    RESEARCH PAPER 04/50 European Parliament 23 JUNE 2004 elections 2004 Elections to the European Parliament were held across the 25 states of the European Union from the 10-13 June 2004. In UK, the elections were on 10 June. The United Kingdom Independence Party made the biggest gains, securing the third highest share of the vote and 12 seats. Both Labour and the Conservatives lost seats, and together failed to win half of the popular vote. The results of the 1999 European Parliament elections are summarised in Research Paper 99/64.     Some Political Actors in the Anti-Wind Campaign Chris Rose [email protected] For further details see the blog Killing the Wind of England (with slides) and Full Wind Politics Timeline Introduction This project began as an inquiry into how onshore wind energy became such a politicised and values- polarised issue in the UK, in a way that did not even apply to other forms of renewable energy. In the space of a few years it led Conservative leader and Prime Minister David Cameron to execute a volte- face, going from being an advocate and active supporter of wind energy, to disowning and demonizing onshore wind. Conservative governments then excluded it from new funding and market access, and rigged the system so that new onshore wind farms became punishingly expensive and risky to take through the planning system. I started with the impression that fear of UKIP taking votes from the Conservatives had led the Conservatives to deliberately pick a fight over wind energy with their coalition partners the Liberal Democrats, and that values played a key part in that. What I didn’t know was why UKIP was anti-wind in the first place, and how exactly this phobia transferred itself to the Conservatives. What I found by trawling back through media, policy and technical reports seems to confirm that my initial vague impression was correct but it also turns out that the vector of this change was more than a simple piece of electoral calculation. At the centre of this policy reversal was a small group of politicians who were initially all bit-players in the Conservative world, and who combined climate scepticism with Euroscepticism.

    P6_TA(2008)0391 Emergency cooperation in recovering missing children Declaration of the European Parliament on emergency cooperation in recovering missing children The European Parliament, – having regard to Rule 116 of its Rules of Procedure, A. whereas the abduction of a child is amongst the most inhumane of crimes, B. whereas the commission of such crimes is increasing in Europe and may involve transporting victims across state borders, C. whereas the prospects of saving the life of an abducted child decrease as time passes, D. whereas there is no Europe-wide system of alert for child disappearances nor any local or national systems throughout much of the European Union, 1. Calls on Member States to introduce a missing child alert system, which, when activated, would require the immediate forwarding to the relevant news media, border authorities and customs and law enforcement agencies of: – details of the missing child, with a photograph if available, – information relevant to the disappearance and the suspected abductor(s), – a telephone number to call with information (116 000, where operational); 2. Calls on the Member States to reach cooperation agreements with all bordering states to ensure the capability of raising an alert rapidly across any relevant territories; 3. Calls for the development of a common organisation to provide assistance and training to national bodies; 4. Paper accepted for publication in Government and Opposition Stijn van Kessel ABSTRACT This paper assesses the electoral performance of populist parties in three European countries: the Netherlands, Poland and the United Kingdom. In explaining the electoral performance of the populist parties in the three countries, the paper considers the agency of political parties in particular. More specifically, it will assess the responsiveness of established parties and the credibility of the populist parties. Whereas the agency of populist parties, or other radical outsiders, has often been overlooked in previous comparative studies, this paper argues that the credibility of the populist parties themselves plays a crucial role in understanding their electoral success and failure. INTRODUCTION This paper considers the electoral performance of populist parties in three countries: the Netherlands, Poland and the United Kingdom. Populist parties are marked by an anti- establishment critique and an appeal to a community of ‘ordinary people’. This topic has received widespread academic attention in recent years. Whereas many comparative studies aiming to explain the electoral performance of populist or other radical ‘challenger’ parties have focused on institutional variables and factors related to political opportunity structures, the role of the challenger parties themselves has often been overlooked.
