The author’s views in this publication do not necessarily reflect the views of USAID or the United States Government. 1 MAY 2019 AT A GLANCE The Tatmadaw extended its unilateral ceasefire in northern and northeastern Myanmar to June 30. The announcement came just after the Tatmadaw met with Northern Alliance members. Most analysts believe the Tatmadaw extended the ceasefire to concentrate on fighting the Arakan Army in Rakhine State. (Page 1) Fighting between the Arakan Army and the Tatmadaw moved further south to Ann Township in Rakhine State. While investment in the state is concentrated in southern Rakhine, fighting in central Rakhine is worrisome for the Government’s plans for development in the state. (Pages 2-4) The Shan State Progress Party (SSPP) and the Restoration Council of Shan State agreed to stop fighting and pursue a peace agreement. (Pages 4-5) The USDP submitted four additional proposals to amend the constitution. The proposed amendments focus on decentralization and will likely be sent to the Constitutional Amendment Committee for review. (Pages 7-8) Three agreements were signed by the Myanmar and Chinese governments following Aung San Suu Kyi’s attendance of the Belt and Road Initiative Forum in Beijing last month. -

(2) Le 25 octobre 2004, le Conseil a arrêté la position commune 2004/730/PESC 2 concernant des mesures restrictives supplémentaires à l'encontre de la Birmanie/du Myanmar et modifiant la position commune 2004/423/PESC. (3) Le 21 février 2005, le Conseil a arrêté la position commune 2005/149/PESC 3 modifiant l'Annexe II de la position commune 2004/423/PESC. 29.4.2006EN Official Journal of the European Union L 116/77 COUNCIL COMMON POSITION 2006/318/CFSP of 27 April 2006 renewing restrictive measures against Burma/Myanmar THE COUNCIL OF THE EUROPEAN UNION, — the continued harassment of the NLD and other organised political movements, Having regard to the Treaty on European Union, and in particular Article 15 thereof, — the continuing serious violations of human rights, including the failure to take action to eradicate the use of forced labour in accordance with the recom- Whereas: mendations of the International Labour Organisa- tion's High-Level Team report of 2001 and recom- mendations and proposals of subsequent ILO Missions; and (1) On 26 April 2004, the Council adopted Common Position 2004/423/CFSP renewing restrictive measures against Burma/Myanmar (1). Yangon, Myanmar +951 562439 Acknowledgement of Myanmar Development Research This edition of the “Fact Book of Political Parties in Myanmar (2010-2012)” is the first published collection of facts and information of political parties which legally registered at the Union Election Commission since the pre-election period of Myanmar’s milestone 2010 election and the post-election period of the 2012 by-elections. This publication is also an important milestone for Myanmar Development Research (MDR) as it is the organization’s first project that was conducted directly in response to the needs of civil society and different stakeholders who have been putting efforts in the process of the political transition of Myanmar towards a peaceful and developed democratic society. We would like to thank our supporters who made this project possible and those who worked hard from the beginning to the end of publication and launching ceremony. Dagon University Research Journal Vol.10 57 Political Development in Myanmar since 2011 San San Win 1 Abstract Since 2011, the new democratic government or semi-civilian government led by President U Thein Sein had conducted democratic reforms which ended fifty years of authoritarian rule. As a result, western countries lifted sanctions and provided economic assistance to Myanmar. Myanmar’s relations with western countries also improved significantly. Besides, under the civilian government since March 2016, a more open democratic environment has emerged. Despite existing challenges, the government has tried hard for democratic transactions under the leadership of Daw Aung San Suu Kyi. So, this paper focuses on political development in Myanmar since 2011 under the two democratic governments. Keywords: Myanmar, democracy, reforms, politics, development, relations Research Questions The research questions brought up for this paper are: How did Myanmar’s political culture change from authoritarian rule to democratic one? What are the basic causes for development of cordial relations with western countries? How did the situation of politics under the two democratic governments develop? And what are the challenges for both governments in nation building and foreign policy processes? Research Method This research will be conducted through critical analytical method. Most of the analysis will mainly refer to the newspapers of Myanmar, prior researches, books, periodicals, journals, website & online sources. Hypothesis Since 2011, Myanmar’s political culture peacefully changed from authoritarian rule to democratic one, and both the two democratic governments (USDP and NLD) tried to develop nation building, state building and foreign policy processes. Introduction Since early 2011, Myanmar has embarked on a remarkable path of political and economic reforms, departing from five decades of authoritarian rule. -
