SUNDARGARH DISTRICT AT A GLANCE: Sundargarh District was constituted on the 1st January, 1948, out of the two ex–States of Gangpur and Bonai, which merged with Odisha on that day. True to its name, this beautiful District of Sundargarh with about 43 percent of its total area under forest cover and numerous colourful tribes dotting its landscape and with abundant mining potential is bounded by District of on the North, Raigarh District of Chhatisgarh on the west and North West, Jharsuguda, Sambalpur and Angul Districts of Odisha on the South and South East and Singhbhum District of Jharkhand and Keonjhar District of Odisha on the east.

The Sundargarh town is the district headquarter. Geographically, the district is not a compact unit and consists of widely dissimilar tracts of expansive and fairly open, dotted with tree, clad isolated peaks, vast inaccessible forests, extensive river valleys and mountainous terrain. Broadly speaking, it is an undulating tableland of different elevations broken up by rugged hill ranges and cut up by torrential hill streams and the rivers IB and Brahmani. The general slope of the District is from north to south. Because of this undulating, hilly and sloping nature of landscape, the area is subjected to rapid runoff leading not only to soil erosion but also to scarcity of water for both agriculture and drinking purposes. Brahmani, Sankh, Koel and IB are the major rivers flowing though this District. Covering a geographical area of 9712 SQ. KMs., Sundargarh District is the second largest District of the state, accounting for 6.23 percent of its total area. Out of this total area, forests cover 4232.57 SQ. KMs., this being the second largest in the state, accounting for 8.53 percent of the state total.

Sundargarh District has 3 sub divisions, 18 Tehsils, 17 Blocks and 279 Gram Panchayats and 1779 no. of villages (includes 8 Census Towns and 9 out growths) and 04 Urban Local Bodies. Topographically, this district is located between latitude 21 degree 36‟ N to 22 degree 32‟ N and longitude 83 degree 32‟ E to 85 degree 22‟ E. The population of this District is 20,93,437, which is fifth most populous District of the state, out of which the rural population is 13,55,340 and urban population is 7,38,097 and the TRIBAL population of the district is 10,62,349, which is more than 50% of the total population. The literacy rate of the district is 73.34%.

The tribals all over the state/country particularly in the area of Sundargarh are known for their performing arts in the form of indigenous tribal songs, music and rhythmic dance. Music and dance forms an integral part of their life and living. The dances and songs of tribals as well as the music they play with their traditional musical instruments are so vibrant and rhythmic that many foreign visitors evince interest to visit tribal pockets only to catch a glimpse of such music and dance. But with changing times, the melodious song, music and dance forms of tribal are in the process of dying out. The tribal people have extra ordinary sports talents, whose reflections are found in their culture and lifestyle also. Many players from Odisha, especially from Sundargarh district like Jerina Tirkey, Dipika Toppo, Asha Kerketta and Anita Kerketta are among several emerging girls from the tribals of Sundargarh district in hockey, who share a dream – they all want to play hockey professionally and represent India internationally just like Dilip Tirkey, Lazarus Barla, Subhadra Pradhan, Jyoti Sunita Kullu and Binita Toppo as done in the past. Padmashree Dr. Dilip Tirkey also captained the Indian Hockey Team. After all, both girls and boys at village level in Sundargarh district are making India proud.

Similarly, so many players both girls and boys from the villages are rising under football game also. It is the time to improve their talents by participating in different tournaments at block, district and National level. Likewise, other sports equipment under cricket, volleyball.

The climate of this District is characterized by extremely hot summers and cool winters. Climate is hot & moist sub humid. Normal rainfall of the District is approximately 1230 mm, but there is a deviation in receipt of rainfall pattern which is influencing crop production.

Sundargarh is recognized as an industrial district in the map of Odisha. Steel Plant, Coal Mines, Power Plants, Fertilizer Plant, Cement factory, Ferro Vanadium Plant, Machine building factory, Glass and china clay factory and Spinning mills are some of the major industries of this District. Sundargarh occupies a prominent position in the mineral map of Odisha and is rich in iron ore, limestone, manganese, dolomite, and fire clay. Major industries are the Odisha Cements ltd, Hart Fertilizers Ltd, and Odisha Industries Ltd. The industrial town of Rourkela in this District has the first government sector plant built with foreign collaboration and was the first in India to use LD oxygen technology.

ABOUT BIJU YUVA VAHINI:

The Odisha State Youth Policy (OSYP) 2013 was released on 7th April 2013, subsequent to which, Department of Sports and Youth Services rolled out interventions like „Integrated Youth Development Programme‟ and „Biju Yuva Sashaktikaran Yojna‟ for the comprehensive development of youth in the State. The ambitious „Active Citizenship Programme‟ under the umbrella scheme „Biju Yuva Sashaktikaran Yojna‟ was launched with a focus on promoting life skills, leadership and active citizenship among youth in educational institutions across the state. State Youth Welfare Board (SYWB), Govt. of Odisha, now intends to prioritize and scale up youth-led social action and community engagement activities envisaged under the Policy by reaching out to youths across all Panchayats and ULBs. Accordingly, a new sub scheme „Biju Yuva Vahini‟ has been designed under the ongoing flagship scheme, „Biju Yuva Sashaktikaran Yojna‟ which envisages, nurturing leadership and volunteerism, promoting culture of sports & sportsmanship, healthy living among youth, establishing vibrant youth connect platforms and engaging with the youth across the State

While the state is making policies and programs for the general population, it is felt a focused attention to youth is required to take advantage of the demographic dividend and put them at the center of the state‟s growth and development. This scheme aims to give a strategic direction and make timely interventions to enable the youth to get the best out of the changing scenario in the state and the country due to globalization, rapid technological advancement, and greater exposure to communication and information technology and emergence of India as a global economic power. The State government in partnership with other stakeholders like civil society groups, voluntary organizations and the corporate sector would extend wide range of opportunities for the constructive participation of the youth in the political, social and economic development of the state. The scheme is aimed at engaging young people, channelizing their potential, energy and enthusiasm and enabling them to become responsible citizens

The main aims & objective of the programme is to promote the holistic development of the youth of Odisha so that they realize their full potential and engage, with energy and idealism, in building a prosperous, just and caring society. Also to develop the leadership and spirit of volunteerism among Youth through social actions at Panchayats & ULBs: It further aims at channelizing the immense youth energy of the State towards the nation-building activities. It intends to promote youth for volunteering and encourage them to be a part of various social action projects and community engagement activities. The program would attempt to inculcate traits of good citizenship, develop leadership qualities, national character, comradeship and personality development among the youth. It will motivate the youth to act as focal point for dissemination of knowledge in the community and involve them in Nation building process.

It further envisages to promote Sports, art, culture and scientific temper among youth across all Panchayats/ ULBs. Sports being an integral aspect of youth development and with a view to ensure holistic development, it is important to nurture the spirit of sports among youth. The program intends to promote rural sports at grassroots level, identify and nurture the hidden talents and also inculcate habit of healthy life style among the youth. The Collector-cum-Chairperson, District Level Committee of Biju Yuva Vahini, Sundargarh on behalf of Governor of Odisha inviting Sealed Tender in OFF-LINE mode from eligible registered and interested Firms/ Manufacturers/ Suppliers/ Proprietors/ Agencies for supply of Sports Equipments of 14 different indoor & outdoor games to the registered Biju Yuva Vahinis formed at Gram Panchayats and Ward Level under Blocks and Municipalities/ Corporation respectively in the district under sub-scheme “Biju Yuva Vahini” to strengthen the rural and urban sports in the district. The Indicative list showing the nature of games followed with sports equipments having maximum price list item-wise and brands along with specifications thereof are placed at Annexure-I herewith separately. However, the exact requirement of above sports equipments may exceed or vary depending on actual requirement at the time of placing of orders/later stage. The bidders are required to quote their rate item-wise in the Financial Bid placed at Annexure-II. The check-list for submission of Technical Bid is placed at Annexure-III herewith separately. The approximate requirement of quantity item-wise having maximum rate thereof is as per the list enclosed herewith separately at Annexure-IV. The detail bid documents are available in the Sundargarh District Official website of “www.sundergarh.nic.in”.

The bid documents can be downloaded from 11.00 A.M. of Dt-02/11/2018 to 5.00 P.M. of Dt-15/11/2018. The last date and time of submission/receipt of Bid as per contract data through Registered Post/ Speed Post only is up to 5.00 PM of 15.11.2018. Bidders are required to submit Technical Bid and Financial Bid in separate envelopes enclosed in a common envelope mentioning “supply of Sports Equipment" on the cover of the envelope” addressed to “Project Director, DRDA, Sundargarh, At/Po/District-Sundargarh, PIN-770001”. The bidders are also required to submit the samples of the Sports Equipments on 16.11.2018 in DRDA, Sundargarh (Biju Yuva Vahini Cell) before the opening time of Tender i.e. by 11.00 AM, failing which their bid documents will not be taken into consideration for opening.

BACKGROUND State Youth Welfare Board (SYWB), Government of Odisha having its office at Kalinga Stadium. Bhubaneswar, Odisha - 751012, is the Nodal Agency for implementation of the sub scheme Biju Yuva Vahini. Under the Biju Yuva Vahini sub scheme, an indicative list of sports equipment and its quantity has been approved for procurement for each Biju Yuva Vahini.

PD, DRDA Sundargarh intends to procure sports equipment as per the indicative list (@ Rs.50,000/- for each BYV) for 364 no. of BYVs in the Sundargarh district. The detail list of equipment required for each BYV will be given to the successful Bidder after the completion of the tender process. The cost is inclusive of all applicable taxes, transportation cost and a kit box (all the sports equipment to be kept in a box except like Carrom Board, Kho-Kho Post etc., specification of kit box provided along with the indicative list) with printing of BYV logo on it. The upper price limit for each of the sports equipment must be within the price limit mentioned in the indicative list for each items. (inclusive of all charges etc.)

SCOPE OF WORK The bidders are required to submit sample of each sports equipment as per the specification in the indicative list given b e l o w . Bidders are required to submit the sample of the sports equipment along with price quotation or on the day of tender (before opening t i m e ) for each of the submitted sample.

The: selected bidder is required to make delivery at all Block headquarters (BDO Office) 17 (seventeen) no‟s of Block and 03 (Three) no‟s of Municipality and Rourkela Municipal Corporation of Sundargarh district within 15 days of assignment of the Order/ Contract

TECHNICAL EVALUATION CRITERIA

Bidders who fulfill all the below mentioned technical evaluation criteria will be considered eligible for complete in the financial Bid.

Note: All the documents must be self-attested by the Bidder.

The agency will be considered strictly on the basis of the quality of the sample of Sports equipment submitted by the bidders which will be evaluated by a committee)c to be constituted by District Committee for Biju Yuva Vahini of Sundargarh district. If the Technical Bid is found complete in all respect, than only financial bid will be opened, otherwise Financial Bid will be returned to the bidder without opening it.

FINANCIAL BIDS

The Financial bids of only the Bidders whose samples are selected by the Evaluation committee (Technical) will be opened. Financial Bid must be submitted as per the format at Annexure-II.

Contract shall be awarded to the firm (s) offering the lowest/net bundled price and not with reference to lowest prices quoted for the sub-items. However, if prices for each and every item are not quoted, net-bundled price offered shall not be accepted.

EARNEST MONEY DEPOSIT

As part of its Technical bid submission, the bidder would be required to submit an Earnest Money Deposit amounting to lNR Five Lakh (INR 5,00 ,000) in form of a demand draft. The demand draft should be in favour of Project Director, DRDA, Sundargarh payable at S u n d a r g a r h . The EMD of unsuccessful Bidders will he returned to them within two weeks of the selection of successful Bidder. For unsuccessful bidder the EMD will be returned upon signing of the contract and Submission of Performances Security in the form of Bank Guarantee for a value equal to 5% of the total contract value. The said Performance Security shall be valid beyond 60 days after the end of all contractual obligations on the part of the supplier including warranty obligations, if any. Any bid submitted without EMD will be rightly rejected. The Earnest Money will be forfeited because of one or more of the following reasons:

 The Bidder withdraws its Bid during the validity period as specified in Bid  The Bidder does not respond to requests for clarification of its Bid  The Bidder fails to provide the required information during the evaluation process or is found to be non-responsive or has submitted false information in support of its qualification.  In case of a Selected Bidder, the said Bidder fails to sign the Agreement in time; or does not furnish the mandatory Performance Security.  The Bidder materially alters his Bid during the Bid processing period.

BID PROCESSING FEE

As part of its Technical bid submission, the bidder would be required to submit a Bid Processing Fee amounting to INR Five Thousand (Rs 5,000/-) in form of a demand draft payable at Sundargarh. The demand draft should be in favour of Project Director, DRDA, Sundargarh payable at Sundargarh. The Bid Processing Fee is Non Refundable.

DELIVERY MECHANISM

The delivery of the sports equipment in a box (with lock and key) as per the list of each BYV shall be made by Bidder at the respective Block headquarters after finalisatiion of tender. A random quality and quantity check will be conducted at the time of each delivery. If the quantity and quality is found to be non-satisfactory, Bidder will be subjected to a penalty of up to 100% of the Order value.
