applicable activities for over all development of the tribal people. The State Government has already appointed eminent tribal leaders as Chairpersons/ Vice Chairpersons/ Members for the Council. The Chairpersons of the Body are equivalent to the rank of Minister of State. The Council formed will really help in preserving and promotion of tribal culture, art and traditions, heritage and unique identity of tribal communities with their social economic development. It would work to propagate tribal culture for retaining tribal identity, recognized and promote indigenous knowledge system of tribal, documentation of tangible and intangible tribal culture, tradition and practices.

The tribals all over the state/country particularly in the area of Sundargarh district are known for their performing arts in the form of indigenous tribal songs, music and rhythmic dance. Music and dance forms an integral part of their life and living. The dances and songs of tribals as well as the music they play with their traditional musical instruments are so vibrant and rhythmic that many foreign visitors evince interest to visit tribal pockets only to catch a glimpse of such music and dance. But with changing times, the melodious song, music and dance forms of tribal are in the process of dying out. To save guard such arts, dance, songs and music, the District Administration decided to provide all such traditional musical instruments with costumes out of SDC funds, so that the future generation may also continue the process of such valuable indigenous tribal traditions of the district. For the purpose, the district has already organized the tribal cultural programmes at Sub- Divisional and District level and the process will be continued at G.P., Block, Sub-Divisional and District level from time to time.

Further, so many freedom fighters from among tribals in Sundargarh district like Birsha Munda, Laxman Naik, Surendra Sai, Parbati Giri, Baji Rout were contributed their ideas and activities by participating actively in the forefront of freedom activities against the Britishers. Accordingly, celebration of different nature of JAYANTIS are being observed under SDC. Recently, the World Indigenous Day has also been organized in different blocks of the district under SDC.

The tribal people have extra ordinary sports talents, whose reflections are found in their culture and lifestyle also. Many players from Odisha, especially from Sundargarh district like Jerina Tirkey, Dipika Toppo, Asha Kerketta, Anita Kerketta, Lilima Minz, Deepress Ekka, Namita Toppo, Dipsan Tirkey, Birendra Lakra, Amit Rohidas, Nilam Xess, Stanly Minz etc. are among several emerging players from the tribals of Sundargarh district in hockey, who share a dream – they all want to play hockey professionally and represent India internationally just like Dilip Tirkey, Lazarus Barla, Prabodh Tirkey, Subhadra Pradhan, Jyoti Sunita Kullu, Binita Toppo, as done in the past and recent past. Padmashree Dr. Dilip Tirkey also captained the Indian Hockey Team. After all, both girls and boys at village level in Sundargarh district are making India proud. Accordingly, if they will be provided with proper shoes & shocks, dresses and other accessories with facilities, their performance will definitely get a boost.

Similarly, so many players both girls and boys from the villages are rising under football game also. It is the time to improve their talents by participating in different tournaments at GP, block, district and National level. Accordingly, if they will be provided with shoes & shocks, jersey and other facilities relating to football game, their performance will definitely improve.

For smooth organisation and observation of above activities like celebration & observation of different tribal cultural programmes and Jayantis, carrying out sports activities, distribution of tribal cultural costume and musical instrument materials at different points, conducting of awareness programmes under SDC as well as other government sponsored schemes, it is necessary to empanel the list of NGOs/ Consortium of Organisations only TRIBALS with prior experience in implementing community empowerment, awareness programmes, cultural & sports activities and other government sponsored related schemes, to be empanelled as Facilitating NGO for providing facilitation and capacity building support to the TRIBAL community organisations for the implementation of Special Development Council plan and programmes within Sundargarh district.

SUNDARGARH DISTRICT AT A GLANCE:

Sundargarh District was constituted on the 1st January, 1948, out of the two ex–States of Gangpur and Bonai, which merged with Odisha on that day. True to its name, this beautiful District of Sundargarh with about 43 percent of its total area under forest cover and numerous colourful tribes dotting its landscape and with abundant mining potential is bounded by District of on the North, Raigarh District of Chhatisgarh on the west and North West, Jharsuguda, Sambalpur and Angul Districts of Odisha on the South and South East and Singhbhum District of Jharkhand and Keonjhar District of Odisha on the east.

The Sundargarh town is the district headquarter. Geographically, the district is not a compact unit and consists of widely dissimilar tracts of expansive and fairly open, dotted with tree, clad isolated peaks, vast inaccessible forests, extensive river valleys and mountainous terrain. Broadly speaking, it is an undulating tableland of different elevations broken up by rugged hill ranges and cut up by torrential hill streams and the rivers IB and Brahmani. The general slope of the District is from north to south. Because of this undulating, hilly and sloping nature of landscape, the area is subjected to rapid runoff leading not only to soil erosion but also to scarcity of water for both agriculture and drinking purposes. Brahmani, Sankh, Koel and IB are the major rivers flowing though this District. Covering a geographical area of 9712 SQ. KMs., Sundargarh District is the second largest District of the state, accounting for 6.23 percent of its total area. Out of this total area, forests cover 4232.57 SQ. KMs., this being the second largest in the state, accounting for 8.53 percent of the state total.

Sundargarh District has 3 sub divisions, 18 Tehsils, 17 Blocks and 279 Gram Panchayats and 1779 no. of villages (includes 8 Census Towns and 9 out growths) and 04 Urban Local Bodies. Topographically, this district is located between latitude 21 degree 36’ N to 22 degree 32’ N and longitude 83 degree 32’ E to 85 degree 22’ E. The population of this District is 20,93,437, which is fifth most populous District of the state, out of which the rural population is 13,55,340 and urban population is 7,38,097 and the TRIBAL population of the district is 10,62,349, which is more than 50% of the total population. The literacy rate of the district is 73.34%.

The climate of this District is characterized by extremely hot summers and cool winters. Climate is hot & moist sub humid. Normal rainfall of the District is approximately 1230 mm, but there is a deviation in receipt of rainfall pattern which is influencing crop production.

Sundargarh is recognized as an industrial district in the map of Odisha. Steel Plant, Coal Mines, Power Plants, Fertilizer Plant, Cement factory, Ferro Vanadium Plant, Machine building factory, Glass and china clay factory and Spinning mills are some of the major industries of this District. Sundargarh occupies a prominent position in the mineral map of Odisha and is rich in iron ore, limestone, manganese, dolomite, and fire clay. Major industries are the Odisha Cements ltd, Hart Fertilizers Ltd, and Odisha Industries Ltd. The industrial town of in this District has the first government sector plant built with foreign collaboration and was the first in India to use LD oxygen technology.

TERMS OF REFERENCES (ToR)

FOR ENGAGEMENT OF FACILITATING NON-GOVERNMENTAL ORGANISAITONS (FNGO) The Collector-cum-Ex-Officio Chief Executive Officer, Special Development Council, Sundargarh on behalf of Governor of Odisha inviting Expression of Interest (hereinafter called “EoI”) in OFF-LINE mode from Non-Government Organisations(NGO)/ Consortium of Organisations only TRIBALS from Sundargarh district only with prior experience for empanelment as Facilitating NGO (FNGO) for focused activities like implementing community empowerment, awareness programmes, cultural & sports activities and other government sponsored related schemes under Special Development Council, Sundargarh.

The empanelment will be valid for a period of one year from the date of communication by SDC. The decision of the Collector, Sundargarh in this regard will be final and binding to all concerned. Interested NGOs can access and download Terms of References (ToRs) for “FNGO Empanelment under SDC” and all relevant information available on the official website of Sundargarh District “www.sundergarh.nic.in”. EoI with required documents in separate sealed cover should be submitted to the Project Administrator, ITDA, Sundargarh. A non-refundable processing fee of Rs.1000/- (Rupees One thousand only) in shape of account payee demand draft in favour of “Project Administrator, ITDA, Sundargarh” and payable at ‘Sundargarh’ should be submitted along with the EoI. The sealed envelope should be super-scribed as “Expression of Interest (EoI) for empanelment of FNGO under SDC, Sundargarh. Expression of Interest is invited from Non-Government Organisations(NGO) only TRIBALS from Sundargarh district only with prior experience in implementing community empowerment, awareness programmes, cultural & sports activities and other government sponsored related schemes along with the activities to be entrusted by the SDC from time to time. The panel will be valid for a period of one year from the date of empanelment. The decision of the Collector, Sundargarh in this regard will be final and binding to all concerned. The process for empanelment of the FNGO follows a two stage scrutiny process. First, the applicant NGO has to meet the qualifying criteria for further evaluation. The short-listed NGOs will be further assessed under additional criteria for prioritization for which they have applied for. Thereafter these shortlisted NGOS will be called for, to make a detailed presentation on their past experiences in implementation of programmes and also on their proposed action plan for this assignment.

1. SELECTION PROCESS OF FNGOs:

The selection processes of the FNGOs first follow a two stage scrutiny process. First the applied NGOs/ consortium of organisations have to meet the qualifying criteria for further evaluation. The shortlisted NGOs/ consortium of organisations will be further assessed for prioritization. The qualifying criteria and prioritization criteria for evaluation are as follows: Selected NGOs will be empanelled by SDC for one year. As and when required, the empanelled NGO will be invited to sign an agreement with the SDC to function as a Facilitating NGO (FNGO). The FNGO will sign a Memorandum of Understanding(MoU) for one year, with the concerned Collector, Sundargarh. The MoU with the FNGO may be renewed beyond one year on mutual consent subject to approval of Government of Odisha thereof. The composition of the team of experts will be indicated in the MoU.

2. QUALIFYING CRITERIA i. Registered body under the Societies Act. ii. Having minimum previous 3 years of audited statement of expenditures. iii. Previous 3 years annual report. iv. Having minimum 3 years of experience in implementing community empowerment programme, awareness programmes, cultural & sports activities and other government sponsored related schemes and programmes. v. Profile of professional staff of the organisation. vi. MoU/ agreement/ any documentary evidence of working for Govt. or special projects or Govt. undertakings for implementing community empowerment, awareness programmes, cultural & sports activities and other government sponsored related schemes and programmes. vii. Profile of the organisation including total financial outlay and third party evaluation report if any. viii. Address of field office in the applied cluster/ block. ix. Power Point presentation on minimum one no. of successful activities and programme under taken by FNGO. This shall be done on the day of opening of EoI documents. x. Only TRIBAL NGO from Sundargarh district will be given priority during selection.

3. PLEASE TAKE NOTE OF FOLLOWINGS: i. Documents (qualifying criteria) required are to be arranged sequentially, or else the application will be rejected. ii. No other format will be accepted except the attach one. iii. The letter (with your EoI), addressed to the Project Administrator, ITDA, Sundargarh along with the details of your organisation should be submitted in a sealed cover by 5th November, 2018 along with full fledged filled in information in Annexure-I & II. Delayed receipt and canvassing in any form will lead to the rejection of application.

4. HUMAN RESOURCES/ INSTITUTIONAL MODEL AT SDC-LEVEL:

The Facilitating Non-Governmental Organisation (FNGO) will engage 05 nos. of such professional and technical manpower to SDC to organise/support focus activities like awareness programmes among tribals, cultural festivals & sports activities at all level within the district, observations/ celebration of Jayantis of different tribal leaders/ freedom fighters, arrangement & supply of refreshment/ lunch/ dinner including training materials/booklets during holding of different programmes, IEC activities (display of SDC through display boards) at all SDC activity sites, providing support for T.V. spots, radio jingles, paper advertisements through I&PR Deptt. and documentary films and other documentary activities on the unique cultural aspects of the tribal communities for effective implementation, efficient monitoring and sustainability of different/any activities to be assigned by the Council. The experts to be provided by the Facilitating Non-Governmental Organisation (FNGO) will report and work under the PA, ITDA, Sundargarh cum Member Secretary, SDC. The Terms of Reference (ToR) including educational qualification, work experience, job description, honorarium and allowances of such profession and technical manpower are given below.

(I) EDUCATIONAL QUALIFICATION:

The Expert may have the following educational qualification.

a) Graduate or Post Graduate in Anthropology/ Economics/ Social work/ Sociology/ Rural Development/ Tribal Studies/ Population Studies from a recognized University/ Institute.

(II) EXPERIENCE:- (a) Must have at least one year of working experience in the field of Tribal Development/ Rural Development. (b) Should have working knowledge in computer applications (MS Office/ MS Word). (c) Should have adequate knowledge to work in multi tasking environment having skills in managing & coordinating activities in a project mode. (d) Should have skills & proficiency in writing & drafting letters in English and Odia languages.

(III) AGE LIMIT: a) The age should be between 25 to 40 years.

(IV) EACH EXPERT WILL BE REQUIRED TO ABIDE BY THE FOLLOWING TERMS & CONDITIONS.

i) The engagement of FNGO is coterminous with the programmes/ activities under SDC and its continuance of engagement is based on the appraisal of its performance by SDC against deliverables under SDC. The Expert, being employees of concerned FNGO, cannot demand employment with SDC.

ii) This engagement does not confer any right to a regular appointment at any time in the SDC or any other State Govt. Organisation relating to the contract. The engagement is purely temporary and contractual in nature and shall not invite any legal recourse now or in the future.

iii) During the tenure of engagement, the Expert shall abide by the rules and regulations of the SDC/ ITDA/ District Administration/ SSD Dept. in force.

iv) During the period of engagement in the project, he/she will be required to work and attend the duties as may be assigned by Chairman, SDC/ Collector, Sundargarh/ PA, ITDA, Sundargrh and other two PA, ITDAs, namely, Panposh and Bonai.

v) He/she shall be entitled to a maximum of 10 days of leave in a year during his/her contract, after consultation with/ with prior approval of the Chairman, SDC and PA, ITDA, Sundargarh. Any unauthorised absence shall attract proportionate deduction from the consolidated monthly remuneration.

vi) In the event of unauthorised absence beyond a period of fifteen days during the contract period or any other misconduct shall render him/her liable for immediate disengagement. The expression misconduct would mean improper/unprofessional behaviour, bad management, misbehaviour etc.

vii) The FNGO shall be held responsible for any loss sustained by the project through fraud or negligence on the part of the Expert and the loss will be realised from the FNGO.

viii) PA, ITDA shall not be liable for any compensation towards sickness and injury of the Expert during the period of the engagement.

ix) This contractual engagement can be terminated prematurely by the FNGO, or by the Expert after giving at least thirty days prior notice. x) Upon termination of the engagement of the Expert, he/she shall be liable to handover all the assets and records of the project in his / her possession to the FNGO/ SDC or any officer authorised by it.

xi) The Expert shall not take up any assignment with any other agency/ organisation during the period of the contract with FNGO for facilitation of SDC activities/ programmes in the districct.

xii) He/she shall not indulge/associate in any association/union, or involve in any litigations that would hamper the work progress of the SDC.

xiii) In case of any doubt/dispute with regard to implementation of any of the above clauses, the decision of the Collector, Sundargarh/ Chairman, SDC, Sundrgarh shall be final.

xiv) Selection and engagement of the Experts will be done by the FNGO, from among his engaged staff or open market through a competitive process.

xv) Information regarding all such engagements/appointments/continuance of manpower will be intimated in writing by Facilitating Non-Governmental Organisation to the SDC within one-month of signing of Memorandum of Understanding (MoU).

5. ROLES & RESPONSIBILITIES OF THE FACILITATING NON-GOVERNMENTAL ORGANISATIONS

a) Establishing rapport with the tribal Communities/Groups in the district.

b) Holding of awareness/sensitisation meetings / programmes on suitable development activities in consultation with the tribal villagers/ groups with prior approval of SDC, Sundargarh.

c) Generate awareness on Govt. schemes/ programmes and laws relating to tribals and sensitise them on programme components under Focused Area Development Programme under SDC & the processes there in.

d) Identification of existing tribal Dancing Groups/ Sports Teams/ Astrologers/ Medicine Man etc. along with tribal Villages/Hamlets & making an assessment of their strength and weakness with regard to strengthening and covering them under the programme and preparation of database thereof.

e) Preparation of Institution & Capacity Building Plan, indicating the types of training programmes, exposures etc. to be conducted for the tribal community and Community Based Organisations under the programme and to orient them towards them about their roles and responsibilities in local governance etc.

f) Maintain database of activities and programmes to be organized and prepare physical progress and impact reports, better practices/ success stories of such activities and programmes.

g) To Organise/Support focus activities like awareness programmes on all Government Sponsored Scheme among tribals, cultural festivals & sports activities at village, GP, Block, Sub-Divisional as well as District level, observations/ celebration of Jayantis of different tribal leaders/ freedom fighters, arrangement & supply of refreshment/ lunch/ dinner including training materials/booklets during holding of different programmes, IEC activities (display of SDC through display boards) at all SDC activity sites, providing support for T.V. spots, radio jingles, paper advertisements through I&PR Deptt. and documentary films and other documentary activities on the unique cultural aspects of the tribal communities under Special Development Council, Sundargarh, which must be completed within time schedule fixed thereby. It should be strictly adhered to for completion of all such above activities within the time lime framed by the SDC, failing which the MoU to be executed as agreed may be cancelled at any point of time within or after the agreement period. g) SDC is at liberty to increase or reduce the above activities from to time as per importance and demand from the field. g) Ensuring timely achievement of physical targets and facilitating achievement of financial targets of the programmes/ activities as per the targets set by SDC.

6. MONITORING & EVALUATION:

a) Proper documentation and record keeping of all the activities/ programmes must be carried out by the selected FNGO for audit and reference purposes.

b) Attend the review meetings conducted by the SDC as and when required.

c) Provide data and information of different programme activities to the SDC as & when required for preparation and submission of information, report and returns to different quarters.

7. PROJECT MANAGEMENT COST:

The FNGO will be paid maximum Rs.0.50 lakh per month towards 'Project Management Cost' by SDC for the period of contract inclusive of the honorarium/ remuneration/ travel allowances of 05 nos. of such professional and technical manpower to be provided to SDC, on submission of Performance Appraisal Report along with Absentee Statement every month. The total payment will be released directly to their Bank Account as per the Memorandum of Understanding (MoU) to be signed by SDC and the FNGO. The Experts will receive their monthly remuneration only from the FNGO and not from the SDC.

(A) ADMINISTRATIVE COST: (i) The expenditure to be incurred by FNGO towards stationary articles for office management and holding of different activities/ programmes under SDC will be reimbursed by as per actual expenditure incurred for the same and on submission of supporting valid bills/ vouchers relating to the activities/ programmes.
