1. Introduction Uganda like other countries in Sub-Saharan Africa faces adverse consequences of climate change. This amongst others is due to its large vulnerable population, natural exposition to the forces of nature and institutional challenges to adequately deal with them. 2Human induced climate change is likely to increase average temperatures by up to 1.5°C in the next decades and by up to 4.3°C by 2080 and this will greatly affect coffee, cassava, maize and soya production in Uganda. Moreover, the already visible impacts of frequent and severe droughts that have led to increased diseases, malnutrition and famine. In 2004/5, power rationing in domestic and commercial sectors due to reduced levels of Lake Victoria had dire consequences on the economy while the severe drought of 1999/2000 led to loss of animals and low milk production along the cattle corridor. The frequent number of flooding events within the country due to increased and erratic rainfall has resulted into property damage and increased cholera epedemics while water logging and washing away of crops from the fields have led to low food production. The predicted future shift in rainfall patterns may greatly affect half of the world’s mountain Gorillas and other unique species like the Ruwenzori Leopard, Ruwenzori Red Duike and the three- horned chameleon that are found in Uganda.

There are many challenges in responding adequately to climate change adaptation and these include aspects of insufficient institutional capacity, limited hydro-meteorological data and scientific information which increases speculation and render climate change prediction uncertain. The lack of cross-sector coordination despite an increasing number of stakeholders in climate change activities presents an even complex challenge of lack of leadership to influence and tackle constraints and the dysfunctional arrangements within agencies3. Furthermore, lack of coordination will only result into Uganda missing out on funding opportunities, duplication of activities and increasing the number of conflicts within climate change adaptation and mitigation.

In response to the Ugandan government’s goal of developing strategies on climate change adaptation especially in the water sector, the GTZ-RUWASS programme (Reform of the Urban Water and Sanitation Sector) supports efforts of the Ministry of Water and Environment (MWE) in climate change adaptation in line with the NAPA recommendations. This is done under the four pillars of cooperation that includes enhancing the capacity of the two coordination bodies4 to improve the collection, processing and management of data for weather forecast, climate and flood modelling; and the development of a strategy and action plan to manage floods and droughts. Furthermore, improving on national reservoir regulation and safety for sustainable water resources management; and to raise public awareness,

promote about climate change impacts and adaptation, and assist in coordination is included.

The idea of an Actor’s Landscape for Uganda was developed during a plenary session at a planning meeting between MWE and GTZ. An exercise to establish climate change actors in Uganda resulted into the realisation that the number of organisations and experts working on weather variability and climate change issues in Uganda is so enormous that if they were not well coordinated, duplication of activities and failure to exploit linkages and synergies was inevitable. Upon this realisation, GTZ commissioned this survey under component 4 of the RUWASS programme with the objective to give an overview of the different climate change actors and activities in Uganda. Particularly, it aims at identifying climate change actors in Uganda, understanding their commitment, classifying them into a climate change profile - which should also serve as a basis for the subsequent discussion on how to improve their (inter- sector) coordination and cooperation.

The Climate Change Actors’ Landscape of Uganda report comprises of three main sections; the first part describes outcomes of the analysis on the main actors, activities, focal sectors and conflict areas. The second part is actually an outcome of the study, which resulted from discussions with officials from the MWE, and members of the ENRDPWG on the way forward.The third part, which is the more relevant part of this study is practical material and is a “products for your daily use”. This includes tables and graphical illustrations of all actors organised at particular institutional level into what is herein called the Climate Change Actors’ Map of Uganda and the Uganda Climate Change Actors’ landscapes of who is involved in each sector. The Actors’ Encyclopaedia of Uganda spells out in detail what every actor is about and The Climate Change Yellow Pages gives contact details of each actor. Finally, in the annex, a compilation of tables with information about the participants in the questionnaire and the different fora these actors meet to discuss climate change. Also included is a list of organisations and institution who could become part of this survey in the future as this document is intended for review periodically.

It should be appreciated that the quality and scope of the study depended greatly on respondents and limited by how wide GTZ and its partners’ network reached. The categorisations of sectors beyond the initial three sectors of water, agriculture and energy resulted from feedback of the respondents. Nonetheless, the study shows high interest in climate change activities as emphasised by the high response, it also shows a growing number of new actors and in general, numerous actors involved and engaged under different sub sectors, fora and in many activities. What is very apparent is that there is limited coordination despite the fact that the MWE is the mandated body by cabinet to coordinate climate change activities. This is not helped either by the identified conflicts between the actors. The study will not indulge in explaining exact relationships and hierarchies between the actors but it should serve as a platform for preparing ground for further research, discussion and coordination on the climate change network and activity in Uganda.

2. Analysis of the CCAM questionnaires

2.1 Methodology The current study is based on a climate change adaptation and mitigation (CCAM) questionnaire, which was sent to the relevant organisations and institutions between August and November 2009. It focused on answering the following key questions:

Who are Climate Change Actors in Uganda and with whom do they collaborate? What each actor is doing and in what sector? Which climate-related conflicts exist in Uganda and how they could be addressed? Under which fora do these actors meet to discuss CCAM? Who is responsible for CCAM in the above-mentioned organisations and institutions?

The MWE and GTZ RUWASS identified the primary institutions and organisations to be contacted with a focus on mainly the Water and Environment, Energy and Agricultural sectors. However, after the first interviews, the scope of stakeholders broadened into two more categories that were then categorised to highlight all climate-specific matters and to include some crosscutting issues. Some subjects were mentioned more frequently and therefore there was a need to have them included besides the other three sectors as “Climate Change specific issues” and “Crosscutting issues” which have herein been referred to as “Focal Sectors”. Furthermore, the questionnaire aimed to collect information on the stakeholder’s: ongoing or planned interventions, (potential) partners, fora for CC discussions, identified conflicts etc. Table 1 shows the number of actors who participated in the survey under the different organisational levels.

The high response ratio indicates a large interest in CCAM in Uganda. This interest is not surprising, considering that the vast majority of participants have predicted an increasing involvement in CCAM

(only four organisations have stressed that their activities will decrease or stay unchanged). It should be noted that the sample of organisations and/or institutions considered in the current study is not exhaustive, as there remains a long list of actors that could not be contacted or failed to respond to the questionnaire (Annex 2).

Many participants, especially the governmental institutions and the development partners, do not work solely on climate change but identify climate change as a crosscutting issue, which is the reason for structuring this study alongside the sectors in which climate change is mainstreamed. In order to group the actors, a “Climate Change Profile” for each actor was elaborated. Their interventions focus on the Focal Sectors mentioned above and they consist of the following sub-categories. These so-called sub- sectors have been chosen because the respondents mentioned them repeatedly and secondly, some were aligned to the formal understanding of the sectors as:

1) Water and Environment:

a) Water

Integrated water resources management including transboundary water issues, hydrogeology, hydrology, water conservation.

Water development including rural and urban water supply and sanitation, water for production/irrigation and water harvesting.

Water Miscellaneous including all the general descriptions such as “Water and Sanitation”.

b) Environment

Forestry / REDD.

Meteorology i.e. climate data collection and use.

Environment Miscellaneous including all the general descriptions for instance “sustainable use and management of natural resources” or “biodiversity” and “conservation of ecosystems”.

2) Energy:

New and Renewable Energy Sources.

Energy Efficiency.

Energy Miscellaneous classifying all the general descriptions that could not be included in the two sub-sectors above for example convening a conference on energy or conducting training on CC tools etc. 4

3) Agriculture:

Sustainable Agriculture such as organic farming.

Food Security;

Agriculture Miscellaneous including all the general issues which could not be classified in the above mentioned sub-sectors (for instance financial services for agriculture).

4) Climate Change - specific issues:

Carbon Finance / Clean Development Mechanism ( CDM).

Involvement in COP 15 and/or other international negotiations.

Climate Change Miscellaneous refers to all generally mentioned adaptation and mitigation activities which could not be classified within the other focal sectors. In addition, “Economics of climate change”, “Climate Law” and “Mitigation through Waste Management” were areas not mentioned often enough (less than 5%) to be considered as respective categories. Hence, they are included here.

5) Crosscutting:

Disaster Risk Management, including Early Warning Systems/Disaster Preparedness.

Health, i.e. environmental health management, epidemics due to climate change.

Livelihood Improvement.

It should be noted that the distinction between adaptation and mitigation is not presented as different categories because some activities could not be clearly attributed to only one of the two, for instance REDD activities.

Parallel to these sectors, the activities of the different actors in the “Climate Change Profile” were categorized as shown below. It should be noted though that all activities of a particular organisation may fall under the same category. Similarly, an activity could also be categorised in more than one group.

2.2 Actors’ Landscape Analysis: An Overview Comparing the above-mentioned focal sectors, most of the CCAM activities are in the Water and Environment (39%) and Agriculture (15%). Energy has 15% of activities that the actors are engaged in while 15% activities are of cross cutting nature and climate change specific Issues has 16% activities.

Looking at the institutional levels, most of the governmental bodies involved in climate change related activities are based in the Water and Environment Sector. The development partners that have been identified as key players are more or less equally divided between in the Water and Environment, Energy and Agriculture Sectors. NGOs clearly focus mainly on the Environment sub-sector while Cross cutting issues, Water and Agriculture remain crucial thematic areas although to a lesser extent. Research Institutions and Universities are predominantly involved in research and teaching on Agriculture and Environment. In contrast to that, the few representatives of private firms that have been proposed as key players mostly concentrate on Energy/CDM. Table 2 below illustrates how important

climate change is within each sector on an organisational level. Each of these sectors are demonstrated in Figure 15.

2.3 Actors’ Landscape Analysis: Focal sectors and its sub-sectors Focussing on the five focal sectors, the primary aim is to give an insight about the thematic breakdown of the fundamental sub-sectors as regards climate change. The most important sub-sectors, which have already been mentioned in section 2.1 above, are illustrated in the six following figures below. However, it should be acknowledged that some of the actors are of course involved in more than one sub-sector. Secondly, this study intends to give a clearly presented cross-institutional overview of all the activities within particular focal areas. These have been further elaborated in section 3.3.

2.3.1 Water/Environment and Climate Change

Water 54% of the CCAM activities in the water sector are in Water Resource Management. At the same time, 23% of the work done in water is in Water Development as well as Water Miscellaneous in general. For a more detailed understanding of who is working on climate change related issues and Water, go to Figure 10.

Environment Nearly 45% of all the CCAM activities in the Environment sector are in Forestry and REDD activities. Another important sub-sector of Environment is Meteorology, in which 15% of environment activities are comprised. Around 40% of activities could not be classified clearly, thus they generally fall in the areas of Environment Miscellaneous (which also includes Wildlife conservation and management). Refer to Figure 11 in order to get an overview of the specific actors in Environment.

2.3.2 Energy and Climate Change 43% of all CCAM activities in the Energy sector are in New and Renewable Energy. Energy Efficiency is also very prominent as activities for mainstreaming climate change in the Energy sector (33%). 24% of all respondents activities in the energy sector are in general (miscellaneous). Figure 12 below, details who exactly are active in this field along the institutional levels.

2.3.3 Agriculture and Climate Change 28% of all activities in Agriculture are mentioned as a Food security activity while 22% as a sustainable agricultural practice, such as organic farming. At the same time, 50% of all activities in the agricultural sector are mentioned as an Agriculture Miscellaneous activity. Figure 13 provides elaborate details on who is working specifically on Agriculture and climate change Issues.

2.3.4 Climate Change specific issues Activities on Climate Change specific issues are mostly on carbon finance (34%) and COP15 preparations or negotiations (32%). 34% of the other activities were regarded as CC-Miscellaneous issues because they could not be easily classified. Refer to Figure 14 for elaborate details.

2.3.5 Crosscutting issues and Climate Change 40% of CCAM activities within cross cutting issues are regarded as Disaster Risk Reduction while 36% are intended for Livelihood improvement. Similarly, 24% of cross cutting issues were mentioned as related to Health matters. For elaborate details, refer to Figure 15.

2.4 Actors’ Landscape Analysis: Activities For a deeper understanding of climate change actors in Uganda and the practical use of this study, it is pivotal to address the kind of activities that are carried out. Knowledge management activities are very common, such as carrying out research and studies, awareness raising and education. In addition, capacity development is an outstanding activity. This might be because climate change is a rather new issue where a lot of sensitization, education and new capacities are needed in order to inform about adaptation and mitigation possibilities (on the different levels) and create scopes of action. Strategy development/ (action planning) and policy/legislation still are important activities, whilst coordination, advocacy/lobbying and financial cooperation seem to be less prominent now. It could be interesting to reflect on the causes for this underrepresentation and assess the needs within climate change activities that could help the actors in planning future activities in this field.

One particular issue that should be raised in future is the discussion around climate change coordination in Uganda. This figure might not appear astonishing at first sight. However, considering that among the 11 activities in the category of climate change coordination, four are carried out by development partners within different development partner working groups and yet climate change is not the core subject of their portfolio but rather tackled within on going activities. The remaining 7 activities are carried out by the Climate Change Unit, NEMA, NFA, and the Parliamentary Forum on Climate Change, the World Food Programme, Oxfam and the Makerere College of Health Sciences/African Initiative. Of course, a quantitative figure does not give any information about how successful coordination has been carried out so far. Yet, it could give a hint for problematic structures, such as parallel initiatives within one institutional level. Additionally, the high number of groups and fora where CCAM is discussed could be a sign for low coordination (Annex 3).

2.5 Climate Change Conflicts There is no common consensus amongst the respondents on whether conflicts between CCAM stakeholders exist or not. Thirty-eight out of 85 respondents indicated no conflicts within the climate change field and yet on the other hand, 44 actors expressed feelings of potential conflicts. Three respondents chose not to answer the question.

These answers can be distinguished and summarised as follows: 1) examples of climate change conflicts in Uganda, 2) reasons for these conflicts and 3) possible solutions for them.

2.5.1 Examples for Climate Change Conflicts (a) Between communities:

Some of the respondents referred to conflicts, which have emerged within communities in Uganda caused by the impacts of climate change.

On international level, conflict is envisaged between the up- and downstream users in the R. Nile.

Similarly, as the press recently reported there are conflicts between communities living along the Congolese-Ugandan border at the bordering Semliki River due to the changing nature of the river, which leaves unclear boundaries.

(b) Between communities and government:

The Mt. Elgon Face project was mentioned, where the communities have had a “confrontation engagement” with NFA and FACE (mentioned twice by the respondents). To be more precise, they highlighted the management of the central forest reserves.

Furthermore, in the same geographical area, some human rights organisations reported conflicts between UWA and local communities.

(c) Between governmental or semi-governmental institutions:

Within governmental institutions, two participants stressed the troubled relationship between the central and district/local government levels.

Another two respondents mentioned the Mabira Forest (and turbulent relations between NFA and MWE).

2.5.2 Reasons for the conflicts Different approaches in addressing climate change was highlighted as the reasons for conflicts with mentioned examples including: a) the diverse approaches to climate change mitigation, b)

how to determine causes of climate change and c) the translation from theory to practice in the field are perceived as a challenge.

The highly competitive nature of climate change finances induce points of friction especially resources from climate change finance mechanisms.

It is difficult for some actors to position themselves and find their roles in this rather new field. A struggle for the lead in climate change matters is expected; this can burden the good collaboration between the actors. Respondents indicated the lacking coordination as a core problem and fundamental for conflict resolution.

2.5.3 Possible solutions for the conflicts and the identification of lacking structures

Most participants, having put climate-relevant conflicts in concrete terms, agree on the lack of coordination (20% of those respondents who answered with “yes”). For instance, they wonder whether OPM should take on a more prominent role and how CCAM-impact sectors should be harmonized (including the upcoming private sector involvement).

Coordination is considered very important as it could reduce conflicting reports, missing information sharing as well as overlapping initiatives.

A possible solution to deal with conflicts within CCAM is building up motivation to encourage the environmental polluters to pay for their negative impacts.

For the future, these examples could be analysed in more detail to identify worst- and best-case scenarios and illustrate the lessons-learnt in conflict-sensitive management regarding CCAM.

2.6 Conclusions and possible next steps To put it briefly, there are many actors from different sectors working on climate change in Uganda. Considering this large amount of actors dealing with climate change with different institutional backgrounds and sector priorities, an effective coordination is needed. Reflecting upon the just analysed conflicts, coordination should focus on harmonising the CC- arena and for solving these conflicts:

by interlinking the actors throughout the cross-sector nature of climate change.

by streamlining the different approaches in understanding climate change and maybe even serving as a discussion forum.

by dealing with the increasing interest in CCAM measures and being aware of several competing or implementing parties who still might be looking for their role in this new arena

by being a platform for information sharing and knowledge exchange.

by creating synergies and avoiding duplication of interventions in CCAM.

by harmonizing policies, strategies, legislation and other activities pertaining to climate change.

The study highlights that coordination is not among the more prominent activities, but other aspects such as knowledge management and capacity development. This may have to do with the fact that CCAM is a rather new working field; therefore, coordination should be the next (necessary) step to create a collaborative, interactive working environment for the actors involved in Climate Change in Uganda.

The aim of this study was to provide a basis for collaboration and coordination of CCAM in Uganda. The next step is to answer the questions of how the coordination should look like and how to deal with existing parallel structures (for instance the Climate Change Unit within MWE and other another planned structure within MAAIF). The following questions should therefore guide the process of coordination within Uganda:

Who should take over the lead in coordinating Climate Change in Uganda (GoU, DPs, NGOs, and Universities/Research Institutes)? How will the Private Sector be involved? How coordination within and between the institutional levels should be designed?

Which of the climate-relevant discussion and policy fora are relevant in respect to coordination? What are their mandates are these overlapping?

Do interactions between the fora within or between the different institutional levels already exist? What do best practices etc. look like?

Are fora-members connecting more than one forum with each other? Who is a core member and who is a secondary participant?

How can GoU take over more ownership by knowing which activities are being undertaken in Uganda in order to influence, steer and guide the activities?

These issues shall be addressed at the planned meeting at the Ministry of Water and Environment where the outcomes of this study will be presented and the way forward on how coordination of CCAM in Uganda can be best discussed. The outcome of the meeting will be included in this study and presumably, it should pave the way to more communication, better networking, coordination and cooperation within Climate Change in Uganda.

3. The way forward. As a follow-up to the recommendations from this study, meetings and presentations of the report were held and made respectively with the MWE officials and the members of the ENRDPWG, JTR, and WPC etc to discuss whether coordination was necessary, what should be coordinated and who should do the coordination.

3.2 Discussions on coordination Below are outcomes of the different discussions with MWE and ENRDPWG, while those with other entities were captured within respective minutes of those meetings.

3.2.1 with the MWE Although the need for coordination was apparent, it was recognized that good overall coordination was unattainable (because of already too many actors and activities which are multi-disciplinary and cross-sector) but possible at sector or at different organizational /institutional levels. Emphasis on coordination was recommended for critical areas such as finance, policy, information etc and within key sectors like agriculture, energy and water. This should be done with a clear mandate and well-defined roles. Coordination should also encourage documentation of processes and progress.

A national climate change policy and strategy should be developed and should be harmonized with regional countries and bodies. It is preferred that no new structures need to be created. The MWE should take the central and lead role. Climate change adaptation and mitigation should work within existing structures and if such structures are found wanting, efforts should be made to improve them.

A cross sector, technical committee should be created to advice the CC policy committee. A development partners’ thematic team on CC was also encouraged. The conclusions of these discussions should be presented to the Ministers, Permanent secretaries, members of relevant policy committees, key stakeholders and advised accordingly.

3.2.2 with the ENRDPWG The ENRDPWG was in agreement with the discussion points of the MWE meeting. It was agreed by the group to have an informal CC thematic working group after consultations or create special sessions for CC within the existing ENRDPWG meetings to coordinate and harmonise their positions. These sessions would also invite stakeholders from other sectors like energy, water and agriculture.

4. The Working documents This section is regarded as the most important and relevant outcome of this study as it provides the user with “products for daily use” for example information or a snap shot of the different actors in each sector, which activities they are involved in, contact information and the different fora they do meet. It contains both the users’ manual to guide the user on the products and the actual products of the study.

4.1 Users’ Manual In here, the user is provided with a quick guide on how to make the best use of each product and extract the most of information on the climate change arena from a particular product.

Ongoing and planned activities Denmark is supporting CCAM in three ways; 1) The support to the water sector through the JWSSPS. 2) High profile support to the Gou through funding towards climate change measures. 3. Establishment of planning capacity for climate change in the Agriculture sector. The interventions under the Ministry of Agriculture are yet being defined while those under MWE may also have linkages to Agriculture sector as stated already. There are 3 interventions namely support to establishment of a climate change unit, preparation of a comprehensive National Policy on Climate change. Support to Ugandan stakeholders to play a cutting edge and leading role internationally towards the COP15 and post COP 15 activities. The total budget for the water strategy development is 800,000 million UGX and the support for component 2 is 11 mil DKK over a 4 year period.

Ongoing and planned activities Not currently involved, however, the Global Humanitarian Forum and its partners are implementing the Weather Info for All Initiative, an innovative public-private partnership that strives to support adaptation to climate change by filling the existing ground-level weather observation gap and improving the availability of reliable weather information for those worst affected and most vulnerable to the effects of climate change. We have started implementing the project on the African continent, where the need for accurate weather information is the greatest. We have already successfully completed Phase I of the Initiative, during which 19 automatic weather stations were installed in Kenya (1), Tanzania (9), and Uganda (9). Phase II, will start in the fourth quarter 0f 2009 during which about 490 AWSs will be installed across the East African Community. The estimated budget for Phase II is USD 8,876,685.

Goal/Strategy Harnessing the opportunities of the recent spread of wireless communication in Africa, the Initiative promotes the mass deployment of standard automatic weather stations (AWS) at wireless network sites across the entire continent and partners with local cell phone service operators to ensure better access to weather forecasts and early warnings to end-users via mobile SMS messages. It also aims to strengthen national meteorological and hydrological services, in partnership with the World Meteorological Organisation, empowering them to deliver more accurate weather predictions

Ongoing and planned activities GTZ PREEEP is disseminating a number of renewable energy and energy efficient technologies which reduce GHG emissions. For example we have assisted the Ministry of Energy and Mineral Development in the dissemination of more than 600,000 energy efficient stoves. GTZ PREEEP is also supporting the Ministry of Energy and Mineral Development in the development of policies in the area of renewable energy and energy efficiency. GTZ REAP EA is assisting GTZ PREEEP in the identification of carbon finance projects, training on carbon finance as well as providing information to other stakeholders.

We have entered into partnership with Uganda Carbon Bureau with the aim to identify of carbon finance projects and provide training to stakeholders. The timeline of the partnership is 5 months and the estimated budget is approximately 100,000 USD.

Goal/Strategy GTZ has a coordinating role for the entire German Development Cooperation in the area of energy and its main goals are to promote renewable energy and energy efficiency in Uganda. GTZ is among the chairs of the Energy Sector Development Partner’s Working Group.

Summer 2009 the BMZ commissioned GTZ to include CCAM in the existing reform of the urban water and sanitation subsector program. GTZ-Activities will focus on support to Directorate of Water Resource Management and Department of Meteorology of MWE from 07.2009-05.2011, After this phase GTZ/German Development Cooperation is than likely to increase it focus on Climate Change. Current budget is app. $ 450,000. The cooperation with MWE focuses on 4 pillars:

1. Enhancing the capacity of the Department of Meteorology and the Directorate for Water Resource Management in data collection, processing and management. 2. Support to flood and drought modeling and prevention, strategy and action plan development. 3. Improving national reservoir regulation and safety for sustainable water resources development. 4. Creation of public awareness, education on climate change impacts and coordination.

B) At the AfWA Congress 2010 GTZ RUWASS will organize an exhibition and seminar on relevant topics of biogas and CDM.

Therefore, DoM and DWRM will be equipped with weather stations and modeling software and their staff will be trained to operate these. With this data the Ugandan partners will be able to develop flood and drought prevention strategies and action plans. In order to develop water resources in a sustainable way, the regulation and safety of national reservoirs will be improved. The awareness of the key stakeholders and general public on the consequences of climate change and necessary adaptation strategies to has been created. As a result of the support of GTZ the capacity of the Ministry of Water and Environment to incorporate the impacts of climate change in the planning of the water sector will be strengthened.

I am also involved evaluation and approval of projects that entails on climatic change issues of course after the approval of NEMA as a body responsible for environmental concern. As members I was involved in the evaluation of the following projects, KINYARA SUGAR LIMITED, CLEAN DEVELOPMENT MECHANISM AND A PROJECT DESIGN DOCUMENT FOR AFFORESTATION PROJECT BY M/S GEORG LOEDING ENTERPRISES. In the evaluation we mainly look at key areas like Project background involving location, Environmental concern and Social aspects of the project.

In the meantime Uganda Government is preparing to send representatives to participate in the Copenhagen Conference which is scheduled for December 2009. Besides this the Central Committee would like to cascade Climate Change issues to line Ministries before the sectors take it to Local Governments level. Budget lines are not very clear in my line ministry

Goal/Strategy There is need to strengthen multi-sectoral collaboration on issues of climate change and it should at all levels including Local Governments one of the crosscutting issues just like HIV/AIDS, Gender etc

Ongoing and planned activities NAPE has been involved in a number of climate change interventions. The activities include: • Raising awareness on climate change, • Promoting use of indigenous knowledge in conservation of natural resources like wetlands, forests, water and many other resources. • We have also promoted low cost water harvesting and conservation technologies among water stressed communities. • NAPE has been involved in global debates on climate change including participating in the UNFCCC sessions (March/April and June sessions) in Bonn Germany and we will be participating in the Bangkok, Thailand sessions in October. • We are monitoring the implementation of the REDD project in Uganda as the country prepares to put in place a REDD readiness plan. • From the 24th-26 August 2009, NAPE in collaboration with the Climate Action Network organized the African Capacity Building workshop on climate change that attracted participants from different parts of Africa.

Specifically, the National Forestry Authority mandates have a direct adaptation and mitigation outputs and even outcomes even if they were not directly designed with CCAM in mind. For some examples, consider part of what we do: develop and manage all central forest reserves (reasonable adaptive capacities for the forest ecosystems); promote innovative approaches for the local community participation in the management of central forest reserves (allows communities to cope with hardships associated with climate change); establish procedures for the sustainable utilization of Uganda’s forest resources; we undertake the protection of Uganda’s forest resources.(reducing emissions from deforestation and forest degradation); pioneering one CDM afforestation and reforestation project /planning several others.

UNFCCC.NFA is also following up on forestry related bilateral initiatives, such as with the Federal German Government, The Royal Norwegian Kingdom, the Prince of Wales initiative, among others.

We are coordinating the preparation of the “Readiness Preparation Proposal (R-PP)” (an important policy document…) under the World Bank’s Forest Carbon Partnership Facility (FCPF). We hope to submit the Readiness Preparation Proposal (R-PP) by November 30, 2009. The budget for the preparation of the R-PP will be about USD 490,000 and we can only make consultation up the district and not below that. The World Bank FCPF will provide USD 200,000 and we have approached the Government of Norway (through the Embassy) to support the balance. (…)

The goal of the programme has been to contribute to an integrated forest sector that achieves sustainable increases in the economic, social and environmental benefits from forests and trees by all the people in Uganda, especially the poor and vulnerable. In 2009 Norway prolonged its support for another 4- 86

year period, and increased focus will be on restoration of forest in Northern Uganda. The financial frame of the second phase is NOK 69 mill. b) Sawlog Production Grant Scheme Norway will in 2009 enter into a 4 year agreement with the Sawlog Production Grant Scheme (SPGS), the purpose of which is to encourage private tree plantations and educate people about the importance of trees in their community. The financial frame of this agreement is NOK 36 mill. c) East African Community/The Mount Elgon Regional Ecosystem Conservation Programme (MERECP) MERECP is a transboundary programme for sustainable management of protected areas of which a large part is forest. Emphasis is also on poverty eradication through promotion of alternative income opportunities for the local population. d) WWF “Rwenzori Mountains Conservation and Environmental management project” and “Lake Albert Eastern Catchment Management Initiative”. Protection of natural forest is a key purpose in both these projects.

Goal/Strategy Norway has a focus on the five priority areas in Uganda: Energy, ENR/Climate, Governance/Budget Support, Gender and Peace/Reconciliation. Ongoing and planned activities Global and national campaigns/lobbying on awareness of the impact of climate change. Programming around research into the effects of cc on lives and livelihoods. Integration of climate adaptation initiatives into OGB programmes.

In 2008, Oxfam GB commissioned a report on climate change and poverty. In July 2008 Oxfam produced the report “Turning up the Heat: climate change and poverty in Uganda” and a film of the same name. They have been publicised around the country and received considerable coverage in the Ugandan media. Since then, Oxfam has been heavily involved in meeting senior government ministers, MPs, officials, international donors and civil society organisations. Such engagements have led to sharing of information and strengthened understanding of the problem and how to deal with it. Also, most of Oxfam partners in Northern Uganda, Karamoja, Rwenzori and Elgon are involved in small-scale climate adaptation/resilience work directly addressing climate change impacts, such as reforestation, soil and water conservation. Estimated Budget for activities up to April 2010 is £35,000.

Goal/Strategy Awareness raising about the impact of climate change; advocate to government and donors and programmatic support at the local level. The major drive for this campaign is to harness voices, particularly from the grassroots, aimed at contributing to the Government of Uganda’s adaptation plan and UN negotiation process, as well as raising policy awareness among key stakeholders. The campaign seeks to ensure that the United Nations (UNFCCC) negotiation scheduled to take place in December 2009 in Copenhagen, result in a fair and effective deal.

Currently, funding for activities is co-financed with PROTOS (Belgium) and DWRM. (4) In 2010-2012, planning to support a 2nd River basin i.e. R. Relevant Partners in CCAM Currently, SNV has a formal relationship/partnership with PROTOS (Belgium) as well as the Local Governments in the Rwenzori region. SNV is also concluding a partnership MoU with Uganda Wildlife Authority (UWA) in the Eastern region - to jointly implement activities that protect and preserve the natural resources in the Mt. Elgon National Park. However, as part of the Multi-stakeholder Processes, SNV also loosely collaborates with other stakeholders e.g. WWF, Line Ministries e.g. DWRM as well as Authorities e.g. NEMA, NFA, NWSC, etc.

Potential Partners relevant Ministries e.g. MFPED (such that there is informed planning for resource utilisation balancing with economic returns), DWRM (so that they can slowly take over IWRM processes that SNV and PROTOS has started in Rwenzori region for purposes of sustainability); Belgium Technical Corporation (BTC) that has a component on environment and is operating in the Rwenzori region; and WWF - that has funding for climate adaption/IWRM Activities and is also operating in the Rwenzori region. SNV also wishes to identify other partners out there with the relevant experiences on CCAM as well as financial resources to support SNV's capacity building work in the area of IWRM and CCAM (e.g. GTZ/RUWASS) so that SNV's work can expand in other SNV regions of operation - e.g. the North East, Central and West Nile regions as well as other districts in the Rwenzori region.

SNV is currently a member of the R.Mpanga Catchment Stakeholder Forum as well as R. Mpanga Catchment Management Committee, which involves relevant stakeholders in the districts of Kabarole, Kamwenge and Kyenjojo. The frequency of meetings, on average, is twice a year (for the Forum) and would like to encourage quarterly meetings for the catchment management committee.

The Bureau provides professional support to project developers, carbon credit buyers, development agencies, financiers and the public to ensure that biodiversity, and social impacts are innovatively treated in projects developed in the voluntary and compliance carbon markets. Many significant carbon projects are under development (both CDM and voluntary sector), a new publication "Climate Sense" is in production, further support to the Parliamentary Forum on Climate Change, continuing information dissemination with donor and private support is continuing, the first batch of carbon neutral companies is underway, continued participation in the Climate Change COPs and Carbon Expo, we are extending our work beyond Uganda to other African countries, etc.

Ongoing and planned activities The first carbon project in Uganda is conducted in Mt. Elgon, under the UWA-FACE project. FACE Fdn from Netherlands had given UWA the full rights to sell carbon credits generated from the FACE project in Mt. Elgon. There were many leakages, and our direction is to sort out and contain this leakage so that it ultimately becomes a genuine carbon finance project. We are currently working with a lot of agencies, including INGOs and private sector carbon developers, to explore potential carbon projects within the boundaries of protected areas under mandate of UWA. We sit in an informal cluster meeting for REDD readiness involving the Forestry Authority and other independent players, among other Climate Change talks that we are involved with.

Developing and implementing fire management plans for each Protected Area. Tree planting in degraded areas in Kibale and Mount Elgon national parks. Boundary maintenance of Protected Areas to ensure their integrity. Development and implementation of a plan for emergencies and disaster management. 5.2 Annex 2: Climate Change relevant Fora To determine where and if all these various CCAM actors meet and exchange ideas and opinions with each other, it is crucial to establish, which fora do exist in Uganda where climate change is an issue. It is interesting that about one fourth of all respondents (26 organisations/institutions) did not give any answer or is not part of any forum – especially among NGOs and University Institutes. The remaining institutions are members of various fora where climate change issues are being discussed (see table below). Although the scope of this study did not allow it, further research should consider analysing the fora in more detail with respect to mandates, members, thematic focus, interactions, networks and information sharing.
