No. 28 of 2019 COUNTY OF CORK LOCAL ELECTORAL AREAS AND MUNICIPAL DISTRICTS ORDER 2019 I, JOHN PAUL PHELAN, Minister of State at the Department of Housing, Planning and Local Government, in exercise of the powers conferred on me by section 23 of the Local Government Act 2001 (No. 37 of 2001) and having regard to section 28(1)(d) of the Local Government Reform Act 2014 (No. 1 of 2014) and the Housing, Planning and Local Government (Delegation of Ministerial Functions) Order 2017 (S.I. No. 473 of 2017), hereby order as follows: 1. This Order may be cited as the County of Cork Local Electoral Areas and Municipal Districts Order 2019. 2. (1) The County of Cork shall be divided into the local electoral areas which are named in the first column of the Schedule to this Order. (2) Each such local electoral area shall consist of the area described in the second column of the Schedule to this Order opposite the name of such local electoral area. (3) The number of members of Cork County Council to be elected for each such local electoral area shall be the number set out in the third column of the Schedule to this Order opposite the name of that local electoral area. 3. (1) Every reference in the Schedule to this Order to an electoral division shall be construed as referring to such electoral division as existing at the date of this Order and every reference to a former rural district shall be construed as a reference to that district as constituted immediately before the 1st day of October 1925. (2) Every reference in the Schedule to this Order to the City of Cork shall be construed as a reference to the City of Cork as provided for under the Local Government Act 2019. 4. The County of Cork shall have the following municipal districts for the purposes of section 22A (inserted by the Local Government Reform Act 2014 (No. 1 of 2014)) of the Local Government Act 2001 (No. 37 of 2001): (a) The Municipal District of Bandon – Kinsale consisting of the Local Electoral Area of Bandon – Kinsale; (b) The Municipal District of Carrigaline consisting of the Local Electoral Area of Carrigaline; (c) The Municipal District of Cobh consisting of the Local Electoral Area of Cobh; (d) The Municipal District of East Cork consisting of the Local Electoral Area of Midleton; Notice of the making of this Statutory Instrument was published in “Iris Oifigiúil” of 8th February, 2019. [28] 3 (e) The Municipal District of Fermoy consisting of the Local Electoral Area of Fermoy; (f) The Municipal District of Kanturk – Mallow consisting of the Local Electoral Area of Kanturk and the Local Electoral Area of Mallow; (g) The Municipal District of Macroom consisting of the Local Electoral Area of Macroom; (h) The Municipal District of West Cork consisting of the Local Electoral Area of Bantry – West Cork and the Local Electoral Area of Skibbereen – West Cork. 5. The 31st day of January 2019 is appointed as the day on which this Order comes into operation. 6. The County of Cork Local Electoral Areas and Municipal Districts Order 2014 (S.I.     To the Lord Mayor and Report No. 12/2019 Members of Dublin City Council Report of Assistant Chief Executive _________________________________________________________________________ Revised Area Committee Structures – Post Local Elections 2019 _________________________________________________________________________ The new boundary provisions for the next City Council elections will be implemented from June 2019. The number of Local Electoral Areas (LEAs) in Dublin City will increase from 9 at present to 11 (Six on the north side and five on the south side). There will be no change in the number of elected members which will remain at 63. The local electoral areas will be smaller with a maximum of 7 elected members in each. The biggest changes in boundaries refer to the amalgamation of Rathmines with Crumlin/Kimmage and the creation of a new area covering Whitehall/Artane, however no existing area is left fully unchanged. These changes have implications for our existing area committee boundaries that have been in place for the last 10 years. They will also have implications for our existing area management structures, but this does give us a welcome opportunity to review, re-define and enhance those management structures. This report concentrates on the area committee boundaries and once these are agreed then we can focus on the staffing arrangements to support those structures and implement same before the elections are held in May 2019. The adoption of an area committee structure is a reserved function. I am setting out below details of the current structure and arrangements and I am also setting out a number of different options that could be put in place after the Local Elections in May 2019.

No. 47 of 2009 COUNTY OF SOUTH DUBLIN LOCAL ELECTORAL AREAS ORDER 2009 The Minister for the Environment, Heritage and Local Government, in exer- cise of the powers conferred on him by sections 3 and 24 of the Local Govern- ment Act 1994 (No. 8 of 1994), hereby orders as follows: 1. This order may be cited as the County of South Dublin Local Electoral Areas Order 2009. 2. (1) The County of South Dublin shall be divided into the local electoral areas which are named in the first column of the Schedule to this Order. (2) Each such local electoral area shall consist of the area described in the second column of the Schedule to this Order opposite the name of such local electoral area. (3) The number of members of South Dublin County Council to be elected for each such local electoral area shall be the number set out in the third column of the Schedule to this Order opposite the name of that local electoral area. 3. Every reference in the Schedule to this Order to an electoral division shall be construed as referring to such electoral division as existing at the date of this Order. 4. Oversee the implementation of Community Benefit. 4. Receive regular updates from EirGrid team members. The Celtic Community Forum • High number of expressions of interest received. • To achieve a balanced and fair representation across the project area we will move to a final nomination process. • This nomination process will have as its aim to: • Convene a forum of no more than 15 community seats. (Plus 4 Cllrs). • Represent geographical communities along the project route ensuring a voice for each local area. • Allocate seats proportionally based on a balance of proximity, interest and population. • Final decision on distribution of seats will be made by the Chair, taking all views into account. Next Steps - Nominations • Proximity: The community seat membership is open to representatives of non-profit organisations within 2km or less of the immediate project area. • PPN: It is necessary for all representatives on the forum to be a registered organisation with the Cork County Public Participation Network (or have their registration form submitted at the time of nomination). • Single representative: Where more than one ‘Expression of Interest’ has been received from a community organisation that organisation needs to nominate 1 representative ( 1 organisation = 1 representative). • Local cooperation: Where more organisations have expressed an interest than seats available in any given area, the organisations may wish to come together to nominate a representative.

    THE PROPOSED CORK TO PASSAGE RAILWAY 1837 Brendan Hall The Parliamentary Committee to consider the Bill for the construction of a railway between Cork and Passage West met over three days in April 1837. The members of the Committee were Mr. O'Connell, Mr. D. Callaghan1, Mr. Jephson, Mr. Serjeant Jackson, Mr. Longfield2, Mr. Roche3, Mr. Vesey, Sir Andrew Agnew, Sir R. Bateson, Mr. Barry4, Mr. Cole, Colonel Thomas, Mr. E. Buller and Sir Richard Musgrave. There were several petitions against the Bill. One was from a group of Cork (city and county) inhabitants, alleging that the proposed railway would be harmful to the navigation of the river Lee and to trade in Cork city. No evidence was put forward to support these allegations and the claim was rejected. A petition forwarded by a consortium interested in constructing a competing railway service between Cork and Cove was also rejected. The Committee looked sympathetically on a protest by William Wise, on whose land it was proposed to build a railway terminus on the side of the river Lee.
