Carruthers* EXECUTIVE SUMMARY • After a tumultuous state election, Sabah is now the epicenter of an ongoing “Third Wave” of COVID-19 infections that has swept across Malaysia. • Election campaigning and clandestine cross-border movement have been causally linked by different government actors to this Third Wave, prompting the government to tighten movement control orders and migrant surveillance in Sabah. • As a recent report by the Sovereign Migrant Workers Coalition makes clear, migrant detention practices must be reformulated in response to evolving administrative, epidemiological, and ethical challenges. • Policymakers must grasp that (i) movement control, (ii) migrant care, and (iii) public health are interconnected. * Guest writer, Andrew M.     New cabinet appointments won’t rock the boat, as long as people’s health, economy under control KUALA LUMPUR, July 9 -- With new cabinet appointments, the Perikatan Nasional (PN) government looks totally committed to bringing the COVID-19 pandemic under control while ensuring the economy forges ahead despite hiccups and fragilities of the global economy, Juwai IQI chief economist Shan Saeed said. He said Malaysian exports and trade numbers are still strong. “The new appointments will follow the same economic strategy to speed up the vaccine process and to encourage more and more people get vaccinated. “In my view, with current speed and arrival of 12 million vaccines in July, we can expect 60-80 per cent of the population completing their doses by end-September, and this would be remarkable taking into account that many countries are suffering including Australia, Japan, Vietnam, and India,” he told Bernama. Malaysia’s total trade in May 2021 expanded by 48.7 per cent year-on-year to RM170.9 billion as the country’s exports and imports maintained strong double-digit growth, according to the Department of Statistics Malaysia. Exports, imports and total trade posted a growth of 47.3 per cent, 50.3 per cent, and 48.7 per cent, respectively. Malaysia, according to Shan, still performs a good job in maintaining macroeconomic stability despite facing various challenges, with Juwai IQI maintaining the country's 2021 gross domestic product growth at between three and four per cent, budget deficit at six to seven per cent, while the ringgit is expected to hover at between 3.67 and 4.10 per US dollar.

Compliance Operations Task Force • The Royal Malaysian Police (PDRM) through the Compliance Operations Task Force involved 3,101 Compliance Teams consisting of 13,541 members. • This Task Force has conducted 58,850 inspections to monitor and enforce PKPP SOP compliance. • A total of 3,509 supermarkets, 4,717 restaurants, 1,409 factories and 1,747 public / agricultural markets were inspected. • Also inspected, 3,111 places of worship and 1,293 places of leisure. • PDRM has arrested 460 individuals for violating the PKPP directive. • Of that number, a total of 440 individuals were compounded. • A total of 20 individuals were remanded. • Among the offenses of disobeying PKPP instructions include: o Physical imprisonment (167) o Do not wear face mask (159) o Failed to provide equipment / record personal details (58) o Others (76) • Task Force will continue to enhance inspections and take action against premises owners and the public who do not comply with the PKPP SOP set.
