Rioting has occurred in other municipalities and the result of the rioting in Baltimore has the Chief Prosecutor, Marilyn J. Mosby, charging six police officers with homicide for allegedly causing the death of Freddie Gray. America has walked this long path from Selma and the Chicago riots to those last week. Local leaders, political operatives, federal officials and civil rights advocates proclaimed last week that the nation must “do a lot of soul searching.” However, Americans have done a lot of “soul searching” after Selma and Chicago, Watts and , the assassinations of Dr. Martin Luther King and Bobby Kennedy, Rodney King and Treyvon Martin then riots in Est. 1996 Ferguson, Missouri, the Manhattan police assassinations, then North Charleston, South Carolina and now Baltimore. Est. 1996 The circle remains unbroken as long as we continue to deepen the same rut by suggesting the same ideas to cure the same problems and indicting the same usual suspects. Unless we step away from repetitious political ideas that provide no answers, then we will deepen the rut when we could have affected real and valuable change. Again, only one person was nominated, that was Carla Mayville. With no other names offered, Mr. Torbert declared that Ms. Mayville was elected by acclimation and she too will serve a two-year term. Mr. Torbert then entertained nominations for a member to serve as the new Board secretary. One name was offered and that was Stacey McGowan. She was also elected by acclamation to serve a two-year term. Another element of business to be conducted was for the Board to decide if they would retain the current meeting schedule or change. Discussion arose if the current third- Monday date for the meetings would be retained or if that schedule should change. The motion to retain the third- Monday meeting date and time at 6 pm was placed on the floor but that motion was unanimously defeated. Instead, the second-Monday of each month was an alternative motion that was placed on the floor. That motion was unanimously approved and the new meeting date of the second-Monday at 6 pm will take affect in the July, 2015 Board meeting. Another task that the new Board had to approve was to adopt the current rules and regulations and depository relationships the Board and that District #100 now have in effect. Greg Brown, the District #100 chief finance manager, reported that there were two proposed changes for the new Board. The primary collection of local banks were not changed and would continue to serve the District. However, Mr. Brown reported that the Bank of New York Mellon would drop off the preferred depositor list. They would only be used as needed during any future school bond refunding activities. Mr. Brown also reported that the Fifth/Third Bank would be added to replace the Bank of New York. Fifth/ Third Securities would be used, as needed because of their affiliation with the Fifth/Third Bank Group of Ohio. The agenda for the Special Meeting provided those in the audience with two opportunities to speak to the Board of what had occurred or to speak to the Board regarding any matters of concern. No one rose to speak and with that, the new District #100 Board president, Rob Torbert, asked for a motion to adjourn the meeting and the motion was unanimously approved. The Governor

BySeeks James Middleton Support Since mid-January, the new Governor of Illinois, Bruce Rauner, has delivered budget speeches to the Illinois General Assembly and to citizens of the state in which he has sought support for his proposed budgetary moves. Some of these messages have been directed to municipalities seeking their support for his proposed moves. However, obtaining support for what could be painful steps could be difficult to obtain from municipalities when some steps would require sacrifices from those municipalities that he is seeking support from. Governor Rauner has made it clear that the budgetary situation in Illinois is dire and he has proposed moves to manage the budget deficit. It has been reported in many local and statewide media outlets that the budget debates in Springfield could extend through June and, perhaps, well into July before accord and a new Fiscal Year budget is approved. A document was received at the Boone County administrative center in Belvidere from the office of the Governor that was titled, “The Turnaround Agenda—Local Government Empowerment and Reform.” The document was sent to municipalities and county governmental offices across the state. The request from the submission was that county governments would support the moves that Governor Rauner has proposed and that he is debating now with state legislators. The document was an item that appeared on the agenda of the Monday Boone County Board administrative and legislative committee meeting agenda. County administrator Ken Terrinoni introduced the item by saying, “The Board chairman delivered this to me for you to consider tonight.” At that point, the Board chairman, Bob Walberg (District 1) asked to be recognized and he said, “This is important that we support the Governor.” He noted, “This is a political process,” be he did not elaborate. Mr. Walberg went on to say, “What changes do we want to see and do we need these changes?” He did not answer those rhetorical questions but instead, Mr. Walberg added, “The Governor won’t be successful unless we give him the support he is asking for and needs.” The Governor’s document was received on April 13 and opened with a statement regarding “collective bargaining” in state contracts that has been a point of concern for the Governor. The document opened, “WHEREAS, Illinois state law creates a ‘one size fits all’ approach to collective bargaining for local units of governments. This approach creates added costs which are ultimately passed on to taxpayers.” This approach by Governor Rauner has fostered criticism of his approach and philosophy to arise here in Boone County.
