There are expected foreign investors for construction of 3 and 4 units. - On the Dobrugean territory (Constanta and Tulcea counties), there is the largest park with wind turbines in Central and Eastern Europe Constanta Port - located on the route of three Pan - European Transport Corridors: Corridor IV, Corridor IX and Corridor VII (Danube) – connecting the North Sea with the Black Sea, by Rhine-Main-Danube Corridor - is the largest and deepest harbour at the Black Sea and the fourth largest European port - total area (land and water) of 3,926 ha (1,313 ha land and 2,613 ha water). - one of the main hubs for the region of Central and Eastern Europe - operation capacity: 120 mil tons/year - 156 berths, out of which 140 operative berths - 29.83 km total piers length - 7 – 19 m max. The Danube – Black Sea Canal Inaugurated in May, 1984, has the following technical particulars: • 65 km length, 90 m width, • 7 m depth, • 5.5 m current draught, • 16.5 m bridge clearance, • 10-12 km/h sailing speed The canal is accessible to the river-maritime ships up to 5,000 dwt, with a total length of 138 m, 16.8 m breadth and 5.5 m draught. Across the canal can sail convoys up to 6 barges, with a total length of 296 m, breadth of 22.88 m and 3.8 m draught (3000 tons each). Alongside the canal there are 2 commercial ports: Basarabi and Medgidia, where various operations can be performed, such as: loading-discharging, cargo storing and passenger transit. Agriculture - main contribution to the county’s GDP. - county’s agricultural area: 558,204 hectares - most of the area is of the best quality - total cultivated area: 483,980 hectares - irrigated land: 6.500 hectares. - The main crops of Constanta county are: cereals for grains (output of wheat and rye, barley, two-row barley and maize), leguminous for beans (beans and pea), oily plants (sun-flower-ranking the 1st in Romania, soy, flax), potatoes, vegetables, grapes and fruits. - Vine-growing stands high in Constanta's county economy, the most significant and well-known vineyards prove to be: Murfatlar, Medgidia, Ostrov, Cernavoda and Viisoara-Cobadin. Tourism Constanta County represents one of the most important tourism areas of Romania, mainly due to Black Sea Coast (82 km out of the total of 245 km, as represents the Romanian Black Sea Coast). This outstanding component of Constanta county concentrates about 26% of Romania’s 84157 tourists’ accommodation capacity, by its 19 sea side places (out of which 13 resorts), with a great infrastructure. THE LOCATION OF CERNAVODA NPP UNIT 1 Cernavoda NPP site is located in Constanta County in the Dobrogea region. The nuclear facility lies about two kilometres Southeast of the town of Cernavoda, in the lower Danube region near the Black Sea. This site was previously a limestone quarry with a cement plant. About 220,000 people reside within 30 km of the site. The terrain of the Cernavoda is generally flat but there are hills and low mountains especially to the south. There is also a hill between Cernavoda NPP and the town of Cernavoda. The climate is continental with a Mediterranean-like influence from the Black Sea. However, summers are hot and dry, and winter moderate with some snow. The Cernavoda NPP site is located at the convergence of several transportation systems. There are both nationally and internationally important waterways - the Danube River and the Danube-Black Sea (DBS) Channel. Road and railway networks connect the town of Cernavoda with locations to the North and South along the Danube River and East and West along the DBS Channel. Within a 30-km radius of the Cernavoda NPP site there are several historical monuments and archeologically significant ruins, some of which date to Greek and Roman times. There are also four natural reserves. There is a museum in Medgidia, an art collection in Topalu and folk architecture sites in several villages, the monument and a museum in Adamclisi.

The monitoring data obtained between 1970-2000 showed frequently an unacceptable situation of the bathing waters quality along the important Romanian coastal areas mainly as a consequence of the wastewater discharges from four treatment plants (Constantza North, Constantza South, Eforie South and Mangalia) situated near the most important seaside resorts. Beginning with 2001, a real improvement of the bathing waters quality was observed, particularly in most popular beaches of the Romanian Black Sea coast, due to reconstruction and rehabilitation of the sewerage and wastewater treatment system and by provision of the modern beaches facilities in the recreational zone. However, such discharges constitute a threat to public health and in some cases pose a barrier to the development of sustainable tourism and aquaculture.

JICA sent to Romania a study team headed by Dr. Yoshimi GODA of ECOH CORPORATION between May 2005 and March 2007. The team held discussions with the officials concerned of the Government of Romania and conducted field studies in the targeted area in the Study. The team prepared present report upon the final modification. I hope that this report will contribute to the promotion of this project and to the enhancement of friendly relationship between our two countries. Based on this approach, economic operators calculate different economic indicators, according to the requirements of the national legislation and European directives, whereby they express the volume and in some cases the structure of their economic activity. This study analyzes the size and dynamics of the activity carried out by the economic agents that operated in the main towns of Constanta County, in 2016 and 2017. This study is particularly important because, by processing a database containing values of several microeconomic indicators, we obtained a dynamic analysis on the evolution of the main economic performances of the companies that operate in the towns of Constanta county, during 2016 – 2017.
